GENTEXT/REMARKS/1.  As a result of the FY23 CMS, the Commanding General (CG) Training and Education Command (TECOM) directed a modification to MCO 3574.2M authorizing Marines who qualify as marksman (MM) or sharpshooter (SS) with either the service rifle or service pistol two additional attempts to improve their score and classification during a single FY.  Furthermore, the modification allows Marines who requalified after previously firing a score classifying them as unqualified (UNQ) to receive the score and classification they earned upon requalifying.  CG TECOM further directed the modifications be implemented as soon as possible.  Per CG TECOM directive, the modification is effective 1 October 2023.
2.  The modification aims to afford commanders the option to give their Marines more training opportunities to improve their score and individual battlefield lethality.  Therefore, commanders must carefully weigh their use of available range quotas.
3.  Examples.
3.a.  If a Marine fires a score classifying them as a MM or SS, the score is entered in the Marine Corps Total Force System (MCTFS). However, the Marine may return on another detail to improve their score.  If the Marine fires MM or SS on the second attempt, the second attempt score and classification is entered in MCTFS and that Marine may return one more time to improve their score.  The Marine’s classification after the third attempt is again entered in MCTFS, and that score remains until the Marine fires again the following FY.
3.b.  If a Marine fires a score during any attempt, classifying them as an Expert (EX), the Marine is no longer eligible for further attempts to improve their score.
3.c.  The most recent qualification score is what will be entered in MCTFS, even if the score and classification is less than their last qualification attempt.  The Marine is not authorized to choose a score and classification from an earlier attempt if their subsequent attempts are lower than the original / previous score(s).
3.d.  If the Marine fires a score classifying them as UNQ at any time, their improvement attempts start over.  For example, if the Marine fires SS, then UNQ, and then SS, the Marine may return to the range for two additional improvement attempts.
4.  The Commanding Officer, WTBn Quantico serves as the proponent for the MCCMP and is responsible for updating the MCCMP order.  The updated MCCMP order is currently in the staffing process and is expected to be published early in the first quarter of FY24.
