GENTEXT/REMARKS/1. This MARADMIN is a coordinated effort with Marine and Family Behavioral Programs Integration Branch.  The Command Climate Assessment (CCA) lifecyle consists of two parts:  part one is the annual Defense Organizational Climate Survey (DEOCS) and the change of command CCA; part two is the Comprehensive Integrated Primary Prevention (CIPP) plan.  This MARADMIN provides policy updates and guidance to the Marine Corps Total Force for part one.  Additional guidance for the CIPP development will be released by Marine and Family Programs in a separate MARADMIN.
2.  Background.  Reference (a) is the governing policy for CCA as of December 2022. The purpose of the CCA is to ensure a systematic process is utilized to gather information from the DEOCS and to consider other sources of information regarding risk and protective factors to form a comprehensive picture and actionable plan for the command.
3.  CCAs.  The following commanders and civilian leaders are required to complete the annual and change of command CCA: O-5 and O-6 slated commanders, commanding generals, deputy commandants and senior executive service members.
3.a.  Conducting the required CCAs must be annotated in the commander's annual fitness report per reference (b).
3.b.  If a unit/command is deployed and does not have the connectivity to complete the CCA, a Memorandum for the Record will be created and signed by the commander.  Upon return, the unit/command must complete a CCA within 90 days.
4.  Change of Command CCA.  A change of command CCA must be conducted within 90 days after assumption of command.
4.a.  During the status of command briefs, commanders and civilian leaders must review the most recent annual CCA and assess the progress in implementing the corrective action plan. The purpose of reviewing the most recent annual CCA is to ensure the commander or civilian leader analyzes the environment of the assumed command to determine the best way to implement prevention efforts that will minimize risk factors and increase protective factors.
4.b.  If a change of command CCA occurs during the annual CCA, commanders and civilian leaders should conduct a single CCA that fulfills both the change of command and annual CCA requirements.
5.  The Defense Organizational Climate Pulse Survey (DOCP), also referred to as the "Pulse Survey,” is a brief survey tool that has greater flexibility within the question bank content than the DEOCS.
5.a.  The "Pulse Survey," may be administered during the change of command CCA or in between the change of command and annual CCA. For example, a command may complete their annual CCA in August, have a change of command in March, and administer the "Pulse Survey," in June.
5.b.  The "Pulse Survey," cannot be administered more than once a year or within the 90 days before or after a DEOCS.
6.  Annual CCA.  If a command has not completed their annual DEOCS requirement for 2023, they must register no later than 30 November 2023 and complete the DEOCS no later than 30 December 2023.  Beginning in calendar year 2024, all commands shall conduct an annual CCA in accordance with reference (d) chapter 2, between 1 August and 30 November and shall begin no later than 31 October.
7.  Applicability.  Unit member participation in a CCA must be voluntary.  All Service members and civilian employees in the command or organization must have the opportunity to participate.  Contractor personnel may not participate in the CCA.  Individuals who are temporarily assigned for 30 days or more will be included in the CCA for the organization in which they are currently performing their duties.
7.a.  Unit/command or organizational leaders with fewer than 50 survey participants will conduct the DEOCS portion of their CCA with another unit or organization to ensure that survey respondents are not individually identifiable in the results.
7.b.  Commanders and leadership should actively promote maximum survey participation and provide opportunities for all personnel (military and DoD civilians) to take surveys during working hours.
8.  CCA Augmentation.  Commanders may augment their DEOCS results with information from other sources, such as focus groups, surveys, and other data.  Prevention staff assigned to commands can support CCA efforts as defined in reference (a).
