GENTEXT/REMARKS/1.  SITUATION.  This MARADMIN is part of a series of MARADMINs being published to incrementally prepare the workforce to comply with the Audit controls for responsibilities in Defense Agencies Initiative (DAI).  Sufficient controls are already in place for Complementary User Entity Controls (CUECs) 1 and 2 addressing Security Awareness Training, Account Provisioning, and Account Termination.  This message addresses CUEC 3 for Account Recertification.  This message is preceded by MARADMIN 353/23 Guidance for Defense Agencies Initiative Account Recertification for Fund Control Personnel (FCP).  Future initiatives for the Marine Corps will address Requisition/Other DAI user recertification by 20230915, and Segregation of Duties (SOD) by 20230930.  Additionally, a feature will be added to the Access Request Management Service (ARMS) next fiscal year to upload Fiscal Law and Department of the Navy Budget Execution certificates for all FCP.
2.  MISSION.  CUEC 3 requires Account Recertification for all required users within DAI.  This MARADMIN will focus on DAI OTL Recertification in ARMS by 20230831.
3.  EXECUTION
3.a. CONCEPT OF OPERATIONS.  All Commands level 2-4 in DAI will recertify Oracle Time and Labor (OTL) personnel on a quarterly basis.
3.b.  TASKS
3.b.1.  Command IOs.  IOs who manage time and attendance for civilian personnel in OTL will recertify Limited Timekeepers and Supervisors quarterly.  User recertification requires the IO to validate user documentation as being current and appropriate for the level of access obtained.  Furthermore, IOs are responsible for removing responsibilities from individuals who no longer require the responsibility or lack supporting documentation.  Detailed resources and training opportunities to guide IO actions are in the Administration and Logistics section of this document.
3.b.2.  Super Timekeepers, Human Resource (HR) Customer Service Representatives (CSRs), Limited Timekeepers, and Supervisors.  These individuals are required to have a DD Form 577 signed by their Commander or appropriate appointed official and uploaded into ARMS.
3.b.3.  Programs and Resources (P&R) Budget and Execution Division (RBE).  P&R is responsible for recertification of all Super Timekeepers and HR CSRs for the Marine Corps.
3.c.  COORDINATING INSTRUCTIONS
3.c.1.  All DAI users are required to complete and upload annual Department of Defense (DOD) Cyber Awareness Challenge certificates to ARMS to request and maintain access.  Approved training resources are DOD Cyber Exchange Course “Cyber Awareness”, MARINENET Course “CYBERM0000”, and TWMS Course “DOD-CAC-2023.0.  CUEC 1: Security Awareness Training”. Each certificate is valid for 12 months.
3.c.2.  In order to be audit compliant, OTL personnel may need to upload their existing DD Form 577 under the newly created document titles “DD-577 OTL Super Timekeeper,” “DD-577 HR CSR,” “DD-577 Limited Timekeeper” and “DD-577 Supervisor”.
4.  Administration and Logistics.
4.a.  Commanders may re-delegate their OTL authority in writing by name to administrative designated staff.
