GENTEXT/REMARKS/1. The Fiscal Year 2024 Colonel Command Screening board convened on 13 July 2023. Nine general officers screened the records of 145 colonels and colonels (sel) for assignment to 54 commands.
2. The board selected 54 officers as primaries for command. To accommodate the assignment process and the availability of individual officers, the board identified 25 officers as alternates. The alternate list provides officers to meet requirements should a primary selectee decline or otherwise be unable to assume command.
3. Command screening ensures that Marines receive the best possible leadership while providing all eligible officers with a fair and equitable opportunity to compete for command. This board was tasked with prioritizing commands which have direct contact with the initial training of Marines and with recruiting. These two elements are vital to the future of the Corps and this screening board has appropriately placed some of our very best leaders in these key billets. The small number of command billets available relative to the number of eligible officers makes command selection an exceptionally competitive process.

5. MMOA-3 will place a letter annotating selection in the official military personnel files of all officers selected as primaries or alternates.
6. MMOA will publish the list of officers selected as alternates on the MMOA-3 "Board Updates and Information" webpage located at https:(slash)(slash)www.manpower.usmc.mil/webcenter/portal/MMOA3_BUI and then selecting the "Col Command Screening" link. MMOA will list alternates alphabetically by full name and MOS.
7. Coordinating instructions.
7.a. Primary selectees. Primary selectees are to accept or decline via email to their monitor listed in paragraph (8) NLT 18 Aug 2023. The majority of primary selectees will assume command between 1 Jun 2024 and 31 May 2025.
7.b. Alternate selectees. No action is required by officers on the alternate list. If a command becomes vacant due to a declination or other extenuating circumstances, Manpower Management will fleet-up an officer from the alternate list.
7.c. Declinations. Officers who decline command must submit a declination in writing (AA Form) via the first general officer in their chain of command addressed to HQMC via MMOA-3 NLT 18 Aug 2023. Officers who decline command are ineligible for future command, unless otherwise approved by the Deputy Commandant for Manpower and Reserve Affairs due to extraordinary circumstances.
7.d. Deferrals. Officers selected for command who are unable to execute orders due to extraordinary circumstances may request a deferral. If approved, the Director, Manpower Management will defer the officer to a future command screening board. Primary selectees may submit a deferral request in writing (AA Form) to HQMC (MMOA-3) via the first general officer in their chain of command.
7.e. Officers slated to command will schedule their attendance to the Cornerstone: Commandant's Combined Commandership Program prior to, or shortly after, assuming command. The program consists of two courses conducted concurrently aboard Marine Corps Base Quantico: a ten-day commanders course and a five-day spouses workshop. FY24 courses will be announced via MARADMIN. 7.f. Officers slated for Ground Combat Element (GCE) commands are encouraged to attend the five-day GCE Commanders Course (GCECC) at the Marine Corps Tactics and Operations Group (MCTOG) prior to, or within the first six months of assuming command. A separate MARDMIN will announce FY24 course dates.
7.g. Officers slated for Logistics commands across the Fleet Marine Force and Supporting Establishment are encouraged to attend the annual Logistics Commanders Course (LCC) conducted by the Marine Corps Logistics Operations Group. A separate MARADMIN will announce FY24 course dates.
7.h. Officers slated for Air Command Element (ACE) commands are encouraged to attend the annual Commanders Conference/Re-Black at Marine Aviation Weapons and Tactics Squadron One (MAWTS-1). A separate MARADMIN will announce the FY24 conference dates.
