GENTEXT/REMARKS/1. Purpose. This MARADMIN provides implementation guidance for reference (A).
2. Background. The National Background Investigation Services (NBIS) is the federal governments Information Technology (IT) system for end-to-end personnel vetting from initiation and application to background investigation, adjudication, and continuous vetting. NBIS is a consolidated system designed to deliver data protection, enhance customer experience, and better integrate data across the enterprise. The Defense Counterintelligence and Security Agency assumed operational control and responsibility for NBIS from the Defense Information Systems Agency on October 1, 2020. NBIS will build upon and replace a suite of legacy background investigation IT systems that will decommission in stages through 2025.
3. Execution.
3.a. The Deputy Commandant for Information Personnel Security Manager is designated as the Service lead for NBIS deployment throughout the Service. In May 2023, the agency deployment team (ADT) consisting of senior security managers from Major Commands began full NBIS implementation.
3.b. NLT 30 Sep, ADT members will establish the United States Marine Corps NBIS hierarchy through on boarding individual commands or using automated processes sent via separate correspondence. Additionally, ADT members may create NBIS organization managers at major subordinate commands and other commands as necessary to facility NBIS deployment.
3.c. The former practice of maintaining separate collateral and special security office security management office accounts is discontinued. Collateral command security managers and special security officers will work from a single combined NBIS organization.
3.d. Review and authorization of T5 investigations for sensitive compartmented information eligibility are controlled by internal NBIS business rules. These business rules and the specific NBIS configuration steps are located in the NBIS folder on the HQ Blog located at: https:(slash)(slash)usmc.sharepoint-mil.us/sites/DCI_IID_Security/SiteAssets/SitePages/Info%20and%20Personnel%20Security/.
3.e. Initial NBIS functionality is limited to replacing eQIP with eApp. Mass subject transfer from DISS to NBIS is a planned future event and units will not manually transfer DISS subject records into NBIS except when necessary to initiate a background investigation.
3.f. Command security managers, assistant security managers, special security officers and assistant special security officers will cease using Electronic Questionnaires for Investigations Processing (eQIP) for investigation processing and use NBIS electronic application for all new investigations. Existing eQIP requests will remain in eQIP until completed.
3.g. NBIS Hierarchy managers must complete onboarding and configuration training at: https:(slash)(slash)np2.opm.gov/webcenter/portal/NP2/pages_library/publiclibrary. Search for NBIS then >NBIS Onboarding Configuration Training Materials>NBIS Configuration Workshop Recordings>NBIS configuration Workshop end-to-end.mp4. For convenience a copy of this training video has been added to the NBIS folder.
3.h. Command security managers, assistant security managers, special security officers and assistant special security officers must complete NBIS Initiate Review Authorize training at: https:(slash)(slash)cdse.usalearning.gov/enrol/index.php?id=1026.
3.i. Any unit not directly aligned under an ADT member should contact this MARADMINs point of contact (POC) for assistance. For a complete listing of agency deployment team members go directly to the NBIS folder on the Headquarters Blog.
3.j. This MARADMIN is applicable to the Marine Corps Total Force.
3.k. This MARADMIN will remain in effect through full deployment of NBIS across the USMC.
