GENTEXT/REMARKS/1.  Per reference (a) the Component Acquisition Executives under the authority, direction, and control of the DoD Component heads will designate Acquisition Workforce (AWF) Positions comprised of DoD civilian and Military members, establish require-ments for those AWF positions and implement the AWF program within the USMC.  Per reference (c), the Commander, Marine Corps Systems Command (MARCORSYSCOM) as the USMC’s Acquisition Element, exercising his/her authority delegated by the Naval Acquisition Enterprise, will develop and manage career paths in acquisitions for civilian and military personnel.
2. The purpose of this MARADMIN is to ensure all USMC civilian acquisition positions are properly vetted and coded in accordance with reference (b).  The Commander, MARCORSYSCOM and his agent, the DAWIA Program Executive (DPE), are delegated the authority to validate and designate military and civilian acquisition positions in authoritative data systems in accordance with the provisions of the Operating guide prior to recruitment, during reorganizations, upon new assignments, or when the duties and responsibilities of the position change. 
3.  Implementation and management of the DAWIA program is delegated to the USMC DAWIA Program Director (DPD) and DAWIA Manager (DM).  Acquisition positions are civilian and military positions that have the majority of their duties (greater than 50%) aligned to an acquisition functional area and are coded in official civilian and military personnel data systems.  USMC acquisition civilian positions must be properly identified and coded in the Defense Civilian Personnel Data System (DCPDS) for assigned acquisition employees to be appropriately acknowledged for acquisition certification and other aspects of the DON Acquisition program.
4.  DON acquisition positions are located within organizations that have a major acquisition mission such as Systems Commands and Acquisition Program Offices.  They may also be located in other organizations that have significant acquisition functions.  Appendix D of reference (b) provides a crosswalk between civilian series and the functional areas they can be assigned to.
5.  IOT properly code a civilian acquisition position, commands are required to attach a DON Civilian Acquisition Assignment Coding Sheet (found in Appendix E of reference (b)) to the Position Description and must forward both to MARCORSYSCOM DPD or DM for approval before acceptance by Human Resources and Organizational Management (HROM) or the Office of Civilian Human Resources (OCHR).  Effective immediately HROM and OCHR will not code a civilian USMC acquisition position in the DCPDS without receiving a signed DON Civilian Acquisition Assignment Coding Sheet from MARCORSYSCOM.
6.  This MARADMIN is not applicable to the Marine Corps Reserve.
