GENTEXT/REMARKS/1. The purpose of this MARADMIN is to notify all Marines of the transition from the legacy system that is currently used to store and maintain the Official Military Personnel File (OMPF), Optical Digital Imaging – Records Management System (ODI-RMS) and to establish a timeline for the implementation of the replacement system, OMPF-Records Management Application (O-RMA). This change affects current users of ODI-RMS including but not limited to HQMC organizations, Instalation Personnel Administration Centers (IPAC) and reporting units across the Marine Corps.
2. O-RMA is not a replacement for the OMPF viewer on Marine Online(MOL). MOL OMPF viewer currently receives updates directly from ODI-RMS and will continue to receive updates from O-RMA.
3. O-RMA is Common Access Card (CAC) enabled and can be accessed from any .mil domain. O-RMA will continue to be used by specific elements within HQMC, IPACs and reporting units that are required to submit updated material to the OMPF of Marines that they service. Any Marine with a CAC and access to a .mil domain will be able to use O-RMA to review and request updates/changes to their own OMPF. MMRP will continue to review and approve all documents in accordance with the reference.
4. O-RMA will be implemented for all commands across the Marine Corps simultaneously. The timeline for required tasks to execute the transition from ODI-RMS to O-RMA is as follows:
4.a. Effective 31 August 2023, ODI-RMS access will be shut off until 4 September 2023. O-RMA will be turned on and will officially become the system of record on 5 September 2023.
4.b. All current users of ODI-RMS must be migrated to O-RMA prior to 31 August 2023. Current users will be notified by email and provided instructions for gaining access to O-RMA. All new users will need to submit an email to the MMRP help desk smb_mmrp-help_desk@usmc.mil to request access to O-RMA.
4.c. All Marines that do not need specific permissions as an HQMC or IPAC/standalone reporting user must first register for a M&RA portal account here: https:(slash)(slash)www.manpower.usmc.mil/webcenter/portal/mrahome then you can access the O-RMA home page to view your record here: https:(slash)(slash)www4.manpower.usmc.mil/orma/#/
4.d. 1500 Eastern Time on 25 August 2023 will be the cutoff for submission of updates to the OMPF by users within ODI-RMS.
4.e. 1500 Eastern Time on 29 August 2023 will be the cutoff for individual update submissions to the MMRP-20 SMB Mailbox smb.manpower.mmrp-20@usmc.mil to be processed using ODI-RMS. Beginning 5 September 2023, the SMB will be used primarily for submissions of updates and change requests from Marines that do not have CAC access on a .mil domain and as a tertiary option for Marines submitting requests for changes to their OMPF until all functionality is available within O-RMA. The SMB will have an automatic reply to inform Marines of this change.
5. All Marine Corps commands and administrative sites are required to execute the timeline for O-RMA implementation contained herein.
6. A schedule of virtual training opportunities on Microsoft Teams and PowerPoint training guides will be available on the O-RMA home page, delineated in par. 4c, by 31 August 2023. All Marines may contact HQMC MMRP-20 if they have questions or need assistance in completing required actions.
