GENTEXT/REMARKS/1.  Situation.  In preparation for the FY24 slating season, MMOA will conduct command visits and a virtual roadshow.  Based on continued positive feedback MMOA will conduct a hybrid Roadshow consisting of in-person command visits and town halls on the dates listed below.  After the in-person roadshow engagements MMOA will conduct virtual interviews for all interested officers, giving priority to FY24 movers.
2.  Mission.  From August through October 2023, MMOA travels to designated locations to conduct a series of briefs, office calls, and town halls.  These events provide basic education on the enterprise of manpower fundamentals, support direct engagement with senior leaders, and increase MMOA’s awareness of both unit and personal requirements across the force.  From October to November 2023, MMOA conducts virtual interviews with eligible FY24 movers and other interested officers to gain a better understanding of each officer's personal and professional desires, while also providing career mentorship and assisting Marines in making well-informed career decisions.  Interviews with those who are not FY24 movers will be conducted as available at Primary Military Occupational Specialty (PMOS) monitor discretion.
3.  Execution.
3.a.  Intent.
3.a.1.  Phase I (10 August to 6 October 2023).  Provide commands and individual officers with information pertaining to Manpower Management (MM) policies, procedures, and assignments via the MMOA Roadshow Brief, key leader/command engagements, and town halls.
3.a.2.  Phase II (10 October to 22 November 2023).  Conduct virtual interviews to provide an opportunity for individual officers to discuss future assignment options with their PMOS monitor.
3.b.  Concept of Operations.  The FY24 MMOA Command Visit schedule interacts along three lines of effort (LOE), to include the strategic, operational, and tactical LOE.  The strategic LOE encompasses MM staff principles conducting Senior Leadership Engagements (SLEs) with component commands.  The operational LOE involves informational briefs and meetings regarding current programs and policies affecting the officer corps.  The tactical LOE is the personal interview and interaction between individual officers and their PMOS monitors.

3.c.3.  Officer Manpower Brief.
3.c.3.a.  Target audience:  All officers.  Maximum participation is essential to facilitating dialogue during town halls and monitor interviews.
3.c.3.b.  Subject:  Information regarding the assignments process, career progression, and manpower programs and policies in which officers require familiarity.
3.c.3.c.  Timeframe.  Approximate 60-minute brief.
3.c.4.  Town halls.  The town hall intends to provide a forum for community-specific guidance.  The purpose of the town hall discussions is to have small-scale community-specific conversations regarding manpower management and career progression.  Town halls are coordinated with each monitor through unit community leadership (i.e. G-1, G-2, G-3, G-4, and G-6).
3.c.5.  MMOA Monitors conduct virtual interviews from 10 October to 22 November 2023.
3.c.5.a.  Timeframe.  Minimum 15 minutes for O5 and below, 20 minutes for O6, or longer at monitor discretion.
3.c.5.b.  Interview Scheduling.  MMOA Monitors will publish individual interview schedules via their respective websites during the first week of August 2023.  Each monitor's website hosts a scheduling link with scheduling instructions.  Access instructions for the interview are provided via confirmation e-mail once an interview is scheduled.  Priority for interviews will be given to FY24 movers.
4.  Administration and Logistics.
4.a.  Administration.  Responsible agencies listed in paragraph 3.c.1 must assign a site coordinator for each location.  Site coordinators conduct detailed planning via separate correspondence with the MMOA command visit coordinators.  NLT five business days after the release of this MARADMIN, responsible agencies will advise the MMOA command visit coordinators of any scheduling conflicts affecting any tenant commands listed in the locations above.
4.b.  Logistics.
4.b.1.  Funding.  MM funds all travel, lodging, and rental vehicle expenses for the MMOA Command Visit team.  MMOA requires vehicle support while visiting Okinawa, Iwakuni, Korea, and Bahrain.
4.b.2.  Facilities.  MMOA requests facilities support from installations and supporting commands to facilitate the officer manpower brief and the manpower town halls.  The manpower brief location requires audio/visual support and the manpower town halls require limited visual support.
5.  Command and Signal.
5.a.  Site coordinator.  Serve as the primary point of contact for MMOA command visit coordination.  Upon the release of this message, MMOA POCs conduct detailed coordination with site coordinators via separate correspondence.
5.b.  This message is not applicable to the Marine Corps Reserve.
