GENTEXT/REMARKS/1.  Purpose.  The Direct Affiliation Program (DAP) offers transitioning active component (AC) Marines an opportunity to seamlessly transition to the reserve component with numerous benefits not offered to traditional reserve accessions from the individual ready reserve (IRR).  This MARADMIN updates the DAP policy, and expands the DAP application window from 120 days to 365 days (1 year) prior to end of active service (EAS).  Additionally, this MARADMIN provides DAP application guidance, gaining unit actions, and losing unit actions.  All DAP submissions must comply with the requirements of this MARADMIN.  This message cancels reference (a) and supersedes all previous DAP MARADMINs.
2.  Background.  The DAP affords active component (AC) Marines the opportunity to seamlessly affiliate with a Selected Marine Corps Reserve (SMCR) unit or an Individual Mobilization Augmentee (IMA) detachment following their end of active service (EAS) without a break in service (applicants do not drop to the individual ready reserve (IRR)).  The DAP is managed by Marine Corps Recruiting Command (MCRC)-Prior Service Recruiting (PSR) Branch.
3.  Benefits
    a.  Transitioning AC Marines are guaranteed the SMCR or IMA billet at their unit of choice (if the billet is available) if approved to affiliate prior to reaching their EAS.
    b.  Per reference (b), transitioning AC Marines who affiliate will receive a no-cost six-month extension of the existing TRICARE Prime benefits from the date of EAS and will be able to enroll in TRICARE Reserve Select for medical insurance.
    c.  Transitioning AC Marines will also receive the benefit of maintaining the eligibility to transfer educational benefits (TEB) due to affiliating with a SMCR unit or IMA detachment.
    d.  AC Marines transitioning to a SMCR unit may defer certain involuntary mobilizations for up to two years from their EAS regardless of current dwell status or last duty station in accordance with reference (c).
    e.  Inactive duty training (IDT) travel reimbursement is available for officers and enlisted Marines per reference (d).
4.  Eligibility
    a.  Officers may submit a DAP application package no earlier than 365 days prior to EAS and no later than 60 calendar days from EAS.  Officers must receive approval for a reserve commission prior to their EAS. If the reserve commission is not approved by the EAS date, officers will not be eligible to DAP in accordance with reference (g)
    b.  Enlisted Marines requesting a lateral move, and/or incentives may submit a DAP application package no earlier than 365 days prior to EAS and no later than 60 calendar days prior to EAS.  Requesting a lateral move and/or incentive will incur a required contractual obligation. Marines should consult with their local prior service recruiter or career planner to ensure eligibility for their lateral move request.
    c.  Enlisted Marines requesting direct accession (not requesting lateral move and/or incentives) may submit a DAP application package no earlier than 365 days prior to EAS and no later than 30 calendar days prior to EAS.  A reenlistment requirement does not require additional processing time.
    d.  Marines serving overseas are highly encouraged to submit their DAP application package to their respective prior service recruiter, career planner, or region DAP specialist no later than 90 calendar days prior to EAS or prior to starting terminal leave to allow for timely processing.
    e.  All applicants requesting direct affiliation must be released from the AC with a characterization of service of either honorable or general (under honorable conditions), and the basis (reason) for separation must not be adverse.
    f.  See your local prior service recruiter, career planner, or region DAP specialist (see POC list) for a complete listing of package requirements per reference (e) and (f).
5.  Non-eligibility
    a.  Current AR members are ineligible to use the DAP to transfer to the SMCR or IMA, per reference (b).
    b.  Marines retiring and or being medically retired are ineligible.
6.  Submission Process
    a.  Marines interested in the DAP should contact a local prior service recruiter, career planner, or region DAP specialist for information about the SMCR, IMA, benefits, incentives, lateral move opportunities, and to assist with the completion of the DAP application package.
    b.  A “DAP submission” is defined as a completed DAP application package submitted into the Total Force Retention System (TFRS) by a prior service recruiter, career planner, or region DAP specialist no later than 60 or 30 calendar days from EAS depending on the type of package.
    c.  Pending DAP application packages from Marines on terminal leave who are deemed unreachable will be administratively closed in TFRS and the DAP application package canceled.
    d.  Approval and creation of DAP orders by MCRC constitutes completion of the DAP process for the transitioning Marine.  This must occur before the Marine’s EAS date in accordance with reference (e).
    e.  For officers requesting Marine Raider or aide-de-camp billets, MCRC-PSR will request approval from the appropriate major subordinate command (MSC) before making an assignment.  The MSCs will have 10 working days to review the application and return it to G-3 Prior Service Recruiting Branch, MCRC.
    f.  For officers requesting duty involving flying operations (DIFOP), MCRC-PSR will request approval from the appropriate MSC before making an assignment.  4th Marine Aircraft Wing shall approve or deny DIFOP applications and return the decision to MCRC at a minimum of 15 working days before a Marine’s EAS to allow for required processing time to the reserves.
7.  Coordinating Instructions
    a.  Reserve Affairs.  Upon issuance of orders, Reserve Affairs (RA) will run a diary entry in the Marine Corps Total Force System for the reserve billet identification code (BIC) and future monitored command code (FMCC).
    b.  Interviews.  Unit interviews are not authorized for Marines joining SMCR units.  Only IMA detachments are authorized to interview Marines per reference (m).
    c.  Gaining SMCR units must accept Marines utilizing the DAP if the selected BIC is open.  Units shall not impose additional requirements in order to fill the selected BIC.  For BIC assignment questions, refer to current Reserve Affairs BIC Assignment and Management Policy.
    d.  Losing unit’s supporting Installation Personnel Administration
Center (IPAC) actions:
        (1) Obtain DAP orders.  The required BIC and FMCC must be reported via unit diary (UD) by Reserve Affairs prior to the transfer entry being reported.  The following UD entry Type Transaction Code (TTC) 378 005 for SMCR and 378 006 for IMA will seamlessly transfer an AC Marine to the SMCR or IMA to prevent the automatic join to the IRR per reference (i).
        (2) Complete DD Form 214 as required per reference (j).
        (3) For approved DAP officers complete NAVMC 763 per reference (k).
        (4) Ensure DD 214s are created with valid separations codes that will coincide with the direct affiliation transfer per reference (j).
        (5) If a Marine executes terminal leave before the DAP orders are approved and generated, regardless of the Marine’s EAS, the losing unit is not prohibited from issuing a DD 214 as long as the correct separations code is on the DD 214 in accordance with reference (j).
    e.  Gaining SMCR unit actions:
        (1) Assign the transitioning Marine a sponsor, as required per reference (l).
        (2) Join the DAP Marine upon arrival to the unit by using diary entry TTC 020 501, with an effective join date reported the day after the Marine’s EAS per reference (i).  This action is completed when the Marine physically (not by phone or email) checks-in to the unit.
        (3) Assign the Marine the approved BIC in the Inventory Development Management System (IDMS) within five working days of joining the unit.
        (4) Ensure the Marine is scheduled for IDT drills within the Drill Management Module (DMM) and muster the Marine within DMM upon arrival to ensure proper pay and duty status.
        (5) Schedule a school seat for lateral move Marines in accordance with the current fiscal year MARADMIN.
    f.  Gaining IMA unit actions:
        (1) Assign the transitioning Marine a sponsor, as required per reference (l).
        (2) Marine Forces Reserve (MFR) IPAC is responsible to run the UD entry to join the DAP Marine to the unit.  Per reference (i) MFR IPAC will use diary entry TTC 020 600, with an effective join date reported the day after the Marine’s EAS to allow for a seamless administrative transition from AC to the IMA.  The IMA Sponsor determines the Marine’s check-in process.
        (3) Assign the Marine the approved BIC in the IDMS within five working days of joining the unit.
        (4) Ensure the Marine is scheduled for IDT drills within DMM and muster the Marine within DMM to ensure proper pay and duty status.
    g.  SMCR/IMA erroneous drops.  If the Marine is transferred to the IRR erroneously, the gaining unit must contact the losing unit and do the following:
        (1) It is the responsibility of the losing unit to contact Manpower Information System Support Activity and Manpower Information System Support Office in order to rejoin the Marine back to active duty.
        (2) Once the Marine is joined back to active duty, Reserve Affairs Manpower Management must report the BIC and FMCC again by contacting the DAP Chief, G-3 Prior Service Recruiting Branch, MCRC.
        (3) Once the BIC and FMCC is reported via UD and posted in MCTFS, the losing unit will report the proper TTC transfer via UD to the SMCR unit or IMA detachment.
8.  This MARADMIN only applies to active component Marines and is not applicable to Marines currently serving in the Marine Corps Reserve.
