GENTEXT/REMARKS/1. Purpose. To provide updates to the Fiscal Year (FY) 2024 Command Retention Mission (CRM). This message provides an update to the FY 2024 First Term Alignment Plan (FTAP) mission and establishes the Direct Affiliation Program (DAP) Mission.
1.a. The FY 2024 FTAP aggregate mission is reduced from 36 to 34 percent of the eligible FTAP population. The decrease in the aggregate mission will have subsequent impacts on the By-MOS mission.
1.b. The following Major Commands are assigned a DAP mission:

1.c. Although Major Commands are the only commands directly missioned by the Commandant of the Marine Corps (CMC) Manpower Management Division (MM), the service headquarters and leaders at all levels are critical in influencing Total Force retention. We must work diligently to retain our best as the service endeavors to rebalance recruiting and retention.
2. Background
2.a. Reference (b) remains the base document for the FY 2024 retention campaign. The DAP mission is added as a supplement to reference (c) and reflects emerging Total Force retention requirements.
2.b. Leaders at every level share responsibility for Marine Corps retention efforts. The Active Component (AC) is uniquely suited to engage those Marines who do not intend to continue active service and apprise them of opportunities for continued service in the Reserve Component (RC) via direct affiliation.
3. An updated FY 2024 CRM, including the FY 2024 FTAP reduction and FY 2024 DAP missions, is available on the Total Force Retention System (TFRS) and the Manpower & Reserve Affairs website at https:(slash)(slash)www.manpower.usmc.mil/webcenter/portal/ER/MMEA-1
4. Coordinating Instructions
4.a. The aggregate mission assigned to each Major Command is based upon the overall RC retention goal and each command’s eligible FY 2024 first term Marine population.
4.b. All Marines, to include officers and enlisted, first term and careerist, with an expiration of active service (EAS) between 1 October 2023 and 30 September 2024 will count towards the FY 2024 CRM.
4.c. Commands will receive credit once an approved DAP request is accepted by the eligible Marine.
4.d. The Fleet Marine Force and Supporting Establishment will be reinforced with Active Reserve (AR) Marines to provide commands subject matter experts (SMEs) regarding the RC, DAP, and associated benefits and opportunities. Due to limited availability, Major Commands assigned these AR Marines are directed to ensure the SMEs are made available to all Marines interested in pursuing a DAP request aboard the applicable installation. Commands that are not assigned a DAP SME for this purpose are encouraged to make coordination to leverage these resources.
4.e. Successful execution of the DAP will require a Total Force effort. Gaining commands should track inbound Marines via Marine Corps Total Force System and ensure that coordination is made in accordance with reference (d) upon acceptance of an approved DAP request.
5. Timeline
5.a. The CRM is effective from 1 June 2023 to 30 September 2024.
5.b. Subsequent updates to the CRM will be released as applicable.
6. This MARADMIN is applicable to the Marine Corps Total Force.
7. This MARADMIN cancels on 30 September 2024.
