GENTEXT/REMARKS/ 1.  Per reference (a), Total Force Structure Division (TFSD) updated the published Authorized Strength Report (ASR) data for Fiscal Year (FY) 2023 through FY 2043 Tables of Organization and Equipment (TOE).  The Total Force Structure Management System (TFSMS) was updated on 27 February 2023 and incorporates all approved changes to the Marine Corps Force Structure for planning purposes since the previously published ASR.  This MARADMIN cancels reference (c) and will remain in effect until the publication of the August 2023 ASR.
2.  Per Commandant of the Marine Corps (CMC) direction, Enlisted Manning Precedence Levels (MPL) for Excepted, Fleet Marine Forces, Priority, and Pro-share are 100-, 94-, 93-, and 92-percent, respectively.  Officer MPL’s for Excepted, Fleet Marine Forces, Priority, and Pro-share are 100-, 100-, 95-, and 92-percent, respectively.
3.  A list of major force structure changes incorporated in this ASR is available on the Secure Internet Protocol Router (SIPR) Doctrine, Organization, Training and Education, Materiel, Leadership and Communication Synchronization, Personnel, Facilities, and Cost (DOTMLPF/C) Working Group (WG) SharePoint website at https:(slash)(slash)mccdc.portal.usmc.smil.mil/org/cdd/fops/dotmlpf/default.aspx.

3.b.  Current organizational hierarchy charts, MAGTF Waterfall plans, as well as archived Marine Corps Bulletin (MCBUL) 5400s, Force Structure Decision Memorandums, and other finished Force Structure products from published ASR data can be provided upon request on an as needed basis.  Contact TFSD Operations (POCs provided in paragraph 8.a. below) for assistance.
4.  Updated TOEs are available on the TFSMS website at https:(slash)(slah)tfsms.mceits.usmc.mil.  Users must request access by following the instructions on the TFSMS homepage under the section titled, “Request New or Reactivation of Account.”  Normal response time for access is less than 24 hours.
4.a.  Instructions for downloading current FY TOE report:  After log-in, enter all or part of Unit Identification Code (UIC), Unit Name, Monitored Command Code, or Reporting Unit Code in the "Run TOE Report" and clicking "Show" to display the unit's current TOE. 
4.b.  Instructions for downloading planned or future FY TOE Reports:After log-in, click on “Reports" link, then “TFSMS Cognos Reports Portal.” A Unit's TOE is located in the "Standard Reports (Published, Structure Data Current as of last ASR)" folder.  After entering the folder, click on "Unit TOE Report" and select the applicable FY and UIC.  User must enable compatibility view settings for usmc.mil to select criteria for TOE report.
5.  Readiness Reporting.  The Defense Readiness Reporting System-Marine Corps (DRRS-MC) automatically populates a unit's Readiness Report with force structure requirements from the current published FY TOE resident in TFSMS.  Units should validate the force structure requirements in their unit's Readiness Report using the current published FY 2023 TOE in TFSMS or use the TOE link in a unit's Readiness Report in DRRS-MC.
6.  Initiatives that require Total Force (TF) DOTMLPF/C WG assessment, in accordance with (IAW) reference (a), must be scheduled for an initial brief to the WG no later than (NLT) 24 May 2023 in order to be considered for inclusion within the August 2023 ASR.  Initiatives will continue to be scheduled and assessed after that, and if subsequently approved, will be included in the publication of the February 2024 ASR.  Force structure initiatives that may require assessment by the TF DOTMLPF/C WG include, but are not limited to:  unit activations, deactivations, reorganizations, redesignations, relocations, and major MOS or occupational field changes.  Contact the TF DOTMLPF/C WG Secretariat (para 8.c below) for a determination regarding whether the initiative will require subsequent TF DOTMLPF/C WG assessment, and assistance with preparation for the initial WG briefing.  The secretariat will assist sponsors with preparation and pre-coordination of all initial briefs.  Supporting documentation required for an initial brief includes but is not limited to proposed Table of Organization (T/O), Table of Equipment (T/E), and draft Mission Statements.  All initiatives submitted for TF DOTMLPF/C WG assessment must be fully compensated IAW reference (a) chapter 5, para 3.c.(2).
7.  Tables of Organization and Equipment Change Request (TOECR) Policy.
7.a.  TOECR submissions must adhere to the applicable provisions of reference (a).  All TOECRs must be compensated IAW reference (a), chapter 9.  TOECRs submitted without suitable compensation will be returned without action.
7.b.  Additional amplifying information on TOECR submission is provided below.
7.b.1.  Units activated or reorganized based on CMC Force Design will not submit TOECRs until the action directed by MCBUL 5400 has been reported complete, unless deemed mission essential.
7.b.2.  TOECRs submitted on UICs lacking a current Mission Statement (3-year renewal requirement, per reference (a)) will be returned without action, unless a Mission Statement update TOECR is submitted concurrently or was previously submitted and is in processing.
7.b.3.  In accordance with reference (a), military manpower TOECRs will be programmed for the out-years.
7.b.3.a. The published February 2023 ASR is utilized to plan enlisted assignments effective in FY 2024. Planning for officer assignments during FY 2024 has been completed, based upon publication of the August 2022 ASR. 
7.b.3.b. TOECR submissions must be synchronized with planning cycles for future assignments.  Therefore, TOECRs submitted for inclusion in the August 2023 ASR must be planned for execution no earlier than FY 2025.  Requests submitted for execution prior to FY 2025 will be returned without action.
7.b.4.  Civilian Manpower TOECRs:  all new TOECRs that propose the establishment of new civilian Billet Identification Codes (BIC) within the programmed budgetary controls will require compensatory billet/resource reductions.  The grade levels or dollar value of the BICs identified as compensation must be of the same or higher grade/dollar value than the proposed new BICs in order to ensure that the transaction is fiscally neutral.  Additionally, IAW reference (a), chapter 9, para 9.c., all term positions must be fully documented on the T/O for the term’s duration.  TOECRs that do not meet the criteria set forth by reference (e) will be returned without action.
7.b.5.  External assignments by Memorandum of Agreement (MOA).  TOECRs to assign Marines externally, to include joint or other agencies and organizations must include a properly executed MOA governing the agreement between the Marine Corps and supported organization(s).  Per reference (a), DC CD&I has signature authority for the Marine Corps to execute these agreements.  Prior to TOECR submission, MOAs should be properly coordinated, formatted, and staffed to DC CD&I (attention: TFSD) for pre-coordination.  Once the coordination phase is complete, a final MOA package should be submitted to DC CD&I via the Task Management Tool (TMT) for signature.  Once the MOA is fully executed, the MOA should be attached to the TOECR package and submitted in TFSMS.
7.b.6.  Per reference (a), TOECRs loaded within TFSMS that remain in a pending status for a protracted period without movement in workflow must be minimized.  TFSD has generated a report for TOECRs with no movement that can be accessed on the TFSMS portal at https:(slash)(slash)tfsms.mceits.usmc.mil/.  Commands should review this report and take steps to forward the TOECR for continued processing or cancel the TOECR as may be appropriate.  Any TOECRs on this report with no further action taken by 31 March 2023 will be cancelled. Contact TFSD for assistance as needed.   
7.b.7.  All TOECRs submitted for inclusion in the August 2023 ASR must reach TFSD NLT close of business Wednesday 7 June 2023.  
7.b.8.  TOECRs may be submitted at any time and will be actioned as soon as all data needed for a decision is available.  Modifications to the ASR are published in February and August annually. Changes outside these publication windows will be promulgated on an as needed basis only.
