GENTEXT/REMARKS/1.  Purpose.  Per the references, this MARADMIN announces the FY24 Selected Marine Corps Reserve (SMCR) Retention Bonus (SRB-R).  The SRB-R is a monetary incentive for corporals listed on the Commandant’s Retention Program Reserve (CRP-R) via separate correspondence, sergeants, staff sergeants (to include staff sergeant selects), and gunnery sergeants (to include gunnery sergeant selects) serving in a SMCR unit who reenlist for 48 months in the Ready Reserve and incur a three-year drilling obligation in the SMCR.  Marines selected to E-8 are not authorized this incentive.
2.  SRB-R Lump Sum Amounts:
    a.  20,000 dollars plus a 10,000 dollar early reenlistment incentive for corporals and sergeants regardless of their MOS who are identified on the CRP-R who meet basic eligibility requirements of this MARADMIN, and have an executed reenlistment on or before 30 September 2023.  CRP-R Marines will be authorized an early reenlistment for 5 years and incur a three year drilling obligation that will start at the end of their current Mandatory drill participation stop date.
    b.  20,000 dollars plus a 5,000 dollar early reenlistment incentive for Marines who have a Reserve End of Current Contract (RECC) in FY24, meet the basic eligibility requirements of this MARADMIN, and have a reenlistment with SRB-R request submitted to RA on or before 1 February 2024.
    c.  20,000 dollars for Marines who have a RECC in FY24, meet basic eligibility requirements of this MARADMIN, and have a reenlistment with SRB-R request submitted to RA after 2 February 2024.
3.  Eligibility Requirements
    a.  The four-year reenlistment for the SRB-R includes three- year drilling obligation in a SMCR unit and an additional year in any category of the Ready Reserve for a total of four years.  Eligible Marines may reenlist for less than four years to ensure reenlistment does not contractually obligate them beyond their applicable Enlisted Career Force Control (ECFC) date.
    b.  Sergeants with the following MOS are eligible for the SRB-R (LM denotes eligible MOSs available in conjunction with a Lateral Move (LATMOV)):

    e.  Marines must have a RECC expiring in the current FY and reenlist in accordance with reference (f) for a minimum of four years no later than 30 September 2024, except as authorized in aragraph 2.a. and 3.a. of this MARADMIN.
    f.  Marines currently in receipt of a bonus may apply if they otherwise qualify for the SRB-R incentive.  However, they must reenlist for the total months required for both incentives.  For example, a sergeant with one year of obligation remaining on a current First Term Retention Bonus must reenlist for a total of four obligated years to be eligible for the new SRB-R, a staff sergeant with one year of obligation remaining on a current SRB-R bonus must reenlist for a total of four obligated years to be eligible for the new SRB-R.  If the sergeant or staff sergeant fails to complete the new four year obligation, only the new SRB-R would be subject to recoupment.
    g.  Marines must serve in or agree to serve in the SMCR in a valid Billet Identification Code (BIC) commensurate with grade and Primary Military Occupational Specialty (PMOS) or Necessary Military Occupational Specialty (NMOS) per the current Reserve Affairs (RA) BIC Assignment and Management policy. Marines filling overstaff (8014) or excess BICs whose MOSs are authorized per the unit’s Table of Organization are eligible for this incentive. 
    h.  Marines must not have more than 18 satisfactory years of military service on the date of reenlistment.
    i.  Marines must not have failed selection to the next higher grade in the SMCR or must not have been reduced in rank to their current grade.
    j.  Marines will be disqualified from the SRB-R if they received non-judicial punishment in the last 12 months.
    k.  Marines in units scheduled to deactivate or redesignate must have an Inter-Unit Transfer (IUT) to a SMCR command approved in conjunction with this request.
    l.  Marines with less than a three-year break in service from the active component, active reserve, or satisfactory participation in the SMCR or Individual Mobilization Augmentee (IMA) program are eligible.
    m. Marines that have executed an extension which has not taken effect are authorized to request this incentive. Career Planner comments will reflect a request to cancel extensions in order to meet requirements.
    n.  Marines will incur a three-year drilling obligation with a SMCR unit to commence from their current MDPSD or acceptance of the SRB-R approval, whichever is later. 
4.  Administrative Guidance
    a.  All requests for the SRB-R must be submitted via TFRS to RA in accordance with current Reserve Reenlistment, Extension, and Lateral Move (RRELM) processing guidelines.  
    b.  All requests for the FY24 SRB-R will not be approved before 1 October 2023, with the exception of those Marines identified on the CRP-R via separate correspondence.
    c.  Waiver requests submitted will include the member's chain of command endorsement up to the first O-5 level commander (battalion/squadron) to Reserve Affairs Personnel Policy, Plans, and Programming and Budgeting (RA (RAP)) as an attachment to the TFRS request.
    d.  Marines in receipt of the SRB-R are required to waive the reasonable commuting distance requirement (if applicable) per reference (d).
    e.  Marines who fail to reenlist by the no later than date or as stated in paragraph 3e, whichever is earlier, forfeit their incentive eligibility.
    f.  In no case will an individual be authorized to reenlist for a period less than three years or with less than a three-year drilling obligation, in addition to their current contractual drilling obligation.
5.  Lateral Move (LATMOV) in Conjunction with the SRB-R
    a.  This incentive can be requested in conjunction with 
the SMCR LATMOV Program.
    b.  Marines assigned to the SRB-R program must complete MOS training in accordance with reference (d) within 18 months to remain eligible for the incentive.
    c.  If a LATMOV is necessary, payment of the incentive will not be received until MOS training is complete.
    d.  The MOS training requirements will not be waived.
    e.  The FY24 SMCR LATMOV program information is provided via separate correspondence.
6.  Recoupment
    a.  Recoupment will occur at a prorated amount if the Marine:
        (1) Fails to fulfill the obligation;
        (2) Fails to participate satisfactorily;
        (3) Executes an IUT to a unit whose T/O does not have the MOS and grade structure or LATMOV without prior written approval from RA (RAP);
        (4) Transfers to the IRR;
        (5) Augments to the AC without prior written approval from RAP;
        (6) Transfers to the IMA Program except as stated in 7b(3) below.
    b.  Recoupment will not occur if the Marine:
        (1) Is required to involuntarily transfer to the IRR due to a unit deactivation, relocation, resignation, disability, or being twice passed for promotion, and no alternative billet is available;
        (2) Is commissioned or accepts an appointment to warrant officer in the Selected Reserve (SelRes) and has served at least one year of the incentive service obligation;
        (3) Joins the IMA upon unit deactivation or redesignation as a result of Force Design action or Service policy;
        (4) IUT to another unit within the SMCR that has T/O for MOS and grade;
        (5) Performs Active Duty Operational Support (ADOS) or Voluntary activation with a unit other than their own for a period greater than 90 cumulative days per fiscal year.
7.  Marines who fail to complete their three-year service obligation without prior written approval of RA (RAP) shall be reviewed by Commander, MARFORRES (COMMARFORRES) for administrative separation from the Marine Corps per the DD Form 4.  Requests for early release or deferment of the three-year service obligation shall be submitted to COMMARFORRES.  Recoupment will still apply for Marines approved for Inter-Service Transfer (IST).
8.  Incentives will be issued on a first come, first served basis due to finite funds.
9.  This incentive is available for service in SMCR units only.
10.  This policy cancels on 30 September 2024
