SUBJ/ANNOUNCEMENT OF THE 2023 MARITIME EXPEDITIONARY WARFARE OPERATIONAL ADVISORY GROUP FROM 9-11 AUGUST 2023//

GENTEXT/REMARKS/1. Situation. Deputy Commandant for Combat Development And Integration (DC, CD&I) established the Expeditionary Warfare Operational Advisory Group (XOAG) as a collaborative forum for the Maritime Expeditionary Warfare (MEXW) community of interest, specifically the Operating Forces, supporting establishments, and relevant Headquarters staffs to identify capability gaps, and Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities (DOTMLPF) solutions. The XOAG Chair will advance issues and recommended solutions through various Headquarters Marine Corps (HQMC), Department Of The Navy, Joint Staff, and Department of Defense processes as required.
2. Mission. The XOAG will be conducted 9-11 August 2023 from the auditorium in the General Raymond G. Davis Center (Bldg 3300), Marine Corps Base (MCB) Quantico, Virginia, to improve shared Understanding of MEXW challenges and opportunities while informing capability development and potential solutions for MEXW key operational problems.
3. Execution. The XOAG will be conducted in person and broadcast via Secure Video Teleconference (SVTC). Plenary sessions will be conducted the first half of the first two days. Following lunch on day one and two, working groups will be in session. Day three will consist of emerging research briefs, concluding with working group out-briefs.
3.a. Charter. Mr. Shon Brodie, Division Director, Maritime Expeditionary Warfare, will execute chair duties on behalf of DC, CD&I.
3.b. Concept of operations:
3.b.1. Plenary topics will cover updates on Marine and Navy Echelon 1 activities, Fleet Marine Force (FMF)/Marine Force (MARFOR) operational activities and supporting activities from various agencies in the MEXW community of interest.
3.b.2. Working groups are formed to examine MEXW key operational problems:
3.b.2.a. Afloat Command, Control, Communications, Computers, Combat Systems, And Intelligence (C5I) to enable the Naval and Joint Force.
3.b.2.b. Littoral Maneuver to enable the Stand-In Force.
3.b.2.c. Amphibious Operations to enable Naval Campaigning and Maritime Crisis Response.
3.b.2.d. Maritime prepositioning to enable Distributed Maritime Expeditionary Operations (DMO).
3.b.2.e. Naval Support Element Augmentation Baseline Supporting Amphibious Operations and Maritime Prepositioning Operations.
3.b.3. Fleet Marine Forces/Marine Forces are asked to provide an information brief highlighting current and planned operational efforts involving Amphibious Operations, Littoral Maneuver, MPF to enable DMO, and afloat C5I.
4. Administration and Logistics. CD&I will provide all necessary Administrative and Logistics support and will serve as the conduit of information for attendees.

Participants are encouraged to attend in person and must submit a request for the "Maritime Expeditionary Warfare OAG 2023" via the Defense Information For Support Systems (DISS) to the Raymond G. Davis Center, SMO Code: M30000 – 30002 CD&I-1. Ensure request point of contact (POC) lists Mr. John Morrison (MEXW), (703) 432-4731 as the event POC. Requests must be submitted by 4 August 2023.
4.d.2. Overall classification for this event is up to SECRET/FVEY.
4.e. Uniform is MARPAT (or equivalent) for military and business casual for civilians.
