GENTEXT/REMARKS/1. Purpose. This MARADMIN provides detailed instructions regarding the execution of the Officer Candidates School (OCS) summer augmentation program. Ref (a) designates Commanding General, Training and Education Command (CG, TECOM) as the executive agent for the development and implementation of the OCS summer augmentation program and policy. CG, TECOM is supported commander.
2. Background.
2.a. Although OCS is staffed with sufficient personnel to meet the steady state of student throughput, it cannot support peak demands when OCS experiences its largest inventory of candidates. To meet its mission during these peak training periods, OCS requires augmentation of its permanent staff. Fulfilling this requirement solely from TECOM and Marine Corps Base Quantico (MCBQ) tenant commands is not supportable. A reduction in the total number of Marines who possess the Additional Military Occupational Specialty (AMOS) 0911, drill instructor (DI) comprising Quantico-based organizations and the National Capitol Region (NCR), requires an institutional approach to accomplish this annual requirement.
2.b. In accordance with ref (b), Marines possessing the AMOS of 0911 are assigned to various Quantico-based organizations and the NCR for the purpose of augmenting OCS during the peak season. Marine Staff Sergeants and Gunnery Sergeants who possess the AMOS of 0911 are eligible for consideration.
2.c. Non-DI support personnel will be sourced from Quantico-based organizations and the NCR.
2.d. Prior agreements with local clinics to source Hospital Corpsman (HM) who possess the Primary Navy Enlisted Classification code L03A, Field Medical Service Technician during peak seasons are no longer being supported. The Defense Health Agency now controls the majority of NCR medical resources.
3. Execution.
3.a. Phase I: OCS summer training cycle will commence during May of each fiscal year.
3.b. CG, TECOM will exhaust all efforts to source requirements from Quantico-based organizations and the NCR. Plans, Policies & Operations (PP&O), Headquarters Marine Corps will review risk to the Fleet Marine Forces (FMF) prior to CG, TECOM requesting support from the FMF.
3.c. Commanding Officer, OCS via CG, Training Command (TRNGCMD) will validate augmentation requirements, and conduct Troop to Task analysis prior to submitting DI and HM augmentation requirements to TECOM G-1/G-3 NLT December, (150) days from the commencement of the summer training cycle.
3.d. TECOM G-3 will validate the augmentation requirements NLT January, (120) days prior to the commencement of the summer training cycle.
3.e. TECOM G-1/G-3 will coordinate with the Marine Expeditionary Force (MEF) G-1/G-3 to source HM support NLT January, (120) days prior to the commencement of the summer training cycle. MEFs will complete analysis and review of their unit’s stabilization, and identify the best way to support the summer augmentation NLT January, (120) days prior to the commencement of the summer training cycle.
3.f. Chief of Staff (CoS), TECOM sign DI augmentation screening tasker NLT January, (120) days prior to the commencement of the summer training cycle.
3.g. OCS will screen DIs for suitability NLT January, (120) days prior to the commencement of the summer training cycle.
3.h. CoS, TECOM sign DI and enlisted support tasker NLT February, (90) days prior to the commencement of the summer training cycle.
3.i. Per Memorandum of Agreement (MOA) between CG, TRNGCMD/CO, OCS and Commander (CDR), Naval Service Training Command (NSTC), CDR NSTC will identify no more than (16) Marine Officer Instructors (MOI)(2 Majors and 14 Captains) divided evenly to support two increments. CDR, NSTC will provide the Line of Accounting (LOA), and reporting instructions NLT March, (60) days prior to the commencement of the summer training cycle.
3.j. Per MOA between CG, TRNGCMD/CO, OCS and CDR, NSTC, CDR NSTC will identify no more than (50) Gunnery Sergeants/Staff Sergeant Assistant MOIs (AMOI) divided evenly to support two increments, and one First Sergeant (sel). TECOM G-1 will provide the LOA, and reporting instructions NLT March, (60) days prior to the commencement of the summer training cycle. Additionally, TECOM G-1 will coordinate with Liversedge Hall for group lodging.
3.k. OCS S-1 provides the LOA and reporting instructions for HMs via the MEF G-1s NLT March, (60) days prior to the start of the summer training cycle.
3.l. Phase II: CG, TECOM will conduct an annual revalidation of OCS augmentation requirements during October of each FY.
4. Coordinating Instructions.
4.a. Commanders will screen non-DI personnel utilizing the Commanding Officer’s Screening Interview Guide in ref (c) and ensure that the completed checklist is provided to the OCS staff by the screened Marine upon check in.
4.b. DIs will complete the OCS SgtMaj screening checklist provided via separate correspondence.
4.c. CO, OCS will coordinate with Manpower Management Officer Assignment to source no more than (30) Expeditionary Warfare School officers to support the summer augmentation.
5. Submission Guidelines.
5.a. Should a determination be made that circumstances prevent the fulfillment of a tasked requirement, submission of a formal waiver is required with proper endorsements from the Commander via the chain of command to the CoS, TECOM.
5.b. If events necessitate the replacement of an augment once the summer augmentation commences, the Marine’s parent command is responsible for providing a qualified replacement. This will be a one-for-one replacement.
