GENTEXT/REMARKS/1. This MARADMIN cancels reference (a) and further establishes and reaffirms guidance, procedures and requirements for the required reporting of missing, lost, stolen, or recovered (MLSR) arms, ammunition, and explosives (AA&E) outlined in references (b) and (c). This guidance will be implemented into the reference (b) update, which is currently in staffing.
2. Noted changes include: This MARADMIN aligns required reporting amounts as directed in reference (c); designates the Automated Message Handling System (AMHS) as the primary reporting systems for MLSR incidents and designates the ETMS2 Task Management Tool (TMT) as a secondary reporting system in the absence of the AMHS. Procedural changes include the directed action that an installation Provost Marshal’s Office (PMO)/Marine Corps Police Department (MCPD) are required to initiate a police report and determine if further investigation is required, when a unit reports MLSR AA&E, that exceed the thresholds identified in Paragraph 4. Procedural changes also requirean Operations Event/Incident Report (OPREP-3) Serious Incident Report (SIR) for incidents as defined in Paragraph 8.
3. Background. Reference (c) directs the establishment of procedures and requirements for reporting stolen, lost, or recovered AA&E to the cognizant Defense Criminal Investigative Organization and a centralized office responsible for Component-wide physical security and theft and loss prevention. Reference (c) identifies the items and standards, such as minimum number of items, or net weight, that meet required reporting criteria. Reference (c) further identifies reporting requirements to the Office of the Under Secretary of Defense (OUSD) Intelligence and Security (I&S); mandatory information to be entered in the National Crime Information Center (NCIC) for dissemination to law enforcement (LE) and investigative agencies for information and investigative purposes; and mandatory notification to the Bureau of Alcohol, Tobacco, and Firearms (ATF) for information and investigative purposes. Reference (d) directs the Navy and Marine Corps to establish procedures to clearly define methods and requirements for accountability to include reporting of missing, lost, stolen, or recovered AA&E.
4. AA&E MSLR Required Reporting. All commanders in possession of AA&E are required to submit a MLSR report, in accordance with this MARADMIN and reference (b), as directed in references (b) through (h) for the loss, theft, or recovery of an item, items, or systems listed in paragraph 4.A through 4.S.
4.A. One or more Category I, II, or III missiles or rockets.
4.B. One or more machine-guns.
4.C. One or more automatic fire weapons.
4.D. One or more manually operated or semi-automatic fire weapons.
4.E. Five or more rounds of ammunition larger than 40MM.
4.F. 5,000 or more rounds of ammunition smaller than 40MM.
4.G. 20,000 or more rounds of .38 caliber or 9MM ammunition.
4.H. One or more Security Risk Category (SRC) I, II, & III explosive devices, to include fragmentation, concussion, high explosive or incendiary grenades
4.I. One or more mines (antipersonnel and antitank).
4.J. Ten pounds or more of Demolition Items, Explosive Hazard Class 1.1 and 1.2, to include, detonation cord (Det Cord), trinitrotoluene (TNT), Composition 4(C-4), and dynamite.
4.K. Warheads for sensitive missiles and rockets.
4.L. SRC I, II, and III fuses and initiators.
4.M. Flame throwers.
4.N. Silencers, mufflers, flash suppressors and noise suppression devices.
4.O. One or more serialized systems, devices, or platforms designed to incapacitate, disable, or destroy a target or threat by launching any projectile, emission, or chemical agent/irritant not described in this MARADMIN, but maintained on a command’s property management record.
4.P. Armed robberies and attempted armed robberies of AA&E facilities.
4.Q. Forced entries or attempted forced entries into AA&E facilities.
4.R. Evidence of criminal or terrorist involvement in the theft of AA&E.
4.S. Any AA&E incident creating local and/or national news coverage or appear to have the potential to cause such coverage.
4.T. Evidence of AA&E incident involving trafficking or bartering of AA&E involving criminal activity such as illegal drugs, etc., regardless of the quantity of AA&E involved.
5. MLSR Reporting Procedures. In accordance with this MARADMIN and reference (b), all Battalion/Squadron commanders and higher shall:
5.A. Conduct an analysis to ensure that any MLSR AA&E is not due to an inventory accountability issue. Direct the Responsible Officer to ensure compliance with references (e) and (g) and review all expenditure reports and compare the results to applicable databases - Marine Corps Small Arms Registry for Small Arms/Light Weapons and the Ordnance Inventory System – Retail (OIS-R) or Ordnance Inventory System – Marine Corps (OIS-MC) for ammunition and explosives for records comparison.
5.B. In accordance with references (b) and (c), and no later than 24 hours upon discovery of an MLSR incident:
5.B.1. Commands aboard a Marine Corps site will notify the site PMO/MCPD to determine appropriate law enforcement action.
5.B.2. In cases of MLSR AA&E incident at a command that is not located aboard a Marine Corps site, but on another Department of Defense Service/Agency installation, the cognizant/responsible commander will notify the resident LE Investigative Agency (e.g., U.S. Army Military Police/U.S. Air Force Security Forces/U.S. Navy Police Department) to conduct an investigation.
5.B.3. Marine Barracks Washington DC and Marine Corps Embassy Security Group shall provide all pertinent information to the PMO, Marine Corps Installations-National Capital Region/Marine Corps Base Quantico, VA.
5.B.4. Independent Marine Force Reserve (MARFORRES) units will notify the local/municipal law enforcement agency and the local/regional Naval Criminal Investigative Service (NCIS) office.
5.C. Obtain a case control number (CCN) or other LE case tracking number for the investigation (a CCN is required for all MSLR incidents).
5.D. Assign a command investigating officer to coordinate a command investigation into the MLSR incident that is independent of the LE investigation. The command investigation officer will support the coordination of activities with PMO/MCPD/NCIS. Note that LE investigations take priority over command investigations. 
5.E. No later than 48 hours after the discovery of the incident, commanders are required to submit an INITIAL MLSR report, in the format identified in reference (b), Chapter 10 and Appendix M. Any delayed reports will include an identified reason for the delay (e.g., loss discovered during deployment, geographic separation of the responsible officer from the commander for five days prevented prompt submission of the report, etc.). 
5.F. No INITIAL MLSR may be designated an INITIAL/FINAL.
6. MLSR Reporting in the Marine Corps Automated Message Handling System.
6.A. Commanders will submit MLSRs in the AMHS to a specified Plain Language Address Directory (PLAD) address, according to this MARADMIN, with notification to the chain of command.
6.B. Required AMHS PLADs for MLSR Arms Reporting: CMC L LPC WASHINGTON DC; CMC PPO POP WASHINGTON DC; CG MARCORLOGCOM ALBANY GA; NAVSURFWARCENDIV CRANE IN
6.C. Required AMHS PLADs for MLSR Ammunition and Explosives Reporting: COMMARCORSYSCOM PM AMMO QUANTICO VA; CMC PPO POP WASHINGTON DC; NAVSURFWARCENDIV CRANE IN
7. MLSR Reporting in the ETMS2 TMT system in the absence of, or unavailability of AMHS.
7.A. In the absence of AMHS, or if AMHS is unavailable, commanders will submit MLSRs in the ETMS2 TMT system according to this MARADMIN, with notification to the chain of command.
7.B. Required ETMS2 addresses for Arms Reporting in the absence/unavailability of AMHS: USMC DC IL LP; USMC PPO PO POP PHYSEC; USMC MARCORLOGCOM.
(NOTE: Naval Surface Warfare Center Crane, IN does not operate an ETMS2 account at the time of publishing and shall instead be notified by email at: cran_marinecorps@navy.mil).
7.C. Required ETMS2 addresses for Ammunition and Explosives Reporting in the absence/unavailability of AMHS: USMC PPO PO POP PHYSEC; USMC MCSC LCES PMAMMO.

8. Required OPREP-3 Serious Incident Reporting. Outside of a MLSR Report, commanders are further required to submit an OPREP-3 SIR for the following incidents:
8.A. Armed robberies and attempted armed robberies of AA&E facilities.
8.B. Forced entries or attempted forced entries into AA&E facilities.
8.C. Evidence of criminal or terrorist involvement in the theft of AA&E.
8.D. Any AA&E incident creating local and/or national news coverage or appear to have the potential to cause such coverage.
8.E. Evidence of AA&E incident involving trafficking or bartering of AA&E involving criminal activity such as illegal drugs, etc., regardless of the quantity of AA&E involved.
9. Supplemental and Final Reporting.
9.A. In accordance with reference (b) and this MARADMIN a Supplemental MLSR Report is required every 90 days until a Final MLSR Report is provided.
9.B. A Final MLSR Report may not be submitted until the command and/or LE investigation is complete, and a commander’s final determination has been made.
9.C. Supplemental Reports may be submitted after a Final report in the event of additional information is obtained.
9.D. All Supplemental and Final MLSR Reports will reference the Initial MLSR Report.
9.E. Recovered reportable items must be reported via message by all commands regardless of whether the command reported the property as missing, lost, or stolen.
10. PMO/MCPD RESPONSIBILITIES. The site PMO/MCPD, when notified of a MLSR incident is required to:
10.A. Respond to a unit MLSR AA&E incident notification.
10.B. Assign a CCN to the MLSR incident.
10.C. Provide the CCN to the reporting and responsible commander.
10.D. Notify the U.S. Marine Corps Criminal Investigative Division (USMC CID) to determine investigative jurisdiction of the AA&E MLSR incident.
10.D.1. The USMC CID will determine if the MLSR incident falls under their jurisdiction.
10.D.2. The USMC CID will notify NCIS, as required under references (f) and (h) for all MLSR incidents investigations that fall under NCIS investigative authority.
10.E. In accordance with references (b) and (c), the lead investigative agency, the USMC CID or NCIS, will report the incident promptly to local/municipal LE authorities.
10.F. In accordance with references (b) and (c), the USMC CID or NCIS, will enter the required information into the NCIC as outlined in 10.F.1 through 10.F.3.
10.F.1. In the case of Missing, Lost, or Stolen arms, and silencers, mufflers, or noise suppression devices, the NCIC entry will identify all known identifiable information to include: total number of arms Missing, Lost, or Stolen; make; model; serial number; manufacturer; caliber; barrel length; color; and any unique identifiers.
10.F.2. In the case of Missing, Lost, or Stolen ammunition, the NCIC entry will identify all known identifiable information to include: total number of rounds Missing, Lost, or Stolen; caliber; manufacturer; case lot number; and any unique identifiers.
10.F.3. In the case of Missing, Lost, or Stolen explosives, the NCIC entry will identify all known identifiable information to include: total net weight of the explosives; type of explosives by military name and common/commercial name; manufacturer; lot number; any unique identifiers;
10.F.4. In the case of a recovery of missing, lost or stolen items noted in paragraph 10.F1, F2, or F.3, the USMC CID or NCIS is required to notify local LE authorities and submit a NCIC entry identifying the item(s) have been recovered.
10.G. In accordance with references (b) and (c), the USMC CID or NCIS is required to report all confirmed missing, stolen or lost AA&E required information within 72 hours to the ATF Stolen Firearms Program at (888) 930-9275.
10.H. The USMC CID or NCIS is further required to report to ATF on the recovery of previously reported AA&E thefts and losses.
10.H.1. In the event of a different or subsequent CCN, the USMC CID or NCIS is required to provide PMO/MCPD and the cognizant/responsible commander with the different/subsequent CCN immediately to ensure compliance with administrative notifications outlined in references (b) and (c).
10.I. The USMC CID or NCIS is required to provide the reporting commander with a final investigative report at the conclusion of the investigation.
11. Commanders are reminded an INITIAL report is required within 48 hours. The INITIAL MLSR is required to ensure that Operations Division (PO) is provided the information to notify the OUSD (I&S), for specific, directed incidents, in accordance with reference (c).
12. Commanders are directed to ensure widest dissemination of this MARADMIN to all subordinate units and are further directed to ensure a period of instruction is provided to all personnel addressing requirements contained in this MARADMIN.
13. This MARADMIN has been coordinated with the Deputy Commandant Installations and Logistics (LPS), Commanding General, Marine Corps Logistics Command (Small Arms Executive Agent) and Commander, Marine Corps Systems Command (Program Manager, Ammunition), and Commander, Marine Corps Installations Command G3.
14. This MARADMIN shall remain in effect until the contents of this MARADMIN are incorporated into the update to reference (b).
15. Questions concerning Small Arms/Light Weapons and ammunition and explosives security and MLSR reporting should be directed to Marine Forces (MARFOR) or Marine Expeditionary Force (MEF) G4 offices.

17. Signal. This MARADMIN is applicable to the Total Force.
