GENTEXT/REMARKS/1. Purpose. To provide detailed guidance governing the procurement, site approval, storage, accountability, handling and use of commercial ammunition and explosives (A&E). While this MARADMIN is primarily focused on Weapons Training Battalion (WTBN), MCB Quantico in direct support of official Marine Corps shooting teams and explosive ordnance disposal (EOD) Teams in direct support of installation air shows, the same processes must be followed by any organization having a requirement for commercial A&E. Guidance set forth in this policy will be included in the next revision of references (a) and (d).
2. Background. The Marine Corps shooting team and designated EOD teams supporting installation air shows may require commercial A&E due to specific requirements that cannot be fulfilled by standard-issue Department of Defense (DoD) ammunition. Commercial A&E may offer unique characteristics, such as specific bullet types or loadings that enhance precision, accuracy, or performance. For clarification, the terms commercial A&E, non-standard ammunition, and non-DOD ammunition throughout this MARADMIN are synonymous. They are defined as A&E that has not been qualified nor fielded through the Naval Munitions Qualification process, or other DoD services respective qualification processes.
3. Procurement. Per reference (a), the procurement of ammunition with the intent of fielding and sustaining the Total Munitions Requirement (TMR) is prohibited by any Marine Corps organization, other than Marine Corps Systems Command (MARCORSYSCOM). All requirements within the TMR are considered DoD standard ammunition. When commercial A&E is required and requested in the appropriate timeline, the Program Manager for Ammunition (PM Ammo), MARCORSYSCOM, will conduct the procurement actions.
3.a. Commercial A&E procurement timelines.
3.a.1. PM Ammo, MARCORSYSCOM, must receive the detailed requirements list, via ETMS2, at least six months prior to the required delivery date. This timeline is required to enable sufficient time for PM Ammo to conduct market research and all contracting actions. When submitting the requirements list, provide as much detailed information about the commercial A&E as possible and its intended use.
3.a.2. If the detailed requirements list is submitted less than six months prior to the required delivery date, market availability of commercial A&E may negatively impact the delivery date.
4. Commercial A&E Transfers in support of the Marine Corps Shooting Team.
4.a. The proximity to other federal entities within the National Capital Region has fostered the opportunity of transfers of excess commercial A&E to WTBN at no cost to the Marine Corps. This presents a great opportunity for cost avoidance while also building important relationships within the marksmanship community.
4.b. The Commanding Officer, WTBN, MCB Quantico is responsible for the safety of use and accountability of these commercial A&E transfers.
5. Site approval, storage, handling, and use.
5.a. Use of commercial A&E on non-certified range training areas, requires a Department of Defense Explosives Safety Board site approval and Standard Operating Procedures per references (b) and (c). The Explosives safety site approval requests must be submitted to PM Ammo six months in advance of the event.
5.b. In addition to required site approvals, installations requesting or receiving commercial A&E must submit a non-DOD ammunition storage request to PM Ammo for authorization to store and handle commercial A&E per reference (b). Upon approval to store non-DOD ammunition, PM Ammo will provide the installation with a storage authorization letter containing the parameters of the approval.
5.c. The use of commercial A&E is prohibited on Marine Corps operational training ranges without explicit approval of the Commanding General, Training and Education Command (TECOM) (Range and Training Area Management). Per reference (e), once the use of commercial A&E has been authorized, the base or station Commander is the final approval authority for its use.
5.d. For events where Marines and/or government civilians are not directly involved (e.g., only observers, and where contractors will be performing testing and/or demonstrations), the necessary safety documentation shall be coordinated between the responsible contractor and the local base/station Commander and Range Safety organizations.
6. Accountability. Strict accountability of A&E must be maintained IAW reference (f).
7. This is a coordinated message between MARCORSYSCOM AND TECOM.
8. This MARADMIN is applicable to the Marine Corps Total Force.
