GENTEXT/REMARKS/1.  Commanding General, Training and Education Command (CG, TECOM) serves as the sponsor for the Marine Corps Combat Marksmanship Program (MCCMP).  Commanding General, Training Command (CG, TRNGCMD) staffs and distributes products developed by MCCMP proponent.  Commanding Officer, Weapons Training Battalion, Quantico (CO, WTBn, Quantico) serves as the marksmanship proponent responsible for oversight of the MCCMP; maintenance of the MCCMP order; and the development, maintenance, and update of all master lesson files and other supporting documentation for conducting marksmanship training throughout the Marine Corps.
2.  WTBn Quantico hosted the Fiscal Year 2023 (FY23) Combat Marksmanship Symposium (CMS) from 17-21 October 2022.  The CMS offers a forum where authorized decision-makers representing the total force meet to identify and discuss issues and provide recommended solutions to improve combat marksmanship.  This symposium provides a single point to consolidate combat marksmanship issues and gives senior leadership an accurate picture of the current state of Marine Corps marksmanship.
3.  For FY23, the following working groups (WG) convened:  WG1 Infantry Marksmanship, WG2 Range and Facilities, WG3 Institutional Marksmanship Programs, WG4 Competition in Arms Program, and WG5 Simulations and Distance Learning.
4.  The Executive Steering Committee (ESC) brought forward the following items that the sponsor approved:
4.a.  CG, TECOM directs CG, TRNGCMD to develop a marksmanship campaign plan that supports implementing the Advanced Marksmanship Training Program (AMTP) throughout the infantry training continuum to include unit-level training.
4.b.  CG, TECOM directs modification of Marine Corps Order (MCO) 3574.2M authorizing Marines who qualify less than an Expert in the Annual Rifle Qualification or Combat Pistol Program to fire two additional times within a fiscal year for record.  This change takes effect when CG TECOM publishes a future implementation message.
4.c.  CG, TECOM via CG, TRNGCMD directs both Schools of Infantry East and West to enhance Marine Combat Training marksmanship training using lessons learned from the AMTP, the Infantry Marksmanship Assessment, and Joint Marksmanship Assessment Package (JMAP) with support from WTBn Quantico.  The enhanced training aims to better prepare non-infantry Marines for the ARQ.
4.d.  CG, TECOM directs WTBn, Quantico to ensure that Formal Marksmanship Training Units are inspected for their abilities to effectively conduct the MCCMP and in keeping with the intent of MCO 3574.2M.
4.e.  CG, TECOM authorizes the adoption of the JMAP for use in all facets of the MCCMP, specifically in the execution of the AMTP and IMA, to facilitate marksmanship scoring and data collection. Furthermore, CG TECOM directed the Synthetic Training Integration and Management Branch, assisted by WTBn, Quantico to determine the appropriate pathway for the service to transition JMAP from the Office of Naval Research.
5.  Marksmanship Program Management Section, WTBn, Quantico serves as the action office for items 4b through 4e.  WTBn, Quantico has direct liaison authority with other commands where necessary and appropriate to accomplish these efforts.
6.  The CMS met its intent to gain a clear picture of the current state of Marine Corps marksmanship and the steps needed to improve the program.  The next iteration of the CMS is 23-27 October 2023 for FY24.  WTBn, Quantico shall draft a calling message for submitting topics for the FY24 CMS in April 2023.  To maintain a relevant discussion every quarter or as applicable, see the WTBn, Quantico website listed in the narrative paragraph of this message for updates to CMS action items.
