GENTEXT/REMARKS/1.  Purpose.  This message serves to announce the on-going talent management efforts to professionalize a service-wide instructor cadre, highlight the requirements and processes to acquire the 095X Exception Military Occupational Specialties (EMOSs), and improve the awareness and visibility of available instructor EMOSs across the total force.  The following information provides guidance on the procedures and requirements for awarding the EMOS to Marines who are currently or have previously served in the billet MOSs of 0951, 0952, 0953, 0954, 0955, and 0956.
2.  Background 
2.a.  The references stress the importance of formal school instructors in the Marine Corps system of learning, education, and training.  In August 2020, Training and Education Command (TECOM) implemented the EMOS designator for tracking Formal School Instructors (0951), Formal School Officer Instructors (0952), Formal School Officer Instructor-Fixed Wing Pilot (0953), Formal School Officer Instructor-Naval Flight Officer (0954), Formal School Officer Instructor-Helicopter Pilot (0955), and Formal School Instructor-Pilot / Naval Flight Officer (0956).  With the use of these EMOSs, the Marine Corps will have better tools to assign and monitor qualified Marines, in addition to analyzing these Marines’ career progression and impacts within the Marine Corps.
2.b.  Summary.  Marines assigned to an instructor position that facilitate learning as their primary duty in a designated GO level approved course may be granted an EMOS if they meet the prerequisites and requirements outlined below.  Augmented personnel support used to supplement training (e.g., role players, demonstrator cadre) do not meet the criteria to be instructors.
2.c.  Requirements
2.c.1.  Must meet the prerequisites prescribed in ref (e).
2.c.2.  Completion of a Training Command (TRNGCMD) approved instructor course; either an approved Marine Corps or service level approved instructor service course (other services pertain).
2.c.2.  Demonstrated level of proficiency and successful completion of duties while serving in an instructor billet.
2.c.3.  Serve in a specified TRNGCMD Instructor designated Billet Identification Code (BIC) billet for a period of not less than six months.
2.c.4.  Approved award of the EMOS by a TRNGCMD commander or TRNGCMD school director in the grade of O5 or above.
2.c.5.  Commanding General, TRNGCMD will be the approving authority for all waivers where Marines are not currently assigned to fill a designated Instructor billet BIC, have not met the minimum time serving in the billet requirement, or any other request which does not meet the requirements listed above.
2.d.  Duties associated with this EMOS are outlined in ref (d).
3.  Administrative process.  Marines who have demonstrated sufficient expertise as a Formal School Instructor outlined by the requirements listed in paragraph 2.c. and have fulfilled the duties listed in paragraph 2.d., are eligible for award of 0951-56 EMOS (as applicable).
3.a.  Formal Learning Centers (FLCs) will establish local procedures to ensure Marines serving with the FLC are awarded the EMOS.  Award of the EMOS, including presentation of the EMOS certificate, will be done once the Marine meets the requirements set forth in this MARADMIN and has been approved by the responsible FLC Commanding Officer or Director in the grade of O5 or above.  Certificates are available for download at the following website:  https:(slant slant) usmc.sharepoint-mil.us/sites/TECOM_G1_FOPS/Shared%20Documents/Forms/AllItems.aspx.  If unable to access the site, contact the POC of this MARADMIN for forwarding of the certificate.
3.b.  Retroactive award of the Formal School Instructor EMOS is limited to the three years preceding the date of this MARADMIN.  Marines will submit a Standard Naval Letter or NAVMC 10274 Administrative Action Form via the first O5 level Commander to the current commander or director of the FLC where the Marine served as a Formal School Instructor.  Provide the dates served, billet, copy of fitness reports covering the full period serving as a Formal School Instructor, and any other amplifying information to assist the commander / director in making a determination.  The EMOS certificate will be prepared by the FLC and signed by the Commanding Officer or Director of the respective school.  The certificate will serve as the source document for approval of the EMOS.
3.c.  The Marine will present the certificate to the appropriate Installation Personnel Administration Center for entry in the Marine’s Basic Individual Record by submitting an Electronic Personnel Action Request via Marine Online (preferred) or in-person.
3.d.  The revocation circumstances and processes will be included in future updates to the MOS manual.
4.  There may arise unique cases when an individual Marine may believe they qualify for the EMOS 0951-56 but do not clearly meet the requirements and duties outlined in paragraphs 2.c. and 2.d. of this MARADMIN.  In those cases when the potential qualifying service occurred at a TRNGCMD school or FLC, the Marine should contact the TRNGCMD G-1 for guidance.  TRNGCMD schools or FLCs who receive queries from current or former instructors will forward those cases to TRNGCMD G-1 for guidance.
4.a.  Schools or FLCs outside the TRNGCMD organization believing they fall into a unique category should coordinate with the TECOM G-1 in order to validate (via TECOM Policy and Standards Division) that the school's instructors have met the prerequisites of this MARADMIN and appropriate additions to the MOS Manual are incorporated thereafter.  Schools are responsible for updating their Table of Organization for inclusion of the applicable EMOS for individual billets, however, TECOM G-1 will provide support upon request.
5.  This MARADMIN is applicable to the Total Force.
