GENTEXT/REMARKS/1. This MARADMIN is to accurately account for those Marines that are trained to perform casualty estimation with the use of Medical Planner Tool kit (MPTk), and to announce the reporting requirements for those Marines that have completed the MPTk user training.
1.a. Reference (a) directs commanders to identify casualty replacement requirements to support time phased force deployment data using a casualty estimation model to develop casualty estimations for campaign component commanders to utilize in the development of combat replacement requirements for operational plans under development in respective areas of responsibility. The MPTk is Department of Defense approved, Authorized to Operate on the enterprise network, funded, has been identified as the service's casualty replacement model, and is mandated for use by all combatant commands. Per reference (b), and numerous updates, the initial training was funded by Manpower & Reserve Affairs in 2019 and 2021. Training and Education Command (TECOM) funded MPTk course in August - September 2022.
2. The MPTk was originally designed and developed to help the medical planner better estimate casualty numbers, theater hospitalization requirements, and class VIII requirements. In addition, the MPTk not only provides daily estimates of the number of casualties across the range of military operations, but the types of injuries and illnesses that can be expected based on the mission. Ultimately, the improvement of MPTk and its suite of tools, provides commanders with multiple tools to assess operational risk in exercises and operational planning course of action development.
3. The intent is for regimental-level and above operational planners receive training on MPTk 1.6, and the primary audience required to report the training for this course are manpower operations planners (regimental-level and above), Marine Air Ground Task Force planners, medical planners, logisticians, and intelligence personnel.
4. Once MPTk training is complete, trained personnel will receive an initial email from the Naval Health Research Center (NHRC) requiring them to fill out and submit a user agreement form. Once submitted, the user will receive an email from NHRC with their unique user authorization code. This email will serve as the source documentation for reporting the training event via the Marine Corps Training Information Management System (MCTIMS). The email must be addressed to the specific individual and contain their 40-character authorization code from NHRC. Training event code "M9" will be reported via MCTIMS into the member's service record when the source document is received.
5. From the effective date of this message, unit training sections will utilize the referenced documentation listed in the coordinating instructions as the source document when approving "M9" training event code.
5.a. All users that have previously received the MPTk user training prior to the release of this message will have the appropriate training event code reported by TECOM G-1 based on the trained user report received from NHRC. Users that have received the training but do not see the training event code posted in their Basic Training Record under Service Training after two weeks from the release of this message should contact the POCs listed on this MARADMIN.
6. In an attempt to assist administrators with the intricacies of casualty estimation and casualty operations planning, a SharePoint repository site has been created that will house quick references for the conduct of casualty operations, casualty estimation and mortuary affairs. The Marine Corps Casualty Operations Planning Site (MCCOPS) can be accessed at https:(slant)(slant)usmc.sharepoint-mil.us/sites/TECOM_MCCOPS.
6.a. The MCCOPS website is meant to be a living repository of best practices and templates created by and for administrators to use during casualty operations. Administrators are encouraged to submit best practices and quick reference guides and templates for review and inclusion into the MCCOPS website. Submissions can be uploaded directly to the MCCOPS website and will be reviewed for inclusion under Document Submissions.
