GENTEXT/REMARKS/1.  Purpose.  To announce the Fiscal Year 2023 (FY23) Marine Corps Graduate Education Program – Enlisted (MCGEP-E) Pilot.  This MARADMIN establishes the provisions for eligibility and selection to the (MCGEP-E) Pilot and provides guidance for FY23 implementation.  This MARADMIN is a solicitation for applications for Marines to attend the Naval Postgraduate School (NPS) for a Master’s degree in selected programs.  Applications are due to HQMC no later than Friday, 24 February 2023.

2.  Background.  Senior leadership recognizes the need to develop resident talent within the enlisted ranks and to manage and retain our highly educated Marines.  The purpose of the MCGEP-E is to send selected enlisted personnel to earn Master’s degrees at NPS.  This is a fiscally disciplined investment in education that will develop cohorts of enlisted professionals for duty in directed assignments.  Filling these billets is critical for the Marine Corps to meet the challenges and the complexity of the future operating environment by meeting the needs of talent management through targeted maturation of our force through graduate education programs.  The Marine Corps shall select proven performers with high career potential for funded educational opportunities.  Selection will be based upon consistently outstanding professional performance; promotion potential; and academic background, capabilities, and accomplishments.  Program and utilization placement shall be commensurate with the academic qualifications, needs of the Marine Corps, and in coordination with the NPS admissions office and Manpower Management Enlisted Assignments (MMEA).  Details regarding the standard curricula are listed in para 9.a. of this message.
3.  Eligibility.
3.a.  Active duty Marines in the grades of E-6 and above with no more than 16 years of service by end of degree completion and prior to beginning utilization tour.  Exceptions on a case-by-case basis.
3.b.  Must not have been passed over for selection to the next higher grade.
3.c.  Must meet reenlistment requirements established by DC, M&RA per reference (f) in order to ensure four years of service are attainable after degree completion.
3.d.  Any Primary Military Occupational Specialty (PMOS) is eligible to apply.
3.d.1.  The selection board will consider occupational field health along with the needs of the Marine Corps when selecting Marines.
3.d.2.  A focus will be placed on those MOSs most closely correlated to eligible programs (e.g., 01xx applying for 847 Manpower Systems Analyst and 360 Operations Analysis, or 04xx/30xx/35xx/66xx applying for 826 Material Logistics Management).
3.e.  Must ensure a minimum of four years remaining on contract from the completion of their degree program.  This will include a two- year utilization tour and two years back in their MOS.  Must be willing to re-enlist or extend to meet these requirements.
3.f.  A minimum of 24 months on station is required for applicants in Continental United States or 24 months in Outside of Continental United States (OCONUS) assignments prior to the commencement of school start dates (July 2023).  An exception to policy may be submitted with applications.
3.g.  All applicants must possess an institutionally accredited baccalaureate degree and must have the Academic Profile Code (APC) prescribed for the requested curricula.  NPS will determine the official APC for each applicant, and this official APC will be used as the basis in determining academic eligibility.  The application criteria for NPS is further described, promulgated, and updated via the NPS Admissions Office Website.
3.h.  Must hold, or be eligible for, a security clearance required by program placement and utilization.
3.i.  Applicants must be Professional Military Education complete for their current rank prior to executing orders.
4.  Program specifics.

4.b.  Expenses.  In accordance with reference (d), students will receive a $100 book stipend for each semester of full-time academic work (as defined by the institution).  Reimbursement for any parking fees and other non-essential requirements are not authorized.
4.c.  Students will be required to follow the designated curriculum for degree completion but are authorized to take additional credit hours from other courses, if available.
5.  NPS application process.
5.a.  Applications to NPS must be submitted by 27 January 2023 for consideration.

5.c.  Applicants will need to request copies of all educational transcripts to be sent directly to NPS from issuing institution. This should include all undergraduate and graduate schools, if more than one was attended, as well as JST, CLEP, DANTES/DSST.
5.c.1.  Transcripts must come directly from the institution or their designated transcript exchange service.  NPS does not accept transcripts submitted by the applicant.
5.d.  Joint services transcripts (JST) should be requested from https:(slash)(slash)jst.doded.mil/smart/signIn.do to be sent directly to NPS.  The JST will cover other types of military education and training not included elsewhere.
6.  USMC application process.
6.a.  Completed applications, including conditional acceptance letters from NPS, are due to HQMC no later than 2359 EST on 24 February 2023.
6.b.  The application templates, along with additional information, and updates for the MCGEP-E can be found on the MCGEP-E information portal located at https:(slash)(slash)www.milsuite.mil/book/groups/egep/.  Common Access Card certificate is required to access this website.
6.c.  Applicants must have obtained a conditional acceptance letter prior to USMC application submission.  Proof of NPS acceptance must be included in the application package referenced in para. 5.a.  It is recommended that applications to NPS be completed by 27 January 2023 to ensure adequate time for review and submission with USMC application package by the stated deadline in para. 6.b. 
6.d.  Applicants must provide proof of prior coordination with PMOS Monitor regarding their intent to apply for the MCGEP-E (Pilot) Program.
7.  Service requirements.
7.a.  All applicants must agree, via AA FORM, in writing to:
7.a.1.  Not request separation or retirement while participating in the program or during period of service obligation.
7.a.2.  Accept an active duty service commitment from the date of completed coursework for four years.
7.b.  Upon successful completion of the degree program, participants will serve in at least one utilization tour immediately following the program completion.
8.  Selection.
8.a.  Applicants will be notified, via separate correspondence, of the results directly following the conclusion of the screening process.  They will also receive any further guidance for completing their enrollment with NPS.
8.b.  Director, Manpower Management is the final approval authority for all assignments to the MCGEP-E.
