GENTEXT/REMARKS/1. Announcement of Fiscal Year 2024 (FY24) Active Reserve (AR) enlisted accession application and Enlisted Accession Bonus (EAB).
a. The AR Program provides experienced full-time reserve component (RC) Marines to facilitate the integration of the United States Marine Corps Reserve (USMCR) within the Total Force Marine Corps. AR Marines directly support with organizing, preparing, and administering policies, regulations, training, recruiting, and retention. =
b. AR is designed with limited structure, Marines may request lateral move (LATMOV) to align with the needs of the AR component, and in some cases be directed to LATMOV for accession opportunity.
c. AR EAB eligibility is based of qualifying military occupational specialties (MOSs).
2. Eligibility.
a. Component applicability.
(1) Must be a member of the reserve component (RC) or active component (AC) Marines within 180-days of their expiration of active service (EAS).
(2) AC and RC applications must be endorsed by current command, acting letter must be attached when applicable. Members of the Individual Ready Reserve (IRR) may have Prior Service Recruiter (PSR), Officer in Charge (OIC) complete command level endorsements.
b. Service limitations. Marines must be able to complete a 48 month enlistment without violating service limitations. AC Corporals with four or more years of active duty service must not exceed an aggregate of 9 active duty years to meet the 48 month accession tour requirement.
c. Reenlistment (RE) Code conditions.
(1) Marines must have one of the following RE codes: lA/B/C, 3N, 3O, or 3V.
(2) RE codes of 3A, 3B, 3C, 3E, 3F, 3H and 3P require a waiver.
(3) RE codes 4 or 4B are ineligible.
d. Rank eligibility, lance corporal through sergeant, and staff non-commissioned officers may be considered for accession when inventory requires. Date of rank (DOR) statement of understanding (SOU) must be completed for all accessions.
(1) AC corporals or sergeants with less than a 90 day break in service from their expiration of active service (EAS) will retain their DOR. Marines with more than a 90 day break in service will have their DOR adjusted by subtracting their active duty time in grade from their accession date. Marines approved for lateral move (LATMOV) will have their DOR adjusted to the AR accession date.
(2) RC corporals DOR is adjusted to the accession date. RC sergeants with accumulated active service (1460 or more total active-duty points) based on the career retirement credit report (CRCR) and who are an MOS match will have their rank adjusted by subtracting total active duty time in grade from AR accession date. Unless approved for LATMOV, DOR is adjusted to match AR accession date. Sergeants who have less than four years of accumulated service (1459 or less total active duty points) based on their CRCR will be accessed as a corporal with a date of rank adjudicated to best fit promotion flow within the approved MOS.
(3) Staff non-commissioned officers DOR is adjusted to AR accession date.
e. Performance evaluation.
(1) Corporals and lance corporals must have minimum required junior enlisted performance evaluation system (JEPES) marks in service of 2.4 (Character), 2.4 (MOS and Mission Accomplishment), and 2.4 (Leadership) per reference (b). Attach proof of Marine Corps Total Force System applicable (MCTFS) screen.
(2) Those with missing fitness reports for periods of 31 days or more within the last three years are ineligible for AR Program accession. Fitness report date gaps will be verified using the Manpower Management Records and Performance (MMRP) fitness report inventory tool and attach fitness report inventory dated within 30 days of submission. Fitness reports in a processing status will be considered incomplete. This will not be waived.
f. Medical and Dental. Marines must pass prescribed physical and dental examinations in accordance with reference (f). Marines in the AC, Selected Marine Corps Reserve (SMCR), and Individual Mobilization Augmentee (IMA) must have a current annual Periodic Health Assessment (PHA) and be certified as physically fit for duty. Marines in the IRR must complete a DD-form 2807-1 within 90 days of submission and be certified as physically fit for duty. Marines are required to have a current dental examination with a classification of I, II, or III. Marines must be worldwide deployable and fit for rigorous combat duty at sea and on foreign shores unless previously waived by an expanded permanent limited duty (PLD) board in accordance with reference (f). This requirement will not be waived. Individual Medical Report (IMR) may be voluntarily attached in place of medical screening. Status must be fully medically ready.
g. Commanding Officer’s Screening/Interview Guide – I&I and Independent Duty (NAVMC 11710) will be used to interview applicants for possible assignments and additional requirements are verified during this process.
(1) Financial stability and dependent information will be provided on NAVMC 11711 (Commanding Officer’s Financial Worksheet). Waivers may be granted for applicants exceeding dependent criteria when the financial stability and the ability to maintain a household away from a military installation without financial hardship is demonstrated.
(2) Family care plans (FCP) for single parents with custody of their children or dual military couples with dependents must be current. This requirement will not be waived.
h. Marines receiving Veterans Affairs (VA) disability compensation must waive receipt of payments while serving in the AR Program.
i. Additional requirements may be requested per current reserve retention processing guidelines.
3. Direct-Hire program is for local commanders to select qualified Marines within their commands or local area.
a. Requests may be submitted to fill current vacancies or billets projected to be vacant in the next 90 days.
b. A favorable command endorsement is required.
4. Restrictions.
a. Applicants who are disqualified for retention per reference (h), will not be considered for the AR program.
b. Marines who become disqualified or ineligible at any time from the date of acceptance, before accession will not be accessed.
(1) Marines who become hospitalized prior to accession date must be medically cleared prior to their accession date.
c. Waiver consideration.
(1) Waivers must be endorsed at the O-5 level or above. IRR applicants may be endorsed by the PSR station OIC.
(2) Re-enlistment waivers as outlined in reference (e) must be routed to the first general officer in their chain of command.
5. EAB information.
a. EAB Lump Sum Amount. The bonus is authorized in two amounts, 10,000 or 20,000 dollars per reference(a).
b. Eligibility
(1) The following MOSs are eligible for the 10,000
dollar EAB: 0231, 0271, 0411, 0451, 0671, 1141, 1142, 1161,
3043, 3521, 3531, 5711, 6048, 6073, 6116, 6531, 6541, 6672, and 7041.
(2) The following MOSs are eligible for the 20,000 dollar EAB: 4821, 6114, 6154, 6156, 6174, 6176, 6217, 6257, and 6276.
c. Signed AR EAB SOU will be uploaded into the Marine’s Official Military Personnel File (OMPF).
d. Payment procedure. After accession to the AR program, the unit will verify the posting of the obligation remark in MCTFS. After verifying the obligation, the unit will then report the following unit diary entries:
(1) Bonus Program Enlisted For (PEF) code (report prior to bonus payment). Use PEF code RC as indicated: TTC 153 001 bonus PEF RC. Applicable bonus entry with the effective date of the Marine’s Accession date: TTC 900 003.
(2) Bonus approved with retraining will not be paid until intended MOS (IMOS) reflects in the Marines record and verification is sent to RAM-1@USMC.mil.
e. Recoupment.
(1) Recoupment will occur at a prorated amount if the Marine; fails to fulfill the obligation, fails to execute lateral move, augments to another component.
(2) Recoupment will not occur if Marine is denied further service due to ECFCs, disability or receives a commission.
f. Incentive funds will be issued on a first come, first served basis.
6. Submissions. All requests will be submitted via the Total Force System (TFRS).
a. AR accession RELM type with reenlistment, extension, or LATMOV is submitted to RA. Required attachments will be uploaded per current reserve retention guidelines and per the guidance in this MARADMIN.
b. Requests may be submitted beginning 1 July 2023 and no later than 15 September 2024. Authorities must be accepted by the no later than date or request will be administratively closed and applicant will be required to re-submit for consideration.
7. This MARADMIN is applicable to the total force.
