GENTEXT/REMARKS/1.  The FY24 RCSB and RSLB will convene 14 August 2023 for Reserve Component (RC) lieutenant colonels (LtCol) and 21 August 2023 for RC colonels (Col).  The board will select RC officers for designated commands/Reserve Senior Leader (RSL) billets projected to be vacated between 1 October 2023 and 30 September 2024.  RSL billets are not designated command billets, but they entail significant responsibility.  Therefore, applicants applying for RSL billets are governed by the same competitive criteria and requirements for command.
2.  Purpose.  Per reference (a), the Reserve Command Screening Program (RCSP) is to ensure Marines receive the best possible leadership and to provide eligible officers with a fair and equitable opportunity to command in order to maintain a competent and well-balanced fighting force.
3.  Board Process.  Each board will evaluate, screen, slate, and select primaries for each available billet from the pool of eligible RC officer applicants.  Additionally, the board will select a sufficient number of qualified alternates to meet manpower requirements that may arise if selected officers do not accept or subsequently vacate command during their tour.  Upon completion of the board, the proposed slates and alternate lists will be forwarded to the Commandant of the Marine Corps (CMC) for approval.  Once approved, primary selectees will be announced via MARADMIN.  The alternate list will be posted on the RAM-3 website following the release of the board results and will remain valid until the convening of the next command screening board.
4.  Board composition.  The RCSBs will consist of representatives of the command element, ground combat element, aviation combat element, logistics combat element, and supporting establishment to ensure broad Marine Air-Ground Task Force representation among board members.
5.  Application Procedures.  All Officers must complete the following:
    a.  Submit the web-based, online application as outlined in paragraph 13.  No other application methods will be accepted. IAW reference (g), applicants must possess the primary military occupational specialty (PMOS) required by the billet(s), as listed in par 8 and 9.  PMOS exception requests can be made by submitting a NAVMC 10274 Administrative Action (AA) Form to RAM-1@usmc.mil.  All PMOS exceptions must be finalized prior to the convening of the boards. Applicants who do not possess the requisite PMOS for the desired  Command, and do not have an approved exception, will not be considered by the board.  
    b.  Aviators must submit an Aviation Qualification Summary (AQS)(located on the online application) with current Up-Chit when applying for a command requiring Duty Involving Flight-Operational (DIFOP).  Applications for commands requiring DIFOP will not be considered if an AQS and Up-Chit are not submitted.  Commanders will continue to receive DIFOP pay once selected.  Senior Reserve Advisor billets do not require an Up-Chit.
    c.  Active Reserve (AR) Program Officer Eligibility for Command Slated Billets.  All AR Col/Col selects and AR LtCol/LtCol selects are eligible, except as outlined in par 6.  AR officers applying for RCSB billets will do so in accordance with (IAW) par 13.
6.  Ineligibility.  Officers who meet any of the following criteria are ineligible for the FY24 RCSB and RSLB.  Ineligible applications will not be considered by the board.
    a.  Officers with an established separation or retirement date.
    b.  Officers, to include those who are retired recalled, with a mandatory removal/retirement date within two years of the projected assumption of command date.  All mandatory removal/retirement date extension requests must be approved by the Assistant Secretary of the Navy (SECNAV) before the convening of the board.
    c.  LtCols currently holding an RCSP billet, who have previously held an RCSP billet for at least 12 months, or who were slated on a previous RCSP board and are awaiting assignment to their selected command billet.
    d.  Cols who were slated on a previous RCSP board and are awaiting assignment to their selected RCSP billet.  
    e.  LtCols who are in-zone or above-zone on the next scheduled promotion selection board.
    f.  AR officers serving in a joint duty or overseas assignment who have not completed 24 months of the assignment by the projected change of command date for the command to which applying.
    g.  Officers approved for sanctuary (attained approval by Deputy Commandant for Manpower and Reserve Affairs (DC M&RA), to exceed 18 total years of active duty (AD) service), serving on current orders ending beyond 18 total years of AD service, or whose assignment to an RCSP billet will take them beyond 18 total years of AD service.  This restriction does not apply to AR officers. 
    h.  Officers who are unwilling or unable to attend The Commandant’s Combined Commandership Course (Cornerstone).
    i.  Officers who failed to achieve a satisfactory year the previous anniversary year if already retirement eligible. 
    j.  Officers who were selected for command and slated on previous RCSBs, but subsequently declined command.
    k.  Officers who were selected as alternates for command on previous RCSBs and were fleeted-up for command due to vacancy, but declined following the command offer.
    l.  Officers in the Special Education Program.  These officers will be eligible to screen for command after their graduation from school.
    m.  Officers who have been relieved for cause from a designated lieutenant colonel or colonel command screened billet regardless of length of time in command. 
7.  Active Duty Orders
    a.  Inactive Status.  Officers slated for an RCSP billet who are subsequently issued active duty orders ending after the projected command/RSL billet start date must return to an inactive duty status prior to assuming an RCSB or RSLB billet.
    b.  Mobilization.  In the event an officer serving in an RCSP billet is mobilized and the duration of mobilization orders carries the officer beyond 18 total years of AD service, the following applies:
        (1) Officers approved for sanctuary may remain with the SMCR unit until unit demobilization.
        (2) Upon demobilization, the officer will be reassigned to a validated requirement commensurate with the needs of the Marine Corps per reference (h) unless foregoing sanctuary protection and voluntarily accepting release from AD to retain command of the SMCR unit or remain in a slated RSL billet.

10.  Change of Command/Assignment.  The PCOC/assignment dates listed above are based on a standard command/assignment tour length of 24 months per reference (a).
11.  Acceptance, Deferral, and Declination
    a.  Officers must accept, decline, or request deferral within 30 days of receipt of the notification letter from CMC (RA).
    b.  Requests to defer must be sent in writing to CMC (RA) and will receive consideration on a case-by-case basis.  Officers who decline will not be considered for any other command/billet during the screening year unless the Director of RA determines this action as necessary.
    c.  CMC (RA) will forward a copy of all correspondence to CMC(MMRP-20) for inclusion in the officer's OMPF.
12.  Training
    a.  Officers slated for a command billet or SMCR Senior Reserve Advisor billet will attend Cornerstone prior to, or shortly after, assuming command.
    b.  Commanders slated for flying squadrons must complete training as prescribed in reference (c).
13.  Application Process
    a.  The deadline for submitting an application is 2359 Eastern Daylight Time (EDT) on 4 August 2023.  In accordance with reference (j), all correspondence submitted to the President of the board must be received no later than 10 calendar days prior to the board convene date.  Additional details about submitting correspondence to the President of the Board can be found in par 14 below.  The web-based online application is the only method to apply.  Applicants must go to the Reserve Command Screening website at: www.manpower.usmc.mil/application.  Click "FY24-RCSB" and complete the application.  Common Access Card (CAC) certification is not required to access the site.  However, officers who do not have anM&RA portal account will receive a 404-access error.  Within the error message are instructions on how to register for an M&RA portal account, which is available to all officers.  Any officer who cannot access the application should contact the RCSB POC listed in this MARADMIN.  Officers with an M&RA portal account will proceed to the login processes.  Upon login, the system will validate basic individual eligibility for application.  Officers are advised to read the instructions in their entirety before completing the application.  The web-based application allows for the attachment of documents and offers billet preference options via drop-down boxes.
    b. Ensure documents are uploaded into the appropriate document type. All uploaded documents must be in portable document format (PDF). The submitted name of the files must be in the following Format: EDIPI_FileDescription.PDF (e.g., 1234567890_LtrToBoard, 1234567890_RQS, etc.).  Also, no more than a total of five files can be submitted, and each file must be 9MB or less in size.
    c.  Applicants are highly encouraged to submit a signed Reserve Qualification Summary (RQS) NAVMC 10476.  The RQS template can be found on the M&RA webpage at www.manpower.usmc.mil.  From the homepage, click on “Reserve Marine,” “Personnel Management (RAM),” “Programs and Boards (RAM-3),” “Reserve Officer Command Screening.”
    d.  Applicants are also highly encouraged to submit a letter to the President of the Board.  The primary purpose of the letter is for an officer to explain to the board why they are applying for a specific command/billet and what the officer has accomplished to be the best fit for that command/billet.  Letters should also address any discrepancies in the officer’s record.
    e.  Aviators applying for a flying squadron must submit an AQS and current-up chit with their applicant to be considered by the board.  
    f.  Once submitted, officers will receive a confirmation email regarding application status.
14.  Update Material
    a.  Officers may upload update material for consideration by the board.  Update material must be submitted via the online application.  Material must be submitted by the eligible officer and addressed to the President, FY24 RCSB and RSLB.  Per reference (j), only information that has posted to Marine Corps Total Force System (MCTFS) and OMPF by 2359 EDT on 4 August 2023 will be submitted to the board.
    b.  The final deadline for all materials is 2359 EDT on 4 August 2023.
    c.  Late submissions will not be accepted.  All material submitted to the board will be destroyed upon completion of the board.
    d.  Photographs.  Per reference (b), official photographs are not required for this board.  This prohibition includes official photographs located in the Official Military Personnel File (OMPF), as well as photographs submitted in correspondence by individual Marines.
    e.  Fitness Reports.  Marines may confirm receipt of their fitness reports via the MMRP website by accessingwww.manpower.usmc.mil.  Under “Top Requests,” click on “Fitreps and Official Military Personnel File (OMPF)”.  Under “Related Links,” click on “How to Request your OMPF” and follow the instructions.  Per reference (i), the reserve and active reserve component major, lieutenant colonel, and colonel annual reporting period will end on 30 April.
    f.  OMPF Material.  Officers should submit OMPF update material to the email address:  SMB.Manpower.MMRP-20@usmc.mil as soon as possible. Officers are responsible for ensuring their OMPF is accurate at all times.
