GENTEXT/REMARKS/1.  This MARADMIN solicits applicants for consideration on the FY24 Acquisition Primary Military Occupation Specialty (PMOS) Selection Panel (ACQP).  The ACQP will select qualified applicants to serve in the PMOS of 8059 and 8061. The ACQP will convene on or about 14 November 2023 aboard MCB Quantico. Applications are due no later than 31 October 2023. Late submissions will not be considered.
2.  Marine Corps Systems Command (MARCORSYSCOM), as the executive agent for acquisition training and education, will verify all acquisition certifications, workforce experience, and academic qualifications prior to the convening of the panel.
3.  Eligibility
3.a.  Officers must meet the following criteria:
3.a.1.  Be an unrestricted officer in the Active Component (AC), in zone for major, or in the grade of major through lieutenant colonel with less than 24 years of active commissioned service as of 1 June 2024.
3.a.2.  Not currently slated for command as a result of the FY24 Command Screening Board.
3.a.3.  AC officers in joint billets are eligible only if they will complete 24 months in their current assignment by 30 October 2024.
3.a.4.  AC officers must be complete with their Commandant's Career-Level Education Board or Commandant's Professional Intermediate Board utilization tours by 30 October 2024.
3.b.  Selection Considerations
3.b.1.  Applicants to either 8059 or 8061 may come from any unrestricted PMOS. The panel will consider previous PMOS/Occupational Field and experience when assigning 8059 or 8061. Experience in an aviation MOS (60XX, 66XX, 72XX, 73XX, or 75XX) is highly weighted for the 8059 PMOS; applicants from outside those PMOS communities may require a TECOM waiver, per NAVMC 1200.1H.
3.c.  Selectees will incur a four-year service obligation from the date of assignment to the 8059/8061 PMOS.  Selectees will receive PCS or PCA orders to fill an 8059 or 8061 billet.  Aviation officers under an aviation bonus contract obligation are eligible for the 8059 PMOS and will receive future bonus payments if selected.
4.  Acquisition Experience Requirements
4.a.  The panel will consider applicants regardless of Defense Acquisition Workforce Improvement Act (DAWIA) certification or previous acquisition experience.  While previous experience will be weighted in selection, the Marine Corps desires officers with demonstrated leadership, a passion for developing and delivering capabilities, and a desire to work in a dynamic cross-functional program office environment.
4.b.  Specific DAWIA certification requirements listed in previous FY Acquisition Lateral Move MARADMINs are no longer applicable. However, if selected to an 8059 or 8061 PMOS, Marines must pursue certification IAW current DAWIA requirements.
5.  Coordinating Instructions
5.a.  Applicants must initiate an acquisition records audit with the USMC DAWIA Manager or Specialist listed above NLT 14 October 2023.
5.b.  Direct questions relating to the application process to the listed MMOA-3 POCs.
5.c.  Direct questions relating to the Marine Acquisition Officer (MAO) Occupational Field Specialty to the respective MAO POCs.
6.  Application Instructions
6.a.  Applications must be submitted via the NAVMC 10274 Administrative Action (AA) request form.  An application template/example is located at https:(slash)(slash)www.manpower.usmc.mil/webcenter/portal/OA3ACQ/Home. 
6.a.1.  Applications must be endorsed by the first O6 (or O5, as appropriate, e.g.; independent battalions within a Division) in the applicant’s chain of command.
6.a.2.  The applicant shall state preferred MOS, 8059 or 8061, in the AA Form.
6.b.  In addition to the AA Form, the application will contain the following documents.
6.b.1.  DAWIA career and training summary.
6.b.2.  DAWIA transcript, if applicable.
6.b.3.  Written or electronic correspondence from PMOS monitor acknowledging and approving applicant’s desire to lateral move.
6.b.5.  Any letter(s) of recommendation.  Letters of recommendation are not required however, letters attesting to the applicant’s future potential for acquisition command are beneficial.
6.c.  Additional supporting documents.  This should include documentation related to acquisition qualification and/or accomplishments not already on record. This would include a copy of a Program Management Professional (PMP) certification or other acquisition related professional certification/certificate program.  This could also include unofficial awards for work in the DoD acquisition arena or supporting documentation regarding an applicant’s participation on or in support of a particular program.
6.d.  Combine application into a single Adobe Portable Document Format (.PDF) document prior to submission.  MMOA-3 will return all applications that are not combined.
6.e.  Application .PDF must be labeled as such:  EDIPI_LNAME_8059_8061. MMOA-3 will be return all applications that are not labeled as such.
6.f.  Submit applications to MMOA-3 at smbmanpowerofficerpr@usmc.mil NLT 31 October 2023.  Late submissions will not be accepted.
7.  This MARADMIN is not applicable to the Marine Corps Reserve.
