GENTEXT/REMARKS/1.  Per reference a, a critical line of effort to modernize the Marine Corps Installations and Logistics Enterprise (MCILE) is developing 21st century logisticians while balancing the need to man units with specialists and “multi-disciplinary” expeditionary logisticians.  The campaign of learning examined the existing Logistics Occupational Fields (Occfld) and identified the merger of the (0431) Logistics / Embarkation Specialist and the (0481) Landing Support Specialist into a newly created (0441) Logistics Specialist as a means to provide optimal manpower support in austere littoral environments and afford Commanders with increased logistical capability to successfully prosecute a Naval and/or Joint Campaign.  In their current capacity 0431 and 0481 Marines perform similar logistics support functions at their units and subsequently merge into the 0491 Logistics Mobility Chief Military Occupational Specialties (MOS) at the rank of Gunnery Sergeant.  This recommended merger streamlines two similar specialties, reduces redundancy in assigned tasks, and provides greater capability and flexibility to the Commander on the ground.
2.  In coordination with Manpower & Reserve Affairs (M&RA), Training and Education Command (TECOM), and Combat Development and Integration (CD&I), the below changes are reflected in the Fiscal Year 2024 MOS Manual.
3.  Marines with the Primary Military Occupational Specialties (PMOS) 0431 and 0481 will be recoded to PMOS 0441 (Logistics Specialist) on 1 October 2023.  The Table of Organization and Equipment change request was approved and is reflected in the February 2023 Authorized Strength Report (ASR).
4.  M&RA Manpower Management Integration Branch (MMIB) will report unit diary entries to convert Active and Reserve Component Marines with PMOS 0431 or 0481 to PMOS 0441.  These marines will be identified for reclassification by the (04XX) Occfld Sponsor to MMIB.
5.  Training
5.a.  Entry Level Training.  Beginning FY-24, all entry-level students will attend the new 0441 Logistics Specialist Course and be assigned to duty stations based on the current ASR.
5.b.  Legacy 0431 and 0481 PMOS Marines.
5.b.1.  No later than 1 April 2024, all legacy 0431 and 0481 PMOS Marines Private-Staff Sergeant converted to 0441 will complete MarineNet course 0441 Basic Logistics Specialist MCIZ045DZZ.
5.b.2.  No later than six months from checking into a unit, legacy 0481 or 0431 Marines will be instructed by the gaining units on applicable training and readiness standard tasks related to the gaining Unit’s Mission Essential Task list and the Marines assigned.  Completed training for a legacy 0481 or 0431 Marine will be documented via a Managed On The Job Training (MOJT) checklist and entered into the Marines’ electronic training jackets in Marine Corps Training Information Management System (MCTIMS).  A 0491 Logistics Mobility Chief within the gaining units will validate the Marines have successfully met the standards outlined in the MOIT checklist with the Unit Commander’s certification at the O5 level for upload into MCTIMS.  Units that do not possess a Logistics Mobility Chief will coordinate with their higher headquarters for assistance.  The 0441 MOJT checklist will be available via MCTIMS inside the training resource module.
5.b.3.  Units will update their Quarterly Embarkation Personnel Training Report (QEPTR) to reflect the completion of MOJT and MarineNet course MCIZ045DZZ.  To assist during the transition, Marine Expeditionary Force 04XX Occfld Sponsors will monitor and report personnel status monthly to the Occfld Manager via their respective Marine Forces G4 (MARFOR).
5.b.4.  Active component Marines returning from special duty assignments to an 0441 PMOS billet will complete an intermediate logistics course within 365 days of return to familiarize them with these changes and ensure they are tactically proficient in the updated MOS.  This will also be annotated in the QEPTR and MEF 04XX Occfld Sponsors will monitor and report personnel status monthly to the Occfld Manager via respective MARFOR.
6.  The above changes are effective as of release of this message and will be reflected in the FY24 MOS Manual.
