GENTEXT/REMARKS/1.  SITUATION.  The Marine Corps has been operating in Defense Agencies Initiative (DAI) for the last 22 months. The Systems and Organization Control (SOC) and Complementary User Entity Controls (CUECs) on Reference (A) and (B) are essential to the design and operating effectiveness of the overall control environment of DAI.  This MARADMIN is the first in a series of MARADMINs to be published to incrementally prepare the workforce to comply with the Audit controls for required responsibilities in DAI. Sufficient controls are already in place for CUECs 1 and 2 addressing Security Awareness Training, Account Provisioning, and Account Termination. This message addresses CUEC 3 for Account Recertification and further reduces risks related to CUECs 1 and 2. Later MARADMINs in this series intend to address Oracle Time and Labor (OTL) recertification by 20230815, Requisition/Other DAI user recertification by 20230830, and Segregation of Duties (SOD) by 20230930. Additionally, a feature will be added to ARMS next FY to upload Fiscal Law and DON Budget Execution certificates for all Fund Control Personnel (FCP).
2.  MISSION.  CUEC 3 requires Account Recertification for all required users within DAI.  This MARADMIN will focus on DAI FCP Recertification in ARMS by 20230731.
3.  EXECUTION
3.a. CONCEPT OF OPERATIONS.  All Commands level 2-4 in DAI will recertify FCP on a quarterly basis.
3.b.  TASKS
3.b.1.  Comptrollers. Information Owners (IOs) assigned by each DAI Level 2-4 command are responsible for recertifying all FCP.
3.b.2.  IOs. IOs will complete the initial quarterly recertification of FCP. User recertification requires the IO to validate user documentation to include DOD Cyber Awareness, Delegation of Authority Letters (DOA), and DD Form 577s are current and appropriate for the level of access obtained.  Furthermore, IOs are responsible for removing responsibilities from individuals who no longer require the responsibility or lack supporting documentation. Detailed resources and training opportunities to guide IO actions are in the Administration and Logistics section of this document.
3.b.3.  Fed Admin Budget Analysts and Budget Approvers. If these individuals do not have a DOA signed by their Commander, they are required to have a DD Form 577 signed by their Commander and uploaded into ARMS. Due to recent changes, FCP may need to upload their existing DD Form 577 under the newly created document titles “DD-577 Fed Admin Budget Analyst” and “DD-577 Budget Approver”. These FCP shall re-upload their DD Form 577 by 20230714.
3.c.  COORDINATING INSTRUCTIONS
3.c.1.  All DAI users are required to complete and upload annual DOD Cyber Awareness Challenge certificates to ARMS to request and maintain access. Approved training resources are DOD Cyber Exchange Course “Cyber Awareness”, MARINENET Course “CYBERM0000”, and TWMS Course “DOD-CAC-2023.0. CUEC 1: Security Awareness Training”.  Each certificate is valid for 12 months.
4.  Administration and Logistics.
4.a.  For the purposes of this message, FCP are defined as those individuals who issue and/or accept funding allocations and funding documents (e.g. work requests, project orders, etc.).  Tier 1 FCP include the Commander, Comptroller, and delegated staff. All Tier 1 FCP must be re-delegated fiscal responsibility in writing by name from the Commander.
4.a.1.  Commanders may re-delegate appointing authority without limit. Delegation must be documented in writing by name.
4.b.  ARMS user resources.
4.b.1.  Commanders may re-delegate their fiscal authority in writing by name to designated staff.
