GENTEXT/REMARKS/ 1.  Purpose.  This MARADMIN provides detailed guidance on the Intelligence Community Directive (ICD) 705 facility construction and accreditation process for any new or existing ICD-705 compliant SCIF or other compartmented facility. 
2.  Background: Force Design 2030 requirements highlighted the need for a unified Service-level policy outlining the complete administrative process for ICD-705 compliant facility expansion.
3.Execution:
3.a.  Prior to ICD-705 compliant facility construction, commanders must complete the following administrative actions.
3.a.1.  Commander establishes operational necessity for access to Sensitive Compartmentalized Information (SCI).
3.a.2.  MCBUL 5400 and table of organization and equipment updates to reflect ICD-705 facility requirement.
3.a.3.  Per reference (A), appoint a Senior Intelligence Officer (SIO) and Special Security Officer (SSO).
3.a.4.  In accordance with MCO 5510.18, establish a SCI Security Program.
3.a.5.  Create a Concept Request Package (CRP).
3.a.5.a.  The SIO signs a concept request letter with location, funding, and long-term sustainment requirements.
3.a.5.b.  SIO signs a justification letter indicating why the five closest existing facilities are not suitable.
3.a.5.c.  A command comptroller funding justification letter with corresponding contract DD-254.
3.a.5.d.  A command RF adherence letter.
3.b.  Per reference (B) and (C), the following documents, must be submitted to the Navy Regional SSO.
3.b.1.  Construction Security Plan (CSP)
3.b.2.  Pre-Construction Checklist
3.b.3.  Tempest Checklist
3.b.4.  Fixed Facility Checklist (FFC)
3.b.5.  Diagrams/Blueprints
3.b.6.  The Navy Regional SSO will forward all documents to Navy SSO, who will send copies to Marine Corps SSO via the ICD-705 Facility Document Registry for concurrence.  Navy SSO will forward the complete CRP to the Defense Intelligence Agency for accrediting official approval.
3.c.  The following must be taken into consideration prior to and throughout the approval process:
3.c.1.  Any ICD-705 facility under construction without above approvals shall be reported immediately to Marine Corps SSO.
3.c.2.  Any existing ICD-705 facilities requiring renovations must submit a CSP to Navy Regional SSO.  If a command requires renovations pertaining to RF shielding derived from a TCR, a RF adherence letter must also be submitted for approval prior to any renovations.
3.c.3.  All new ICD-705 facilities and existing facilities undergoing significant facility renovations must adhere to reference (D).
3.c.4.  Per reference (B) prior to construction, the SSO or Compartmented Security Officer should be ICD-705 trained and designated as the Site Security Manager of the construction site to ensure compliance.
3.c.5.  The commander will ensure the SSO, SIO and Compartmented Security Officer will be present for the design and processing of any new ICD-705 facilities.
3.c.6.  An updated FFC, Tempest Checklist, and photographic proof of construction shall be submitted from the unit for final inspection and accreditation of SCI facilities by the Accrediting Authority.
3.c.7.  Per reference (C) all correspondence pertaining to the operations, management, template acquisition, and administration submission of ICD-705 documents will be via the SCI network and properly classified per the guidance.  Contact Marine Corps SSO:  703-614-3350 or Navy Regional SSO per reference (E) for a repository of templates and examples, to submit documents, and for any other assistance as required.
3.c.8.  Adherence to this MARADMIN ensures security requirements are taken into consideration at the outset of the planning process to preempt accreditation conflicts.  Failure to comply with security requirements and document submission processes will result in additional costs delays in operational readiness.  This message is appliable to the total force.
