GENTEXT/REMARKS/ 1.  This MARADMIN announces the release of an update to the VMU Transition Task Force (VMU TTF) charter dated 29 June 2021
2.  Per refs (C), (D), (F), (G) and (N) and through the requirements process, DC CD&I has directed the transition of the Marine Unmanned Aerial Vehicle Squadrons (VMUs) from the RQ-21 Blackjack to the MQ-9A Block 5 Reaper.
3. In order to meet the complex and expansive requirements of developing and fielding a Group 5 Unmanned Aerial System (UAS) in support of the CMC’s Force Design 2030, an updated charter is necessary. To utilize all the capabilities of the MUX-MALE aircraft and its associated sensors, the Marine Corps requires enterprise-wide coordination to address airspace, basing, overflight agreements, networks and integration into existing command and control (C2) networks and the joint intelligence enterprise. Though previously addressed a renewed effort to effect intra and inter-service as well as external agency coordination and support is required. Thus, this update establishes the Executive Steering Group (ESG) at the O-7 level to be chaired by the Assistant Deputy Commandant for Aviation, as well as expanded roles, responsibilities and battle rhythm for other TTF members. The Charter also identifies the need to establish a Type Model Series Lead and include its membership withing the VMU TTF.
4.  In order to properly conduct the VMU TTF actions and objectives, full cooperation and proponent participation are required. Providing the correct subject matter experts with access to the proper decision-making authority level will enable a continuity of effort.
5.  To effectively support the TTF the following commands are requested to support with appropriate representatives resident within their commands as well as their applicable subordinate organizations.

6.  Non-governmental participation will be restricted only to those entities working under federal contract with DoN. Participation by any other non-government entity shall be authorized through the TTF Lead.
7.  Coordinating Instructions.
    7.a. The TTF will use an unclassified SharePoint website (hosted by Intelshare Intelink) as its primary collaborative medium to ensure proper TTF staffing channels are used and efficient staff work are completed by providing an effective formal communcation, coordination, collaboration medium and document repository to include the revised VMU TTF Charter at https:(slash)(slash)intelshare.intelink.gov/sites/aceuattf/_layouts/15/start.aspx#/ 
     7.b. No later than 15 Oct 2023, request stakeholder organizations listed in paragraph 5. forward name, rank, unit, billet, email, and phone number for their respective TTF representatives to the POCs for this MARADMIN, create an intellink account and request access to the VMU TTF Website via the above link.
     7.c. Cross Functional Team leads have been assigned to the related organization of the CFTs' line of effort. These organizations are requested to identify those assigned to lead their respective CFT, as well as their ESC (O-6) and ESG (O-7) members as soon as possible and forward those individuals' information to the POCs for this MARADMIN.
     7.d. Battle Rhythm events will be scheduled by the TTF Lead Office begininng in October 2023. The agenda details, expected outputs and virtual communications for networked attendance will be communicated via the VMU TTF disto list and posted on Sharepoint at https:(slash)(slash)intelshare.intelink.gov/sites/aceuattf/_layouts/15/start.aspx#/SitePages/VMU%20TTF%20IPC.aspx.
8.  Command and Signal. This MARADMIN is applicable to the Marine Corps Total Force.
