GENTEXT/REMARKS/1. The Fiscal Year 2023 (FY23) Officer Retention Board (ORB) is being replaced by the Career Designation Panel. The FY23 Career Designation Panel Number 2 (CDP2) will screen active component officers for Career Designation (CD) and will convene on or about 8 September 2023 or at the discretion of the Deputy Commandant for Manpower & Reserve Affairs in accordance with reference (a). The Return to Active Duty (RAD), Interservice Transfer (IST), and Redesignation portion of the ORB will be announced via a separate MARADMIN.
2. Career Designation
2.a. The CDP enables the management of the officer population by retaining the highest quality officers from each year group. Those selected on the CDP are offered the opportunity to remain on active duty beyond their initial service agreement. Officers are considered for CD in the below five competitive categories.

3. Eligibility Requirements
3.a. The 540 days of processed observed fitness report time requirement is removed from this and future CDPs. This requirement may be reinstated by the Director, Manpower Management. This requirement is replaced with the below eligibility criteria, which must be met.
3.a.1. Must be assigned a non-student Primary Military Occupational Specialty (PMOS). Must have 540 consecutive days of Active Service post PMOS assignment. Example: An officer that graduated Infantry Officer Course, was assigned a PMOS of 0302, and has served continuously for 540 days following PMOS assignment (IOC graduation) will meet this eligibility requirement.
3.b. Be an unrestricted officer in the Active Component (AC).
3.b.1. Have not previously been selected for CD.
3.b.2. Must be a first lieutenant with a date of rank no later than 28 May 2023 or a captain. First lieutenants who have been twice passed for promotion to captain are not eligible to screen.
3.b.3. Have an expiration of active service (EAS) date no earlier than 31 October 2023. AC officers not selected by the CDP may request an EAS extension up to 1 October 2024 for the purpose of transition. AC officers who decline CD will execute their current EAS as planned.
4. Coordinating Instructions
4.a. All AC officers who satisfy the eligibility criteria listed above will screen for CD on the CDP. A list of all AC officers eligible will be posted prior to the convening of the CDP at https:(slash)(slash)www.manpower.usmc.mil/webcenter/portal/OA3RR.
4.b. Any eligible AC officer with a current EAS that does not support at least one opportunity for CD screening may request an EAS extension in accordance with enclosure 2 of reference (a). Requests must be submitted to MMOA-3 at SMBMANPOWEROFFICERPR@USMC.MIL no later than 15 August 2023.
4.c. Eligible AC officers who do not desire to be considered for CD must submit an RBR AA form to MMOA-3, endorsed by the first O-5 commander in their chain of command. AC officers who request not to be considered will execute their current EAS.
4.d. Communication with the panel is not required. However, if an AC officer chooses to communicate with the panel, such communication will be sent to MMOA-3 via SMBMANPOWEROFFICERPR@USMC.MIL no later than 15 August 2023. Any late communication will not be presented to the panel. ll correspondence will be saved as a single PDF file and named “EDIPI_LastName_CD”. Failure to do so will result in material not being forwarded to the CDP.
