GENTEXT/REMARKS/1.  Purpose.  This message announces the on-going talent management efforts to professionalize a service-wide instructor cadre and highlights the requirement and process to acquire the 098X Exception Military Occupational Specialty (EMOS) as well as improve the awareness of available instructor EMOS and the procedure for awarding the EMOS to eligible Marines who currently or have previously served in the billet MOS of 0981, 0982, 0983, 0984,0985, 0986, 0987, and 0988.
2.  Background
2.a.  The references stress the importance of instructors in the Marine Corps system of learning, education, and training.  In September 2022, Training and Education Command implemented the EMOS designators for tracking Marine Air Ground Task Force (MAGTF) Instructors (0981), MAGTF Officer Instructor (0982), MAGTF Officer Instructor-Fixed Wing Pilot (0983), MAGTF Officer Instructor-Naval Flight Officer (0984), MAGTF Officer Instructor-Helicopter Pilot (0985), MAGTF School Instructor-Pilot / Naval Flight Officer (0986), Exercise Controller (0987), and Exercise Instructor (0988).  By utilizing these EMOSs, the Marine Corps will have better tools to assign and monitor qualified Marine Instructors in addition to analyzing their career progression and impact within the Marine Corps.
2.b.  Summary.  Instructors are Marines assigned to positions that facilitate learning as their primary duty within Marine Air Ground Task Force Training Command (MAGTFTC), where a Marine teaches or mentors others, or those who teach a designated formal training course approved by the Commanding General (CG), MAGTFTC.  Augment personnel support used to supplement training (e.g., role players, demonstrator cadre) do not meet the criteria for designation as an instructor.
2.c.  Requirements for EMOS 0981-0988:
2.c.1.  Completion of a MAGTFTC approved instructor course:
2.c.1.a. For EMOS 0981-0986; either an approved Marine Corps or service-level approved instructor service course (other services pertain).
2.c.1.b.  For EMOS 0987-0988; Completion of the locally executed service-level instructor course(s) or other service instructor course.
2.c.2.  EMOS approval authority is by O-6 level Commanding Officer or Director of TTECG under MAGTFTC.
2.c.3.  Serve in a specified MAGTF Instructor designated Billet Identification Code (BIC) billet.
2.c.4.  Serve as MAGTF Instructor for one-year.  This criterion is waiverable by O-6 level Commanding Officer or Director of TTECG under MAGTFTC.
2.c.5.  CG, MAGTFTC will be the approval authority for all other waiver requests where the Marines are not / were not assigned to fill a designated Instructor BIC, do not / did not comply with the minimum time serving in an Instructor billet, or any other requests outside of the requirements listed above.
2.d.  Duties for these EMOSs are outlined in ref (d).
3.  Administrative process.  Marines who have demonstrated sufficient expertise as a MAGTF Instructor, outlined by the requirements listed in paragraph 2.c. above and have fulfilled the duties listed in ref (d) for each EMOS, are eligible for the awarding of 098X EMOS as applicable.
3.a.  MAGTFTC subordinate commands and Centers of Excellence shall establish local procedures to award and revoke the appropriate EMOS. Awarding of the EMOS, including presentation of the EMOS certificate, will be done as soon as feasible once the Marine has met the established requirements and has been approved by the applicable MAGTFTC subordinate Commanding Officer or Director in the grade of O-6.  The EMOS Certificate template is available for download at the following website:  https:(slant slant)usmc.sharepoint-mil.us/sites/TECOM_G1_FOPS/Shared%20Documents/Forms/AllItems.aspx. 3.b.  Retroactive awarding of the MAGTF Instructor EMOS is limited to three years preceding the date of this MARADMIN.  Marines can submit a Standard Naval Letter or NAVMC 10274 Administrative Action Form via their chain of command (first O-5 level Commander) to the current MAGTFTC Commanding Officer or Director where the Marine previously served as a MAGTF Instructor.  Provide the dates served, billet, copy of fitness reports covering the full period served as a MAGTF Instructor, and any other amplifying information to assist the commander / director in making a determination.  If eligible, the EMOS certificate will be prepared by the MAGTFTC subordinate command and signed by the applicable Commanding Officer or Director O-6 level.  The certificate will serve as the source document for approval of the EMOS and will be sent to the requestor.
3.c.  Upon receipt of the EMOS Certificate, each individual shall provide a copy of the certificate to the appropriate servicing Installation Personnel Administration Center for entry of the EMOS into his / her Basic Individual Record by submitting an Electronic Personnel Action Request via Marine Online (preferred method) or in-person.
4.  There may arise unique instances when an individual may believe he / she qualifies for the EMOS 0981-88 based on service at a MAGTFTC subordinate command, but do not clearly meet the requirements and duties outlined in paragraphs 2.c. and 2.d. of this MARADMIN.  In those cases, the Marine should contact the MAGTFTC G-3 (refer to third POC).
4.a.  MAGTFTC subordinate Commands are responsible for periodically reviewing and updating their Table of Organization for inclusion / deletion of the applicable EMOS for individual billets.
5.  This MARADMIN is applicable to the Total Force.
