GENTEXT/REMARKS/1.  Purpose.  This MARADMIN updates the Direct Affiliation Program (DAP) policy, cancels reference (a) and supersedes all previous DAP MARADMINs.
2.  Background
    2a.  DAP affords qualified Active Component (AC) Marines the opportunity to seamlessly transition to the Reserve Component (RC) via direct affiliation with either a Selected Marine Corps Reserve (SMCR) unit or Individual Mobilization Augmentee (IMA) detachment following their expiration of active service (EAS) with no break in service.  The DAP also provides numerous benefits not offered to traditional reserve accessions from the individual ready reserve (IRR).
    2b.  The DAP supports the Service’s paradigm shift from the “recruit and replace” ideology to an “invest and retain” model as prescribed in Force Design 2030. In order to improve our readiness across the total force, we must retain the talent we recruit.
    2c.  This program is part of the Marine Corps’ retention efforts and is not in competition with AC retention efforts, as the number of Marines who separate each year far exceeds AC retention opportunities. To ensure a balanced retention effort across the total force, the DAP will transition from Marine Corps Recruiting Command (MCRC) and be managed by the Deputy Commandant for Manpower and Reserve Affairs, Manpower Management Division, Enlisted Assignments (MMEA) beginning no later than (NLT) 1 October 2023.
3.  Benefits
    3a.  Transitioning AC Marines who affiliate will receive a no-cost six-month extension of the existing TRICARE Prime benefits from the date of EAS and are eligible to enroll in TRICARE Reserve Select for medical insurance in accordance with reference (b).
    3b.  Transitioning AC Marines will maintain eligibility to transfer education benefits (TEB) upon affiliation with an SMCR unit or IMA detachment.
    3c.  AC Marines transitioning to an SMCR unit may defer certain involuntary mobilizations for up to two years from EAS, regardless of current dwell status or last duty station in accordance with reference (d).  
    3d.  Inactive duty training (IDT) travel reimbursement up to $500 is available for officers and enlisted Marines in accordance with reference (e).
    3e.  In addition to the aforementioned benefits, there are numerous benefits of reserve service. RC Marines are eligible for professional military education opportunities, lateral move opportunities, Identification Card privileges to include the base gym, commissary, Morale Welfare Recreation activities, continued professional development, local networking, and reserve retirement through the Blended Retirement System.
4.  Incentives
    4a.  Duty Station Incentive - transitioning AC Marines are guaranteed the SMCR or IMA billet (subject to availability) at their unit of choice if approved to affiliate prior to EAS.
    4b.  Transitioning Marines may request lateral move into a billet at their unit of choice if approved to affiliate prior to EAS.
    4c.  In accordance with reference (c), eligible Marines who agree to join and obligate to an SMCR unit via DAP are eligible to receive a $25,000 incentive for a 3-year obligation, a $10,000 incentive for a 2-year obligation, or a $5,000 incentive for a one-year obligation. Updates for future fiscal year bonuses will be released via separate correspondence.
5.  Eligibility
    5a.  All DAP applicants must be released from the AC with a characterization of service of either honorable or general (under honorable conditions), and the basis for separation must not be adverse.
    5b.  Officers may submit a DAP application no earlier than (NET) 365 days prior to EAS and NLT 60 calendar days from EAS. Officers must receive approval for a reserve commission prior to their EAS.  If the reserve commission is not approved by the EAS date, officers will not be eligible for DAP in accordance with reference (f).
    5c.  Enlisted Marines requesting direct affiliation without incentives and/or a lateral move may submit a DAP application NET 365 days prior to EAS and NLT 30 calendar days from EAS.
    5d.  Marines serving overseas are highly encouraged to submit their DAP application no later than 90 calendar days from EAS or prior to beginning terminal leave to allow for timely processing 
    5e.  Retiring Marines (including medical retirement) and Marines currently serving in the RC are ineligible for DAP.
6.  Coordinating Instructions
    6a.  Marines interested in DAP should contact their career planner for information about the SMCR, IMA, benefits, incentives, lateral move opportunities and to assist with the submission of the DAP request.  Additional information and resources are located at https:(slash)(slash) www.manpower.usmc.mil/webcenter/portal/ER/pages_DAP
    6b.  It is the individual Marine’s responsibility to check into the SMCR unit or IMA detachment within 30 days after EAS. Failure to do so may result in a transfer to the Inactive Ready Reserve and ineligibility to qualify for DAP benefits and incentives outlined in paragraphs (3) and (4).
    6c.  Unit interviews are not authorized for Marines joining SMCR units. Only IMA detachments are authorized to interview Marines per reference (g).
    6d. Gaining SMCR units must accept DAP-approved Marines.  Units shall not impose additional requirements to fill the selected billet identification code (BIC). For BIC assignment questions, refer to the current Reserve Affairs BIC Assignment and Management Policy.
    6e.  Upon issuance of orders, MMEA will run a diary entry in the Marine Corps Total Force System for the reserve billet identification code (BIC) and future monitored command code (FMCC).
    6f.  Marines whose DAP applications are closed or denied are encouraged to pursue opportunities in the RC through their local Prior Service Recruiter. Call 1-800-MARINES for contact information.
