GENTEXT/REMARKS/1.  Purpose.  The Commandant of the Marine Corps solicits applications for highly qualified officers to assume command of Combat Mission Team (CMT) 3 and Combat National Mission Team (CNMT) 1 at U.S. Marine Corps Forces Cyberspace Command (MARFORCYBER) in support of Marine Corps and U.S. Cyber Command (USCYBERCOM) operations within the cyberspace warfighting domain.
1.a.  Major timeline milestones are (read in two columns):

2.  CMT and CNMT commanders fill a critical role within the cyberspace warfighting effort and are responsible for executing missions directed by the Commander, MARFORCYBER (COMMARFORCYBER) and the Commander, USCYBERCOM in support of national security objectives world-wide.  These missions correlate to the threats outlined in the National Security Strategy.  CMT and CNMT commanders supervise the execution of missions while coordinating joint, interagency, intergovernmental, and multinational approaches to resolving complex problem sets in cyberspace.  The scope of responsibility, level of technical knowledge required, and span of control inherent to these positions require the selection of the most qualified Marines.
3.  Eligibility
3.a.  Eligibility criteria
3.a.1.  Unrestricted lieutenant colonels, lieutenant colonels (select), or majors in-zone on the calendar year 2023 (CY23)/fiscal year 2025 (FY25) lieutenant colonel promotion selection board are eligible to apply.
3.a.2.  Applicants must hold the primary military occupational specialty (PMOS) of 1702, or a PMOS of 0202, 0602, or 0802, or NMOS of 0206 with an educational and/or experiential background in cyberspace operations.  In order to be considered competitive, the applicant must be able to clearly articulate their education and experience in the cyberspace operations domain.
3.a.3.  Must be able to obtain and hold a TOP SECRET/SCI clearance and pass a counterintelligence polygraph examination.
3.b.  Desired criteria
3.b.1.  A degree in computer science, electrical engineering, information technology, or cyber security is not required but highly desired.  Certifications in cyber, advanced coding, or advanced networking related disciplines are not required but are also highly desired.
3.b.2.  Applicants must have demonstrated work experience in, or have served in a cyber-billet or another highly technical field.
3.c.  Ineligibility criteria
3.c.1.  Officers with an established separation or retirement date.
3.c.2.  Officers with a mandatory retirement date prior to 1 August 2027.
3.c.3.  Lieutenant colonels in or above the promotion zone on the CY23/FY25 colonel promotion board.
3.c.4.  Officers who have previously held command in any lieutenant colonel command screened billet, are currently in command, or are slated to and awaiting command as a result of a previous command screening board (CSB).
3.c.5.  Officers currently assigned to payback tours following graduation from the School of Advanced Warfighting, School of Advanced Military Studies, School of Advanced Air and Space Studies, or the Maritime Advanced Warfighting School who did not complete 12 months of assignment by 31 August 2023.
3.c.6.  Officers who were selected for command and slated on a previous CSB but subsequently declined command.
3.c.7.  Officers who were selected as alternates for command on a previous CSB, and were fleeted-up for command due to vacancy, but declined the command offer.
3.c.8.  Officers who have been relieved for cause.
4.  Application process.  Officers who desire to apply for these command opportunities will submit their application using standard naval letter format, via their current chain of command, to COMMARFORCYBER no later than 15 November 2023.  Applications must be endorsed by the first O-6 in the applicant’s current chain of command.  Applicants must submit applications electronically to MARFORCYBER_G1_Admin@nsa.gov as a single portable document format (PDF) with the naming convention EDIPI_LNAME_FY24_CYBERCOMMANDBOARD. The following must be included as enclosures to the application:
4.a.  Applicant’s letter explaining why they believe they possess the right balance of education and experience to be selected for one of these positions.  The applicant’s letter shall not exceed two single-spaced pages in length.
4.b.  No more than two letters of recommendation (optional).
4.c.  In accordance with reference (b), the board will not review official military personnel file photos, and applicants should therefore submit no photographs.
5.  Coordinating instructions
5.a.  Orders timelines.  Although this command assignment is generally slated for two years, selected officers should expect to execute Permanent Change of Station/Assignment orders to MARFORCYBER at Fort George G. Meade, Maryland in the summer of 2024 for a minimum of three years.  Address career timing questions with PMOS monitors before submitting an application.
5.b.  CMT command billets are designated as O-5 command equivalent.  Officers selected for command of a CMT will receive a letter from MMOA acknowledging the officer’s selection to a command equivalent position, which MMOA will place in the officer’s OMPF.  Officers selected by this board are therefore ineligible for further O-5 command screening.
6.  Board results.  Manpower Management Division plans to release the results of this board on or about 07 January 2024.
6.a.  Alternates.  MMOA-3 will announce a list of alternates in the results message for assignment should a primary selectee be unable to take command.
6.b.  Declinations
6.b.1.  Officers slated to command who decline must do so via AA form, endorsed by the first general officer in their chain of command, forwarded to Headquarters Marine Corps (HQMC) (MMOA-3).  Officers who decline command will receive a letter in their OMPF documenting the declination.  Unless otherwise approved by Deputy Commandant for M&RA due to extraordinary circumstances, officers who decline command will not be considered for any other command during the slating year and are ineligible for command screening on future boards in grade, to include future CMT CSBs.
6.b.2.  Alternates identified to fill vacated commands are also required to formally decline if they choose not to accept the offer.  Letters of declination will be placed in the officer's OMPF.
6.c.  Deferrals.
6.c.1.  Officers selected for command who are unable to execute orders due to extraordinary life or personal circumstances may request deferral.
6.c.2.  Officers requesting deferral must do so via AA form, endorsed by the first general officer in their chain of command, forwarded to HQMC (MMOA-3).
6.d.  The results message will announce all timelines for the submission of declinations and deferral requests.
