GENTEXT/REMARKS/1. Purpose. To outline implementation requirements of the Independent Review Commission (IRC) on Sexual Assault in the Military.
2. Background. The Marine Corps initiated civilian workforce expansion across multiple programs, to include the Sexual Assault Prevention and Response (SAPR) Program to meet the intent of references (a) and (b). Reference (c) was published to provide initial guidance for implementation. This MARADMIN satisfies operational planning team’s guidance annotated in reference (d). This guidance will be incorporated in Marine Corps Order (MCO) 1752.5C and NAVMC 1752.5 revisions. As directed in reference (c), the standardized position descriptions (SPDs) were established and must be used for SAPR APF positions.
3. The local S1/G1 and servicing APF Civilian Human Resources Office (CHRO) are primary contacts for the recruitment of APF positions.
a. Funding for IRC billets has been programmed and funded at HQMC, M&RA across the Future Years Defense Plan and not subject to Commanders’ Manage to Payroll.
b. SAPR billets have been consolidated on an administrative unit identification code to establish the method of execution and enable real-time reporting. Billets will be mapped to local commands.
c. Billet Organizational (ORG) and Cost Center Codes:
MFB1- SAPR Original Staffing MAMFBS
MFB2- SAPR PPOA Staffing MAMFBS
MFB3- SAPR IRC Staffing MAMFBS
MFC1- Prevention Original Staffing MAMFBS

MFB5- Judge Advocate Division MAMFBS
d. Priority is to fill MFB3-SAPR IRC Staffing MAMFBS billets.
e. Prior to initiating Requests for Personnel Actions (RPAs), Commands must submit Table 30/Position Organization Address updates to the servicing APF Civilian Human Resources Office (CHRO) to update organizational codes within the Defense Civilian Personnel Data System (DCPDS). In addition, coordination with the Command Payroll Customer Service Representative is required to update and confirm organizational and cost center codes are active within Time and Attendance (DAI/OTL) and Payroll (Defense Civilian Payroll System) Systems.
f. Funding for IRC billets will be loaded into a Defense Agencies Initiative (DAI) Project, Organization, Expenditures, and Task (POET) Enterprise Level Program (ELP) structure created and managed by M&RA for this initiative.
4. Hiring Managers are authorized to proceed with all APF hiring actions and coordinate with their APF CHRO on recruitment strategies and hiring authorities.
a. To facilitate reporting, hiring managers and G1s are required to report all hiring actions to M&RA MF through the hiring share point site, every Thursday by end of day: https:(slash)(slash)usmc.sharepoint-mil.us/sites/dcmra_family_mfc/SitePages/HMT.aspx
b. Current NAF SAPR personnel may compete for GS billets. Encumbered NAF positions will be replaced with APF structure when the billet is vacated.
c. Commands will ensure availability of a private office or workspace for those SAPR personnel as appropriate for confidential conversations.
d. Computer assets for all new positions should be redistributed within the gaining command. Gaining commands without sufficient assets to support the IRC positions should contact MF, Behavioral Programs Branch at behavioralhealth@usmc.mil to request Operation and Maintenance, Marine Corps funding be loaded to the applicable ELP POET structure to properly procure a like device. This will satisfy the gap until Deputy Commandant, Combat Development and Integration addresses the requirement in the Fiscal Year 2026 Program Objective Memorandum. A Table of Organization and Equipment Change Request must be submitted via the Total Force Structure Management System by the gaining command to increase the Authorized Acquisition Objective if the command requires additional assets.
e. Commands coordinate with their S4/G4 for office furniture and any peripherals (monitors, keyboards, dedicated printer/scanner, etc.).
5. Sexual Assault Response Coordinators (SARCs) are designated special advisory staff on command tables of organization, with the following updates to align with IRC requirements. The minimum allocation for Regimental-size commands is one civilian SARC and two civilian SAPR Victim Advocates (VAs).
6. SAPR Personnel Positions. Civilian SAPR supervisory roles, responsibilities, performance reviews, begin immediately upon assignment of civilian SAPR personnel; this includes current NAF SAPR personnel. Administrative support to include time keeping, Defense Travel System, and Government Travel Credit Card may be delegated by Higher Level Reviewer (HLR). The following are authorized SAPR SPDs and the Supervisory/Rating Official and HLR roles.
a. Lead SARC Positions. Supervisory Lead SARCs are designated by HQMC SAPR Office and appointed by the Commanding General. These positions are assigned to select General Officer-slated commands. Supervisory Lead SARCs have direct access to their appointing Commanding General (CG). The first-line supervisor/rating official is the Deputy Commanding General (DCG). The appointing CG will be the second-line supervisor/HLR. Supervisory/Rating Official and Higher-Level Reviewers may not be delegated.
b. Supervisory (designated lead) Command SAPR, GS-0101-13 (MC123). Supervisory (designated lead) Command SAPR GS-0101-13 (MC123) positions are assigned to the MEFs, MCICOM, MARFORCOM, MARSOC, TECOM, MCRC, WWR and MARFORRES and the first-line supervisor for the assigned Supervisory Regional SARC as described below.
c. Supervisory (designated lead) Command SAPR SARC, GS or GG-0101-12 (MC111 or MC128). Supervisory (designated lead) Command SAPR SARC, GS or GG-0101-12 (MC111 or MC128) positions are assigned to MARFORPAC, MARFOREURAF, MARFORCYBER, MARCENT, MARCORLOGCOM, MARCORSYCOM, and MCESG.
7. Supervisory (non-lead) SARC Positions. Supervisory/Rating Official and Higher-Level Reviewers may not be delegated.
a. Supervisory Regional SARC, GS-0101-12 (MC124). This position is assigned to General Officer MCICOM Regional or MSC commands. The MC124 SARC’s first line supervisor is the appointed (designated lead) Supervisory Command SAPR (MC123). The appointing CG is the second-line supervisor/HLR. The Supervisory Regional SARC (MC124) is the first-line supervisor for the assigned Supervisory Sexual Assault Response Coordinator and SAPR Coordinator positions described below.
b. Supervisory Sexual Assault Response Coordinator, GS-0101-11 (MC107) and SAPR Coordinator, GS-0101-11 (MC121) are assigned to O-6-slated commands. These appointed personnel are supervised by the assigned Supervisory Regional SARC (MC124), or Supervisory Command SAPR (MC123) as applicable to the AOR. The second-line supervisor/HLR is the designated lead SARC.
8. SAPR Command Victim Advocate, GS-0101-09 (MC108) and SAPR Command Victim Advocate, GS-0101-09 OVERSEAS LOCATIONS (MC129), and SAPR Command Victim Advocate, GG-0101-09 CYBER EXCEPTED SERVICE (MC131) are supervised by the assigned Supervisory SARC (MC107) at the appropriate slated O-6 commands. The next higher SARC in the SARC supervisory chain will be the second-line supervisor/HLR.
9. Multiple Supervisors. When there are two raters, such as a new Supervisory Command SARC position and an existing Regional NAF SARC position, the rater co-located in the same command as the NAF SARC will complete all supervisory requirements per reference G. The other rater (e.g. Regional SARC) will provide input to be included in the appraisal per reference G.
10. Civilian SAPR VA Positions Descriptions may not be modified without HQMC approval.
11. This MARADMIN applies to the Total Force.
12. This MARADMIN is cancelled 30 March 2024.
