GENTEXT/REMARKS/1. The 2023 Sergeant Major of the Marine Corps (SMMC) Warfighter Development Summit on Marine Corps Community Services (MCCS) Morale, Welfare, and Recreation (MWR) core programs will be hosted by the SMMC at Marine Corps Base, Quantico, Virginia from 27-31 March 2023. The summit will provide an overview of recommended core programs that should be offered at all Marine Corps installations.
2. The summit leads are:

3. Working groups from across the Service will provide inputs for, and support, the summit. Each working group will consist of a working group leader and 10 Marines. The working group members should consist of personnel who reside on installations or who utilize services and programs on installations. Additionally, group members should include a combination of officers and enlisted, both married and single.
3.a. Each of the following will establish a working group:

3.b. The summit leads will collect inputs for the summit from the working group leaders except as outlined below.
3.b.1. MARFORCOM will collect input from MFE/A, MFCYBER, and MARCENT.
3.b.2. II MEF will collect input from MARSOC.
3.b.3. III MEF will collect input from MARFORK.
3.b.4. TECOM to collect input from MCRDPI, MCRDSD, MCAGCC, and MCMWTC.
4. The following units/agencies are requested to attend the summit in Quantico, VA:
4.a. Marine Corps Marine and Family Programs.
4.b. Marine Corps Exchange Business Operations.
4.c. Marine Corps Installations Command.
5. Regional MCCS directors are invited to attend the summit in Quantico, Virginia.
6. Tasks
6.a. Summit leads
6.a.1. Verify the working groups consist of an appropriate ratio of officer and enlisted Marines both Married and Single.
6.a.2. Provide coordinating instructions to the working group leaders.
6.b. Organizations identified in paragraph 3a. Designate a working group leader and 10 working group members no later than seven business days after the release of this MARADMIN.
6.c. Working group leaders
6.c.1. Provide a roster of working group members to the summit leads no later than seven business days after the release of this MARADMIN.
6.c.2. Provide liaison with the summit leads and schedule working group meetings to produce content for the summit.
6.c.3. Submit all working group input for the summit to the summit leads no later than 24 March 2023.
6.c.4. Identify four working group members to attend the summit in Quantico, Virginia.
7. Orders. Parent commands will fund orders for working group representatives to attend the summit at Marine Corps Base, Quantico, Virginia. All orders should be non-reporting. Government quarters and messing are not available. Rental vehicles may be authorized at parent command discretion. All rental vehicles will be funded by the parent command.
