GENTEXT/REMARKS/1.  Purpose.  This message announces the recruiting stations available for assignment to commanding officers during fiscal year (FY) 2024, the eligible officer population for screening, and the established timeline for execution of the FY24 Recruiting Station Commanding Officer (RSCO) Selection Board.
1.a.  Major timeline milestones are (read in three columns):

Note 2:  Eligible officers must complete the questionnaire by 2359 Eastern Standard Time (EST) on 17 July 2023.  Refer to paragraph 6 of this message for additional details regarding the submission of the questionnaire.
Note 3:  Officers eligible to screen who desire to remove themselves from consideration should refer to paragraph 6.g. of this message.

Note 5:  Manpower and Reserve Affairs (M&RA) will release the results of the RSCO Selection Board on or about 5 September 2023.
1.b.  Recruiting continues to be one of the most demanding missions facing the Marine Corps.  Despite the challenges, the Marine Corps' continued success is a testament to the high quality of Marines assigned to recruiting duty.  The Marine Corps provides the opportunity to lead these remarkable Marines to officers who have demonstrated great leadership potential.  Selection as an RSCO is a unique distinction with tremendous opportunity to shape the future of the Marine Corps and to develop both professionally and personally.  Successful tours indicate tremendous leadership ability, which is acknowledged via higher selection percentages than peers for future command opportunities.  In the past five years, 72% of successful RSCOs were selected as primaries for LtCol command versus 23% for the those who did not serve as RSCOs.
2.  Process.  The board will select those officers deemed best and most fully qualified from a list of eligible majors and majors (select).  The board will select as primaries a number equal to the number of available recruiting stations and a sufficient number of alternates to meet requirements when primary selects cannot take command.  Manpower Management Division will release the results via Marine Administrative (MARADMIN) message.
2.a.  The FY24 RSCO Selection Board will convene on or about 15 August 2023 aboard Marine Corps Base Quantico, VA to select officers for recruiting stations available during 2024.
2.b.  Board composition.  The RSCO board will be composed of three general officers and nine colonels to ensure a broad professional perspective among the board membership.
3.  Eligibility criteria.  Officers who meet the below criteria will be screened for RSCO duty:
3.a.  Majors with a date of rank of 1 March 2022 or junior, and majors (select) who will complete their current tour no later than 30 September 2024.  Officers scheduled to complete their current tour in FY25 may request an exception to policy (ETP) per paragraph 5 below.

4.  Ineligibility criteria.  Officers in the categories below will not screen for RSCO duty:
4.a.  Officers with an established separation or retirement date.
4.b.  Officers in receipt of orders with a tour control factor greater than 12 months.
4.c.  Limited duty officers.
4.d.  Officers with legal action pending.
4.e.  Officers selected for or currently attending programs with a designated pay-back assignment.  Examples include, but are not limited to:  Special Education Program (SEP), Test Pilot, Foreign Area Officer (FAO)/Regional Area Officer (RAO), School of Advanced Warfighting and joint equivalents, and Funded Law.
4.f.  Officers with an approved lateral move in FY24.
4.g.  Naval aviators completing two or more consecutive years in DIFDEN status during FY24 will not normally be screened for RSCO duty.
4.h.  Officers with questions regarding their eligibility status are directed to contact their Primary Military Occupational Specialty (PMOS) Monitor.  PMOS Monitor contact information is located in paragraph 9.
5.  Volunteers.  An officer who does not meet the eligibility criteria or meets one or more of the ineligibility criteria and desires to screen may request screening by submitting an exception to policy (ETP) via an AA form to the Plans, Programs, and Boards Section (MMOA-3).  The AA form must include why the officer desires to screen and the specific eligibility/ineligibility criteria that they do not/do meet.  The AA form must be favorably endorsed by the first O-5 commanding officer in the Marine's chain of command and must receive concurrence from the PMOS monitor.  Time-on-station and in-zone for promotion to major are two examples of ETPs that MMOA-3 will consider.
6.  Board communications.
6.a.  All eligible officers are directed to communicate their top five recruiting station duty preferences and top three district preferences.  MMOA-3 has developed an online questionnaire to facilitate board communication.  The online questionnaire is the only mechanism for board communication.
6.b.  Questionnaire.  The web address for the RSCO selection board questionnaire is https:(slash)(slash)go.max.gov/dod/rsco.  Common access card certificate is not required to access the site.  Instructions on how to upload additional material are provided within the questionnaire.  Officers experiencing difficulty with the questionnaire should contact MMOA-3 for assistance by email at smbmmoaplanso@usmc.mil or by phone at (703) 784-9284.
6.c.  The deadline for submitting the online questionnaire is 2359 EST on 17 July 2023 in order to facilitate pre-board actions. Any correspondence received after the convening of the board will be admitted at the discretion of the board president.  All correspondence to the board must originate from or be endorsed by the officer being screened.
6.d.  Official Military Personnel File (OMPF) update material.  Officers should submit OMPF update material to the email address:  smb.manpower.mmrp-20@usmc.mil as soon as possible.  Officers are responsible for ensuring their OMPF is accurate at all times.
6.e.  The RSCO selection board does not use photographs per reference (c).
6.f.  Fitness reports.  Completed fitness reports must be submitted to Performance Evaluation Section (MMRP-30) for inclusion into the OMPF.  Incomplete fitness reports will not normally be accepted or forwarded to the board.
6.g.  Remove by request (RBR).
6.g.1.  Officers who are eligible but do not desire to screen for a compelling reason must complete the online questionnaire and attach an AA form requesting RBR.  The AA form must state the reason the officer desires to RBR and be favorably endorsed by the first general officer in the Marine's chain of command.  MMOA does not consider perceived key billet or career progression concerns as viable reasons for RBR since service as an RSCO is a career-enhancing assignment.  The board will screen officers without properly endorsed AA forms.
6.g.2.  Director, Manpower Management will review all AA forms requesting RBR, and will approve or deny the requests.  Prior to the convening of the board, MMOA-3 will notify all officers who submitted an RBR whether their request was approved or denied.
6.g.3.  MMOA-3 must receive RBRs via the online questionnaire no later than 2359 EST on 17 July 2023.
7.  Billet vacancies.  Listed below are recruiting stations that the FY24 RSCO Selection Board is expected to slate.  This list is subject to change.

8.  Board results.  M&RA will release the results of the RSCO Selection Board on or about 05 September 2023.
8.a.  Alternates.  Officers selected as alternates to RS command will be prioritized by the board for assignment when RSCO vacancies occur.  An alphabetical list of alternates (not listed in order of priority) will be posted on the MMOA-3 website following the release of the board results.
8.b.  Declinations.
8.b.1.  Officers selected by the board who decline their assignment will be required to submit written correspondence through their chain of command with general officer endorsement.  Declination letters will be included in the individual officer's OMPF.  Officers who decline RS command will be ineligible for future command at any rank (e.g., LtCol command).  If a primary select is removed from the slate for any reason, MMOA will fleet up an alternate.
8.b.2.  MMOA-3 must receive requests for declination no later than ten business days following the release of the results MARADMIN.  Officers who decline their assignment outside of this window will be considered to have denied orders and will be subject to ref (a).
8.c.  Deferrals.
8.c.1.  Officers selected for RS command by the board who are unable to execute orders are afforded the opportunity to request deferral.
8.c.2.  Officers requesting deferral must do so via AA form, through their chain of command with general officer endorsement, forwarded to MMOA-3.  MMOA-3 must receive requests for deferral no later than ten business days following the release of the results MARADMIN.
8.d.  Per MARADMIN 371/03, officers who successfully complete a tour of duty as an RSCO and meet the eligibility requirements will have the option of either attending Marine Corps resident intermediate level school without screening on the Commandant's Professional Intermediate Education Board (CPIB) or screening on the board for other fellowship opportunities.  Officers who complete their RSCO tour of duty as a lieutenant colonel (select) may opt to compete for the other fellowship opportunities.  Lieutenant Colonels (select) should address their preferences with their PMOS monitor.  Officers who do not desire to attend resident PME or to compete for other programs will have the option of geo-location preference (East Coast, West Coast, Hawaii, overseas) for their follow-on duty assignment.
