GENTEXT/REMARKS/1.  Purpose.  It is an exciting time to be a Marine!  Our Force Design and Talent Management initiatives are creating opportunities for Marines to maximize their potential across an unprecedented number of career fields.  From intelligence and cyber operations to aviation and special operations, there is an opportunity for you to stay Marine.  In Fiscal Year 2022 (FY22) and Fiscal Year 2023 (FY23), the Marine Corps retained more First Term and career Marines than it has in a decade.  These Marines are some of the most qualified and competitive we have in our formations.  Over 60% of the First Term Marines who reenlisted in FY23 computed as Tier I or II based on their Junior Enlisted Performance Evaluation System (JEPES) retention score.  CMC (MMEA) expects Fiscal Year 2024 (FY24) to be even more competitive.  This MARADMIN outlines the FY24 Retention timeline and submission guidelines.  Take the time to discuss your options with your family, command, career planner, and monitor.  CMC (MMEA) looks forward to working with you to create opportunities for continued service in the Marine Corps.
2.  Situation.  The Marine Corps opens opportunities for reenlistment on 1 June 2023 with the execution of the FY24 Enlisted Retention Campaign.  The FY24 Enlisted Retention Campaign is designed to meet retention goals by ensuring retention of the best and most qualified Marines.  Four retention programs will be implemented for FY24; Commandant’s Retention Program (CRP), Command Retention Mission (CRM), Commanding General's Retention Program (CGRP), and the Early Reenlistment Authority (ERA) Program.
3.  Concept of operations:
3.a.  FY24 First Term Alignment Plan (FTAP).
3.a.1.  Phase I:  Phase I begins 1 June 2023 with execution of the FY24 CRP.  During this phase the most highly qualified Marines in each Primary Military Occupational Specialty (PMOS) will be offered conditional approvals for reenlistment.  Further details regarding CRP will be released no later than (NLT) May 2023.
3.a.1.a.  An Enhanced Duty Station Incentive (EDSI) is a retention incentive that gives deserving Marines the ability to select a Monitored Command Code (MCC) of their choice.  Marines selected on the CRP will be granted an EDSI.  EDSIs are in effect for CRP Marines beginning in Phase I.  Marines approved for CRP may select five locations offered on the CRP MCC availability list.
3.a.1.b.  Marines identified in the CRP, who desire to submit for a Fiscal Year 2025 (FY25) Special Duty Assignment (SDA), can do so starting 1 June 2023.
3.a.1.c.  Phase I ends on 30 June 2023.
3.a.2.  Phase II:  Phase II begins on 1 July 2023.  The purpose of this phase is to submit and process retention requests for FTAP Marines who were not offered a conditional approval for reenlistment through CRP.
3.a.2.a.  From 1 July to 31 August 2023, CMC (MMEA) will process FTAP submissions and begin preparations for the FY24 FTAP Enlisted Career Retention Board (ECRB) to be conducted in September 2023.  Additional details regarding the FY24 FTAP ECRB will be released via separate correspondence.
3.a.2.b.  Duty Station Incentives (DSIs) are also in effect for Marines who submit during Phase II.
3.a.2.c. Marines in Phase II, who desire to submit for a FY25 SDA, can do so starting 1 July 2023.
3.a.2.d.  Phase II ends on 31 August 2023.
3.a.3.  Phase III:  Phase III begins on 1 September 2023.
3.a.3.a.  On 1 September 2023, CMC (MMEA) will no longer accept requests for reenlistment in PMOSs identified for the FTAP ECRB.  However, Marines are encouraged to submit for lateral move (LATMOV) if their PMOS is closed due to the FTAP ECRB.  PMOSs not subject to the ECRB are eligible for continued submission of retention requests.
3.a.3.b.  During this phase CMC (MMEA) will assess the progress of the FY24 FTAP, make required adjustments, refine guidance and continue processing retention requests.
3.a.3.c.  DSIs remain in effect for Marines who submit during Phase III.
3.a.3.d.  Beginning 1 December 2023, FTAP Marines with an End of Current Contract (ECC) between 1 October 2024 and 30 September 2025 may request reenlistment under the (FY25) Early Reenlistment Authority (ERA) program.  This program allows Marines to seek retention at an earlier decision point in their career.  Further information regarding the FY25 ERA will be released via separate correspondence.
3.a.3.e.  Phase III ends on 30 September 2024.
3.b.  FY24 Subsequent Term Alignment Plan (STAP)
3.b.1.  From 1 June 2023 to 31 August 2023 qualified STAP Marines who have been issued Permanent Change of Station (PCS) orders with a detach date prior to 31 January 2024 or Marines who are stabilized for deployment may submit for retention.  Retention requests from FY25 SDA volunteers may also be submitted during Phase I.
3.b.1.a.  From 1 September 2023 to 15 November 2023, CMC (MMEA) will process all STAP submissions and begin preparations for the FY24 STAP ECRB to be conducted in December 2023.  Additional details regarding the FY24 STAP ECRB will be released via separate correspondence.
3.b.1.b.  STAP requests submitted during Phase II that require a Commanding General (CG) waiver per ref (a) will be held for further determination until Phase III.
3.b.1.c.  STAP Marines who do not submit a request for further service by 15 November 2023, are conveying their intent to exit the Marine Corps at their current end of active service (EAS).  This does not apply to Marines who are unable to submit for reasons beyond their control, e.g., service limits, medical, and legal.
3.b.1.d.  On 16 November 2023, CMC (MMEA) will no longer accept reenlistment request for PMOSs identified for the STAP ECRB. Marines are encouraged to submit for LATMOV if their PMOS is closed due to the STAP ECRB.  PMOSs not subject to the ECRB are eligible for continued submission of retention requests.  During phase III, CMC (MMEA) will assess the progress of FY24 STAP, make required adjustments, refine guidance and continue processing retention requests.
3.c.  FY24 Lateral Move Plan.
3.c.1.  LATMOVs are an excellent way to align individual talent and goals with the needs of the Marine Corps.  On 1 June 2023, CMC (MMEA) will increase the number of critical and under submitted PMOSs eligible for LATMOV.  If you are interested in LATMOV opportunities, you are encouraged to coordinate an interview with your Career Planner to determine what PMOS aligns to your talents and qualifications.
3.c.1.a.  Command teams are encouraged to discuss LATMOV opportunities with their Marines.  Executing a LATMOV into a new PMOS provides an enriching and challenging professional opportunity while continuing to stay Marine.
3.c.1.b.  FTAP Marines requesting LATMOV into critical and under submitted PMOSs may submit their requests no earlier than (NET) 1 June 2023.
3.c.1.c.  On 1 September 2023, all FTAP PMOSs, with available boatspaces, will be open for LATMOV.
3.c.1.d.  STAP Marines requesting LATMOV may submit a request NET 16 September 2023.
3.c.1.e.  Per ref (B), LATMOVs are limited by several factors.  CMC (MMEA) will strive to authorize LATMOVs to the greatest extent possible.
3.c.1.f.  A full list of eligible PMOSs will be released via the FY24 Enlisted Retention Guidelines.
4.  Once boatspaces have been filled for all PMOSs, CMC (MMEA) will open the CGRP to retain uniquely qualified FTAP and STAP Marines that did not receive a boatspace in the FY24 cohort.  Further details regarding the FY24 CGRP will be released via separate correspondence.
5.  Senior Enlisted Alignment Plan (SEAP) Marines may submit reenlistment requests NET 1 June 2023. SEAP Marines are not subject to boatspace caps and will be processed until 30 September 2023.  Further details regarding SEAP execution will be released in the FY24 Enlisted Retention Guidelines.
6.  Prior Service Enlistment Program (PSEP) submissions begin on 1 November 2023.
7.  In all PMOSs, but especially in Fast-Filling MOSs (FFM), a comprehensive review of Marines competing for boatspaces is conducted to select the most qualified.  As such, the value of comments from commanders and senior enlisted leaders cannot be overstated.
8.  The FY24 CRP will be informed by the JEPES retention score and Commanders' input.  Commanders' will be provided an opportunity to identify quality Marines for CRP consideration.  Further guidance on the FY24 CRP will be released via separate correspondence.
9.  Commanding Officers and senior enlisted leaders will properly inform and counsel all FTAP and STAP Marines of any disapproved retention request from CMC (MMEA).
10.  Retention goals will be assigned to each Major Subordinate Command (MSC) through the FY24 CRM NLT May 2023.  MSCs will be assigned a CRM retention goal for the most critical or under-submitted PMOSs across the force.  Commands are encouraged to utilize the CRM retention goals to assist in formulating initial retention missions at the unit level.
11.  Unit Career Planners will receive detailed FY24 Enlisted Retention Guidelines for the FTAP, STAP, and SEAP will be published via the Total Force Retention System (TFRS).  The FY24 Enlisted Retention Guidelines will also be available for download on Enlisted Retention page of the Manpower and Reserve Affairs website page under the references section.
12.  Prior to the start of the FY24 Enlisted Retention Campaign, CMC (MMEA) will execute the FY24 CMC (MMEA) Spring Roadshow.  During this period, CMC (MMEA) will prepare MSCs across the Fleet Marine Force and Supporting Establishment (FMF/SE) to execute the FY24 Enlisted Retention Campaign through a series of briefs tailored to each level of leadership.  Further details regarding the FY24 CMC (MMEA) Spring Roadshow will be released via separate correspondence.
13.  From 1 September 2023 to 29 February 2024, MSCs may request monitor visits to conduct in-person monitor interviews and energize retention actions in targeted PMOSs.  MSCs may request monitor visits by completing the CMC (MMEA) Assist Visit Request on the Manpower and Reserve Affairs website.  To access the form, go to https:(slash)(slash)www.manpower.usmc.mil/webcenter/portal/MMEA_New and click on the "MMEA ASSIST VISIT REQUEST" box at the bottom of the page.  Requests for monitor visits should be requested NLT 90 days prior to the first day of the requested visit.  CMC (MMEA) will support monitor visits during Phase III as scheduling and budgetary environments allow.
14.  Installations/units will coordinate with their respective Communication Strategy (COMMSTRAT) organization to maximize communication efforts and enhance awareness in support of the FY24 Enlisted Retention Campaign.  CMC (MMEA) will distribute additional advertisement products in support of the FY24 Enlisted Retention Campaign via TFRS.
