GENTEXT/REMARKS/1. This is a Commanding General (CG), Training and Education Command (TECOM) and Deputy Commandant (DC), Combat Development and Integration (CDI) coordinated message. This message announces the fiscal year (FY) 2024 Mission Essential Task (MET)/Mission Essential Task List (METL), Training and Readiness (T&R) Manual, and Aviation Training Management Team (TMT) battle rhythm in support of current and future prioritized service provided capabilities, and continuing Force Design 2030 (FD2030) implementation objectives.
2. Aviation and ground communities will focus on the development and validation of METs and subsequent T&R training events for service prioritized communities in support of current and future capability refinement and / or development.
3. DC, CDI approves Marine Corps Task (MCT) defined capabilities for use as METs, METL standards, and unit core / assigned METL revisions in accordance with (IAW) references (a) and (b).
4. CG, TECOM approves all aviation and ground T&R standards. Policy and Standards Division serves as TECOM's lead agency for the coordination and facilitation of all aviation TMT working groups and T&R manual reviews in accordance with references (c) through (h).
5. The FY2024 MET / METL and T&R review schedule focuses and prioritizes organizations that will be directly associated to both current and future capability development and FD2030 implementation. Parallel efforts will revise service doctrine in conjunction with community reviews to inform future capability development and support on-going FD2030 experimentation efforts. Communities requiring a review not listed within this message are encouraged to contact their respective principal advisor and sponsor or Task Analysts to determine feasibility, scope, and forum for a review.
5.a. A T&R working group precept will be presented to all working groups to highlight any readiness, training, or other trends that will better inform T&R manual revision discussions or decisions. The precept promulgates roles, responsibilities, and processes necessary to make required additions, deletions, and modifications to training requirements. The precept is the working group’s scope of effort to address emerging concepts, FD2030, naval integration, integration of simulations, and the linking of mishap library information to collective training events (CTEs).
5.b. All METL working groups will apply common precepts to align efforts across Fleet Marine Force (FMF) organizations.
5.b.1. Refine core plus task for cold weather operations. Develop an advanced standard within a core task for a unit cold weather cadre (e.g., 1 x graduate of Basic Cold Weather Leaders Course or joint / coalition / aviation equivalent course).
5.b.2. Develop core plus task for jungle operations.
5.b.3. Battalions / Squadrons with elements that move across ground battlespace capture counter improvised explosive device (C-IED) as an advanced standard within a core task (e.g., Capable of operating in an explosive hazard / improvised threat environment).
5.b.4. Refine critical military occupational specialty (MOS) to capture lower density enabler MOSs not fully captured in overall personnel strength calculations.
5.b.5. Refine naval engagement training and exercise requirements standards for applicable core and core plus tasks.
5.b.6. Develop chemical, biological, radiological, and nuclear (CBRN) MET training requirements IAW reference (i).
5.b.7. Review rotational assigned missions for Marine Expeditionary Unit (MEU) and Unit Deployment Program (UDP).
5.b.8. Refine pre-activation standards for Marine Forces Reserve (MARFORRES) units (assigned mission).
5.b.9. Review emerging capability concepts and continuing FD2030 implementation actions.
6. In addition to community reviews, functional METL reviews will be conducted during FY24 to develop METs and standards for overlapping functions affecting multiple communities and requiring external representation.
6.a. A Command and Control (C2) METL review (9-12 April) will examine tasks relating to C2, planning, and directing, and similar headquarters functions with commonalities across multiple unit types. Developed deliverables resulting from the scheduled 1st quarter FY24 C2 Formations Integrated Planning Team (IPT) initiative will inform this effort.
6.b. A Logistics Integration METL review 17-20 September 2024 will examine headquarter tasks relating to enterprise logistics areas involving combat support services, logistics mobility and lift operations, and contested logistics. This will include a breakout to refine common standards for HQ units that plan and direct logistics operations. Guidance resulting from the scheduled 1st quarter Enterprise Logistics IPT initiative will inform this effort.
7. Process Alignment.
7.a. The FY24 battle rhythm for METL and T&R Manual reviews will focus on necessary changes to current capabilities and continuing actions aimed at developing future service capabilities in support of FD2030 modernization objectives. Previous FY efforts have prioritized developing new capabilities and conducting training experimentation for the Marine Littoral Regiment (MLR) and its subordinate battalions, resulting in development of new MCTs for use as unit METs and training event elements contained within the experimental T&R Manual for MLR approved in January 2023, follow-on updates in July 2023. Additional future capability development resulting in draft MCTs for use as future METs will serve as key components to on-going experimentation efforts led by the Marine Corps Warfighting Laboratory (MCWL) and T&R development efforts led by TECOM.
7.b. The goals for FY24 are revised METs and training continuums for communities and their subordinates listed in paragraph 8. In addition, MET / METL reviews will provide information, as received from CD&I, PP&O, MCWL and the FMF on evolving initiatives potentially impacting community METs, and T&R Manual training alignment, thereby providing communities the opportunity to be informed and to aid in shaping their future capabilities.
7.c. TECOM task analysts will conduct in-person and virtual community engagements prior to executing a T&R review. Deliberate community interaction is critical to the on-going analysis, MET / METL development, and preparation for T&R reviews.
7.d. MET / METL and T&R manual physical in-person reviews may be required based on the community, classification, and organization being reviewed. Virtual reviews will be conducted when feasible. Dates / times / locations for reviews and solicitation for subject matter expert participation for all events will be published via separate correspondence; overarching schedule is depicted in paragraphs 8.a through 8.j below.
7.e. MET / METL and T&R manual reviews will be supported by assigned charter members for ground communities and per reference (g) for the aviation communities. Members will assist CD&I Total Force Structure Division (TFSD) MCTL Branch and respective TECOM task analysts on planning, synchronizing, and identifying required and evolving MET-associated mission requirements. HQ Marine Corps stakeholders are responsible for coordinating with CD&I TFSD and TECOM subject matter experts to assign FMF community lead action officers (AOs). AOs will be responsible for conducting pre-work for the community prior to a MET / METL or T&R manual review. Coordination will include solidifying dates to conduct reviews, de-conflict scheduling, determining location for reviews via physical attendance or virtual application, preparing timely message notification of upcoming reviews to required participants and addressing MET and training refinement actions.
