Gentext/Remarks/1. This is a Commanding General (CG), Training and Education Command (TECOM) and Deputy Commandant, Manpower and Reserve Affairs coordinated message to comply with Secretary of Defense (SECDEF) and Department of Navy (DON) mandates pertaining to countering extremist activities.  This MARADMIN provides instruction and administrative details for conducting and documenting training per reference (a).
2. Applicability. This MARADMIN applies to the total force.
3. Mission. No later than 1 October 2023, Fleet Marine Force and supporting establishment will include Defense Equal Opportunity Management Institute (DEOMI) countering extremist activities training during prohibited activities annual sustainment training.
4. Execution.
4.a. Foundational countering extremist activities training at initial entry-level programs of instruction will ensure Marines understand the importance of their oath of office, have the ability to describe impermissible behaviors, and understand the proper procedures for reporting suspected, or actual, extremist behaviors in accordance with references (b) through (d).
4.b. Annual sustainment of non-core training for Prohibited Activities and Conduct (PAC) will include the DEOMI countering extremist activities training material.
4.c. Execution of training per para 4.b will ensure compliance with in-person, periodic training as well as specified training for senior enlisted leaders, law enforcement, legal advisors, and recruiters per references (a) through (d).
5. Tasks.
5.a. Initial entry-level schools. Ensure extremism knowledge, skills, and attributes contained in initial entry-level programs of instruction comply with references (b) through (d).
5.b. Units. Implement the DEOMI training material during annual sustainment of PAC training.
6. Coordinating instructions.
6.a. Approved training materials are located at DEOMI, www.defenseculture.mil, and Marine Corps Training Information Management System (MCTIMS) for PAC training.
6.b. Commanders may not supplement provided training materials without prior approval from CG TECOM. Commanders are encouraged to seek the assistance of a judge advocate, or counsel, in support of the training when available.
6.c. Documenting and reporting training for uniformed service members will be recorded via MCTIMS. Units will record DEOMI training using code “SECDEF directed extremism training” and PAC Will remain PC.
7. Administration and logistics. Training frequency and training delivery methods shall adhere to PAC guidelines contained in enclosure (1) of reference (e).  Training may be conducted via leader-led or unit subject matter expert led instruction.
