GENTEXT/REMARKS/1. This is an ACTS, MCCES Ops, TRNGCMD G3, HQMC IC4 coordinated message.
2. Purpose. To announce the FY24 available Marine Corps skills and career progression training seats for the 28XX Occupational Field (OCCFLD). This message is provided to commands to plan, assign and schedule student attendance. Further clarification and guidance will be provided via separate correspondence. Class schedules in the following paragraphs are resident in Marine Corps Information Training Management System (MCTIMS) in the student registrar module.
3. Senior Ground Electronics Maintenance Officers and Chiefs are encouraged to stress the requirement of attending these courses and their effect on promotion and career viability. Per reference (a), the formal learning center must submit cancellation requests to the CG, Training Command no later than 30 days prior to the class report date if class registrations do not meet the course minimum size established in the approved course descriptive data (listed in paragraphs below). Timely registration will prevent cancellation of classes, and ensure that the Fleet Marine Force, supporting establishment and individual Marine training requirements are met. Participation in these skills progression and career level courses is critical to retaining funding for these curricula and affords opportunity to master 2000 level events as depicted in the Training and Readiness Manual.
4. Registration. All seats are funded by TECOM formal schools training branch for active duty Marines. Availability is limited to the 2800 OCCFLD. By exception, Government civilians may obtain command funded seats by contacting the IC4 POC identified in this MARADMIN. Unit maintenance chiefs are requested to submit seat requests to the IC4 POC via e-mail. All 28XX seat requests EMAIL: Judah.crawford@usmc.mil. All e-mails must be encrypted using PKI authentication via the common access card. E-mail containing PII must be marked "For Official Use Only.”. Request must include the following information:

5. Funding letter. Once a student is registered in MCTIMS, the POC provided for funding will be responsible to generate the funding letter from MCTIMS.

5.B. Hover over MCTIMS (top left-hand corner) and select student registrar module.
5.C. In student registrar, search insert course ID and click search (e.g., M09DRP1).
5.D. In the class list tab, find the correct class number (e.g., class 2024010).
5.E. Click down arrow and select view allocations.
5.F. Click class roster (bottom of the page).
5.G. Locate student name.
5.H. Check the funding status, ensure it states approved. If the column is blank or pending, contact IC4 POC listed above.
5.I. Click the down arrow and select generate funding letter.
6. Ground electronics maintenance courses (28XX) developed per formal learning center tasks in reference (b).
6.A. Tactical Remote Sensor System Maintenance Course CID M09DRP1.
6.A.1. Students receive instruction on the Tactical Remote Sensor System (TRSS) and all associated equipment. Instruction includes equipment characteristics, installation, operational and performance testing, circuit operational analysis, and troubleshooting using Test Measurement and Diagnostic Equipment and technical publications unique to the TRSS. TRSS Maintainers are trained to inspect, maintain and repair TRSS equipment up to the field level. TRSS Maintainers are also trained to provide technical assistance during the installation and operation of the TRSS. This MOS will only be assigned to Marines holding primary MOS 2841 or 2862.
6.A.2. Prerequisites. Must possess MOS of 2841 or 2862.

6.B. Electronic Maintenance Supervisor Course CID M09DRN1.
6.B.1. This course provides instruction in ground electronics maintenance capabilities of the Marine Corps; structure of HQMC DCI IC4, SYSCOM, and LOGCOM relative to procurement and program support; Marine Corps maintenance philosophy and management; shop organization and operation; personnel management and training; system siting, grounding, and electro-magnetic interference; environmental responsibilities; Continuous Process Improvement; and pending/future ground electronics maintenance programs and challenges.
6.B.2. Prerequisites. MSgt 2862, 2887, or MSgt 2874, or selectee. PMOS 2891 will be awarded upon successful course completion. Additional Maintenance and Maintenance Management MOS’s desiring attendance are encouraged to contact the 28XX POC listed above for consideration in obtaining limited non MOS producing seat allocations.

6.C. Micro-Miniature Repair Course CID M09E2D1.
6.C.1. The course provides instruction on the setup, operation, and maintenance of automated test equipment. It provides instruction in faulty component isolation on circuit card assemblies, repair and replacement of damaged conformal coating, conductors, pins, cups, multi-lead and surface mounted components. Electrostatic discharge precautions are instructed and adhered to throughout the course. The conduct of quality assurance testing for an effective repair, the identification and causes of defective solder connections, the removal and installation of various soldered components, including microelectronic integrated circuit devices on circuit card assemblies is also instructed.
6.C.2. Prerequisites. Must possess one of the following PMOS:28XX.NMOS 8641 will be awarded upon successful course completion.

6.D. Digital Wideband Technician Course CID A09DPG1.
6.D.1. The Digital Wideband Technicians Course is a skill enhancement course for Marines that hold MOS 2831. This course provides students with a background in satellite fundamentals ranging from multiplexing to modulations. Students will receive baseband principles to include equipment programming, patching, and configuration. This course will cover identifying and correcting configuration errors, along with identifying faulty components in the Secure Mobile Anti-Jam Reliable Tactical Terminal.
6.D.2. Prerequisite. U.S. Marine active duty and selected Marine Corps reserve component personnel with the following minimum qualifications: Corporal to Gunnery Sergeant, must hold MOS 2831. Additional Maintenance MOS’s within the 28XX Occupational Field, desiring attendance due to unit specific requirements ISO the SMART–T are encouraged to contact the 28XX POC listed above for consideration in obtaining limited non-MOS producing seat allocations.

6.E. Advanced Digital Switching Course CID F03CHH1.
6.E.1. This course provides the student with instruction in the fundamentals of the Digital Switching System (DSS), analog to digital or digital to analog conversion and transmission, and operation and maintenance of the DSS, management of the DSS through operational measurements and LOGUTIL reports.
6.E.2. Prerequisite. This course is intended for commands performing maintenance on government owned, fixed plant, central office telephone equipment. Individual must possess the 28XX MOS or have digital switching equipment maintenance experience to qualify.

6.F. Troposcatter Terminal Repair Course CID M09DR11.
6.F.1. This course provides technical instruction pertaining to the theory, operation, and maintenance of troposcatter communications systems, to include instruction in time division multiplexing, signal formats, conditioned diphase fundamentals, and modulation techniques. Students learn the fundamentals of narrow band FM transceivers and component level troubleshooting during the radio fundamentals portion of the course, as well as the theory and operation of special devices used in troposcatter equipment. It encompasses in-depth instruction in the characteristics, theory of operation, block diagram analysis, detailed logic diagram analysis, alignment, performance testing and troubleshooting of the AN/TRC-170 communications system. This course also includes interfacing ancillary equipment, the use of General Purpose Test Equipment for fault isolation to the piece part component level, and instruction in corrective maintenance procedures.
6.F.2. Prerequisite. Rank: Pvt, PFC, LCpl, Cpl, Sgt, SSgt; MOS: 2831, 2862. Completion of this course meets eligibility requirements of holding the NMOS 2832 AN/TRC-170 Technician.

6.G. Electronic Maintenance Technician Course CID M09DSJ1
6.G.1. This course covers the knowledge and skills required for performance in the MOS of 2862. Training topics for this course include advanced electronic theory, advanced corrective maintenance of ground electronics and communications equipment, maintenance programs and operations, deployment planning, and complex maintenance tasks. Graduates are expected to transfer the electronic fundamentals and troubleshooting skills to the multitude of equipment they are expected to repair. Ground Electronics Systems Maintenance Technicians are qualified to perform complex diagnosis, field level repairs; modifications to ground electronics systems and supervise ground electronics systems maintenance activities; and instruct in the use and maintenance of ground electronics communications systems.
6.G.2. Prerequisite. Career level Marines of the MOS 2831, 2841, and 2847 in the ranks of Sergeant (Staff Sergeant selects) and Staff Sergeant.

7. Reporting requirements. All nominations will be submitted through MCTIMS. Parent commands are responsible to provide TD FITREPS/JEPES performance evaluation on their personnel, all students will receive an academic FD performance evaluation from the date of their arrival or convening date (whichever is later), until the graduation date. All personnel will arrive with the required clearance for the course they are enrolled and sufficient time remaining under their current investigation to complete the course, students arriving without the proper clearance or an expired clearance will be disenrolled. All commands will ensure that students arrive prior to the course convene date. Course instruction will begin no later than 0730 on the convening date, travel to the school must be complete no later than 2359 the day prior to the report date of the course.
