GENTEXT/REMARKS/1.  Purpose.  To provide guidance to Commanders at all levels regarding the execution of the Fiscal Year (FY) 2024 Commandant's Retention Program (CRP).  The intent of the CRP is two-fold.  First, to empower Commanders by prioritizing the retention of Marines evaluated as the best in their formations.  The CRP focuses on offering the highest-performing FTAP Marines in each Primary Military Occupational Specialty (PMOS) a streamlined process
for retention and assignment.  Officers and Staff Non-Commissioned Officers at all levels are encouraged to read this message in its entirety, as it will enable them to retain our “best and brightest” Marines across the Force.
2.  Background.  Per reference (a), talent management is the act of aligning the talents of individual Marines with the needs of the service to maximize the potential of both.  Through the CRP, top qualified first term Marines in the FY 2024 cohort by PMOS will be selected by the Commandant of the Marine Corps (CMC) for a prioritized and conditionally approved reenlistment.  The reenlistment process for Marines selected for CRP is expedited by streamlining the retention process and removing cumbersome administrative impediments to reenlistment.  Additionally, Marines selected for CRP are provided assignment prioritization.  CRP Marines will receive a list of Monitored Command Codes (MCC) updated weekly to select their future unit.  The CRP commences on 1 June 2023 and terminates on 30 June 2023. 
3.  Concept of Operations.  
3.a.  Beginning 1 May 2023, CMC Manpower Management Enlisted Assignments (MMEA) will pre-screen the FY 2024 first term reenlistment cohort to identify the top qualified Marines in each PMOS based on Junior Enlisted Personnel Evaluation System (JEPES) retention scores and the First Term Evaluation Worksheet.  
3.b.  Based on feedback from the FY 2023 pilot program, commanders will be provided an opportunity to inform the FY 2024 CRP selection list.  Providing proper justification, commanders will have the ability to add or remove Marines from the FY 2024 CRP.  Separate correspondence will be released via the Enterprise Task Knowledge Management Software Solution (ETMS2) providing additional guidance.  
3.c.  No later than (NLT) 1 June 2023, CMC (MMEA) will publish the final list of CRP selectees via MARADMIN.  Additionally, CMC (MMEA) will publish a list of MCCs available for assignment by PMOS via Total Force Retention System (TFRS) message.  CRP selectees who desire to accept reenlistment will utilize the latest MCC list to request their top five MCCs on their reenlistment request.
3.d.  Upon publication of the final list of CRP selectees, commanders will notify each Marine within their commands of their selection.  Additionally, a message will be released directly to CRP selectees via Marine Online.  
3.e.  Due to the complex nature of our information systems, once a CRP selectee accepts their conditional approval for reenlistment, items in paragraphs 5.a. and 5.b. are required to be actioned at the command level to ensure a selected Marine is fully qualified for retention.
3.f.  From 1 June to 30 June 2023, processing of CRP reenlistment, extension, and lateral move (RELM) requests will be CMC (MMEA)'s highest priority.  CRP selectees have "front-of-the-line" access to their PMOS monitor to discuss potential career opportunities during this period.  CMC (MMEA) will make every effort to assign CRP selectees to one of the top five MCCs listed in the Marine's request.  Marines are highly encouraged to provide a list of MCCs from a wide range of available locations across the Marine Corps.  This will assist PMOS monitors in balancing the needs of the Marines with available MCCs.  
4.  Tasks.
4.a.  CMC (MMEA).
4.a.1.  Verify CRP Marines meet reenlistment prerequisites not listed in paragraph 5.a. prior to publishing the list of CRP selectees.
4.a.2.  Publish the names of Marines selected for CRP via MARADMIN NLT 1 June 2023.
4.a.3.  Publish the list of MCCs available for assignment by PMOS via TFRS message NLT 1 June 2023 and update the list NLT COB Friday every week until 30 June 2023.  
4.a.4.  PMOS monitors will prioritize the processing of CRP RELMs during this period and will make every effort to assign CRP Marines to MCCs within their top five selections.  If assignment to one of a Marine's top five MCCs is not possible, the PMOS monitor may assign an alternate MCC that meets the needs of the Marine and the Marine Corps.
4.a.5.  Provide training regarding CRP execution to all Unit Career Planners NLT 1 June 2023.
4.b.  Commanders.
4.b.1.  Make positive contact with 100 percent of all Marines selected for the CRP in their respective unit and recognize their top performance. 
4.b.2.  Notify CMC (MMEA) once all CRP selectees have been contacted via the Marine Corps Total Force System (MCTFS). See paragraph 5.f. for detailed instructions on reporting via MCTFS.  
4.b.3.  Upon publication of the CRP selectees, develop a plan to formally recognize CRP selectees within their commands for their achievement as one of the Corps’ top performers.
4.b.4.  Provide a recommendation for every Marine who chooses to accept their CRP selection.  If the Marine is not recommended by the commander, the Marine is no longer eligible for the CRP and must submit during the standard submission window no earlier than 1 July 2023.  
4.b.5.  Verify CRP selectees meet all reenlistment prerequisites outlined in paragraph 5.a.
4.b.6.  Ensure all CRP selectees within their commands have access to the most up-to-date version of the MCC list prior to Marines submitting their RELM.
4.b.7.  Ensure RELMs are submitted for all CRP selectees who desire to accept reenlistment as outlined in paragraph 5.b.  NLT 30 June 2023.
5.  Coordinating Instructions.
5.a.  Command Verified Reenlistment Prerequisites.
5.a.1.  Commanders are required to screen all selected Marines per the following criteria:
5.a.2.  Have no moral disqualifications per reference (e) and (f) (e.g., hazing, driving under the influence, sexual harassment, etc.).
5.a.3.  Meet medical and dental standards per the Individual Medical Record (IMR) and duty limit status code (fully/partially medically ready and not on limited duty). 
5.a.4.  Meet Body Composition Program standards as indicated by  the last semi-annual weigh-in on the Basic Training Record (BTR).
5.a.5.  Possess the required security clearance for PMOS per reference (d) as verified by the security verification letter from the Unit Security Manager.
5.a.6.  Commanding Officer Recommendation.  CRP approvals are conditionally approved based upon Marines being qualified per reference (f) and recommended by the Commanding Officer.  The Commanding Officer plays a crucial role in all retention decisions but holds even greater authority with the CRP.  If the Commanding Officer does not recommend a CRP selectee, they become ineligible for the CRP.  In these situations, CRP selectees will be required to submit a standard reenlistment request to be considered for retention. 
5.b.  RELM submission requirements will be published via TFRS message prior to the release of the CRP Selection List.
5.c.  CRP selectees must accept reenlistment within 14 days of the RELM being approved by CMC (MMEA).
5.d.  RELMs for CRP selectees must be submitted via TFRS to CMC (MMEA) NLT 2359 on 30 June 2023 Eastern Standard Time (EST) in order to be processed as a CRP reenlistment.  Requests received after this time will be processed on a case-by-case basis only when extenuating circumstances exist.
5.e.  CRP selectees are expected to reenlist for 48 months to maximize assignment potential and any available monetary incentives.  Requests to reenlist for shorter durations will only be considered on a case-by-case basis.  PMOS monitors maintain the ability to limit specialized assignments if a Marine refuses to obligate the required service.  
5.f.  To verify CRP notification commands will submit an Electronic Personnel Action Request (EPAR) to Installation Personal Administration Center (IPAC) to report Type Transaction Code (TTC) 788-000, Planned Reenlistment Extension Retire Flag.
5.f.1.  Marine intends to reenlist is submitted as "R".
5.f.2.  Marine intends to separate is submitted as "S".  Reporting "S" will not impact a Marine's ability to submit for reenlistment during the FY 2024 Enlisted Retention Campaign.
6.  The role command teams and the individual Marine play in retaining the Service's highest performers cannot be overstated.  Commanding Officers and senior enlisted leaders must properly inform all Marines in their commands about the contents of this message.  
7.  This MARADMIN does not apply to the Marine Corps Reserve.
