GENTEXT/REMARKS/1. This is a coordinated message among PP&O and TECOM. The purposes of this MARADMIN are to: (1) clarify the approval authority for awarding the Security Cooperation (SC) Planner Free Military Occupational Specialty (FMOS) 0560; (2) outline the process for commands to execute this authority; and (3) explain the administrative actions taken at local installation personnel administration centers (IPACs) after the awarding authority makes its determination.
2. Background. Per Ref (a) and (b), SC Planners work closely with operational planners to ensure planned SC activities and engagements enable other USMC operations. SC activities and engagements are focused on enhancing force readiness and/or sustainment activities for USMC forces, prepositioning and access, coalition partner interoperability, and contribution to deterrence via the development of partner nation defensive capabilities. SC Planners develop multi-year security cooperation plans in support of overarching global campaign plans, combatant command campaign plans, and other high-level strategic guidance. SC Planners have a comprehensive understanding of the USMC SC planning and execution process. The SC Planner FMOS may be awarded to Marines in grades E6-E9 and O2-O6 who meet the prerequisites in paragraph 3 and requirements in paragraph 4 of this MARADMIN. Paragraphs 3 and 4 contain modifications to Ref (b) that will be incorporated into the Fiscal Year (FY) 2025 version.
3. Prerequisites.
3.A. Security clearance requirement: Secret.
3.B. Complete the Introduction to Security Cooperation (SC-101) and Introduction to Socium (SOC-101) virtual training courses provided by the Defense Security Cooperation University (DSCU). The completion of the SC workforce development programs basic-level certification is no longer required.
4. Requirements.
4.A. FY 2025 and beyond, Marine officers and enlisted personnel must meet the criteria identified in FY 2025 version of Ref (b) to be awarded MOS 0560.
4.B. Marine officers and enlisted personnel who completed the Security Cooperation Planners Course (SCPC) (N030JX3 or N030JXM), during FY 2018 through FY 2024, provided by the Marine Corps Security Cooperation Group or TECOM, Marine Corps Intelligence School, SC Training Detachment are eligible for and may be assigned FMOS 0560, upon request as detailed below. Only one of the courses is required to qualify for FMOS 0560. SC Planner skills are perishable and therefore Marines who completed the SCPC course prior to FY 2018 do not qualify for the 0560 FMOS.
5. Awarding Authority. Effective with the release of this MARADMIN, Commanding Officers at the O-5 level and above may approve assignment of FMOS 0560 for Marines who have met the criteria contained in Ref (b) and as modified by paragraphs 3 and 4 of this MARADMIN.
6. Administration. Marines should attach a copy of this message when submitting their electronic personnel action request. IPACs will run the additional MOS 0560-unit diary entry in the Marine Corps Total Force System (MCTFS) for those Marines who have been awarded the SC Planner FMOS by their respective command authority. This process and authority for awarding the SC Planner 0560 FMOS is effective immediately and will be reflected in the FY 2025 version of Ref (b).
