GENTEXT/REMARKS/1. The purpose of this MARADMIN is to solicit qualified Marines to screen for a lateral move into Primary Military Occupational Speciality (PMOS) 1751, Influence Specialist, and to publish screening and assessment dates for Fiscal Year 2024 (FY24). Manpower and Reserve Affairs (M&RA) has categorized the 1751 MOS as a critical career force skill shortage. The demand for qualified Marines to lateral move into the 1751 MOS will remain high for the foreseeable future.
2. Influence Specialists are the Marines that make up the Psychological Operations (PSYOP) and Civil Affairs forces in the active component. These are the forces which conduct military information support operations (MISO), civil affairs operations (CAO), or civil military operations. The Influence Specialists billet will determine their support to plan and execute functions pertaining to MISO, civil authorities information support and CAO.
2.a. MISO are missions that convey selected information and indicators to foreign organizations, groups, and individuals to influence their emotions, motives, objective reasoning, and ultimately their behavior in a manner favorable to the Commanders objectives.
2.b. CAO are actions planned, executed, and assessed by civil affairs (CA) forces that enhance awareness of and manage the interaction with the civil component of the operational environment; identify and mitigate underlying causes of instability within civil society; or involve the application of functional specialty skills normally the responsibility of civil government.
3. While the essential technical and operational skills are learned through formal training, there are certain innate qualities which Influence Specialist must possess. Influence Specialist must think critically, communicate clearly, bring interpersonal skills, flexibility, creativity, as well as a diverse understanding of cultures. Preexisting language skills are not required but will be favorably considered.
4. Influence Specialists can operate independently or as part of a small team or detachment. These teams are commonly known as either a Tactical PSYOP Team or a CA Team. Throughout their career, Marines in the Influence Occupational Field (OccFld) will have opportunities to support a Marine Expeditionary Force (MEF), MEF Information Group Marine Corps Service Component, Infantry Battalions, or Marine Corps Special Operations Command. They may also be tasked to support Joint, Interagency, or international partners in support of training and operations. Influence Specialists have increased opportunities to deploy and support ongoing Marine Corps missions and requirements.
5. This site is a public website designed for Marines seeking information on the lateral move process, scheduled screening and assessments, references, and points of contact. Marines should contact their career planner to initiate the lateral move process. Any additional questions may be answered via the website in paragraph 5 or contacting the OccFld specialists at OMB_IMD_INFLUENCEOCCFIELDSLATMOVE@USMC.MIL.
6. Marines requesting a lateral move must attend a screening and assessment (S&A) comprised of physical and academic events, and meet the minimum requirements outlined in reference (a) and upon completion must receive a favorable endorsement for lateral move.
6.a. Prerequisites: The following are the prerequisites for lateral move into the 1751 PMOS:
6.a.1. Must be a volunteer Corporal or Sergeant from any MOS. Sergeants must not be in zone for promotion.
6.a.2. Must attend an Influence Specialist screening and assessment and receive a recommendation for lateral move from the MOS specialist.
6.a.3. Must possess a General Technical score of 100 or higher.
6.a.4. Must have a 1st class Physical Fitness Test (PFT) and Combat Fitness Test on record.
6.a.5. Security requirement: Secret security clearance eligibility.
6.a.6. Must obligate to at least 60 months of service when approved for lateral move into the 1751 PMOS, executed via reenlistment or extension.
6.a.7. Must be worldwide deployable when approved for lateral move into the 1751 PMOS.
6.a.8. For waiver requests, reach out to the OccFld Specialist. Waivers may be considered based on the health forecasts of the MOS.
6.b. S&A: All Marines must complete the physical and academic requirements of the screening and assessment process in order to be eligible for a lateral move recommendation. Virtual and in person S&A is conducted over the course of 3-4 days. Duration of the screener will be determined by the number of candidates participating.
6.b.1. Physical events are used to assess an individual Marines ability to meet or exceed the physical standards set by the United States Army John F. Kennedy Special Warfare Center and School (USAJFKSWCS). Physical events are as follows: Marine Corps PFT, official height and weight, five mile run in under 45 minutes, and a six-mile individual effort ruck march with a minimum of a 35 lbs dry weight pack (water not included) that must be completed while maintaining a 15-minute mile pace or faster. All scores must be captured on a single NAVMC 11622 and be completed no earlier than 30 days before the screener. If there are delays in the completion of these events communicate to the OccFld when the events will be conducted. All events need to be completed before the end of the screening.
6.b.2. Academic events are designed to assess a Marines ability to communicate, critically think in a time-constrained environment, engage in complex social interactions, demonstrate objective based reasoning, and meet or exceed the academic standards set by the Influence pipeline.

Locations and dates are subject to change from this publication. Additional locations may be added as needed based on demand and availability of the screening team.
6.b.3.a. Virtual screening and assessments are scheduled for FY24 as follow:

6.b.3.b. In person screening and assessments will be released via a separate MARADMIN in conjunction with or along with the 17XX Roadshow MARADMIN.
6.b.4. Marines must provide the following documents listed in paragraphs 6B.4.a-d, to enroll in a screening and assessment.
6.b.4.a. Completed NAVMC 11517 Command Screening Checklist reference (b).
6.b.4.b. Completed NAVMC 11622 conveying the completion of the physical events signed and monitored by the unit Command Physical Training Representative. The 5-mile run and the ruck can be listed on the NAVMC where space is available.
6.b.4.c. Marine Corps professional resume.
6.b.4.d. Security clearance verification letter from their Command Security Officer or Special Security Officer, confirming their current security clearance.
6.b.4.e. Examples of these documents can be provided to Marines who reach out to the OMB requesting the S&A documents.
6.b.5. Letters of Instruction (LOI) will be published approximately 60 days prior to the execution of an in-person screening and assessment. These LOIs will be disseminated to all Career Planners via Manpower Management Enlisted Assignments using the Total Force Retention System.
7. Marines approved for lateral move by M&RA will be scheduled to attend the Psychological Operations Qualification Course (POQC), USAJFKSWCS located in Fort Liberty, North Carolina, the Marine Air Ground Task Force Operations in the Information Environment Specialist Course at Expeditionary Warfare Training Group Atlantic located in Little Creek, Virginia (VA), and Civil Reconnaissance noncommissioned Officer Course, at Marine Corps Civil Military Operations School located in Quantico, VA. Permanent Change of Station or Permanent Change of Assignment orders will be issued following approval for lateral move by Headquarters Marine Corps. Upon successful completion of all training, FY24 lateral movers into the 1751 PMOS will rate a lateral move reenlistment bonus in accordance with reference (c).
8. This MARADMIN is not applicable to the Marine Corps Reserve.
