GENTEXT/RMKS/1. Purpose: USMC Cyberspace Workforce Transition- Facilitate the USMC Cyberspace Workforce Program (CWF) alignment in accordance with the Department of the Navy (DON) Chief Information Officer (CIO) directed transition, DON CIO Memorandum For Distribution (MFD), 3 May 2024, “Department of the Navy Cyberspace Workforce Transition.” This transition includes the entirety of the Department of Defense (DoD) Cyberspace Workforce Framework (DCWF), the authoritative source for identifying, tracking, and reporting on cyberspace positions.  
2. Background: The DON CIO CWF transition memo provides policy updates on key areas of the SECNAVINST 5239.20A, and 5230.2 for transitioning from the Department of the Navy Cyberspace Information Technology and Cybersecurity Workforce to the DON Cyberspace Workforce Qualification and Management Program, hereafter referred to as the DON CWF Program. Deputy Commandant for Information (DC I) is coordinating Marine Corps Order (MCO) 5239 to further expand on CWF PM responsibilities. Ref (a) is authoritative to the Navy and USMC and should be used to start the transition preparation as the MCO is being staffed.  
3. Execution: USMC commands will initiate implementation of the cyberspace program qualification and management framework as outlined in reference (d).   
3.A. The following are to be completed by 3 May 2024:  
3.A.1. Identifying a primary Cyber Workforce Program Manager (CWF-PM) to provide oversight at the command level of the organization’s CWF program.    
3.A.2. Ensure Civilian and Military billets are coded in the Total Force Structure Management System, Defense Civilian Personnel Data System (DCPDS), and the Marine Corps Total Force System (MCTFS) with at least a primary Cyber Workforce work role code and proficiency level.          
3.A.2.A. An ETMS2 tasker will be published to execute the final bulk coding initiative.  
3.A.2.B. Billets can have up to three work role codes and proficiency levels.
3.A.2.C. DC I will execute initial upload of Civilian data into DCPDS using coding initiative data.
3.A.2.D. DC I will coordinate the upload of Military data into MCTFS in April 2024.
3.A.2.E. Beyond initial upload of coding data, commands will be required to make changes through their manpower and personnel change processes.  
3.A.2.F. This task will not include the new Data, AI, or Software Engineering work roles codes, later guidance will be issued once those roles are ready for implementation.   
3.A.3. Ensure Civilian Position Descriptions are updated to reflect work role codes and cyber workforce requirements.
3.A.3.A. DC I is establishing a coding worksheet in coordination with ASN M&RA and OCHR that can facilitate PD’s that require pen and ink change. Guidance will be forthcoming from USMC M&RA once the coding sheet has been finalized.   
3.A.4. Designate personnel into the Cyber Workforce, in writing, via the Cyberspace Workforce Letter of Designation. 
3.A.4.A. Within the designation letter, reference (g) is a placeholder for the Command’s internal CWF Qualification Program.

3.A.4.C. Adjustments to the form are authorized, must be approved through the DC I Enterprise Cyberspace Workforce Program Office. 
3.A.4.D. See paragraph 3.A.5.B.8.B. for designation letter caveat. 
3.A.5. Commands who will not meet the above requirements by the assigned date, for reasons outside of their control, must provide a justification to the DC I Enterprise Cyberspace Workforce Program Office by 5 April 2024.  
3.A.5.A. DC I will coordinate with these commands to provide a way forward. 
3.A.5.B. Once all administrative conditions are set, USMC will be transitioning to the following qualification timeline:
3.A.5.B.1. Foundational qualification within nine months of designation. 
3.A.5.B.2. Residential qualification requirements within twelve months of designation. 
3.A.5.B.3. A minimum of 20 hours per year of Continuous Professional Development. This requirement cycles on the anniversary of the assignment to the billet annotated on the designation letter.  
3.A.5.B.4. Marines and Civilians will use established data systems to provide artifacts and track their training completion. 
3.A.5.B.5. CWF-PMs will use the Total Workforce Management Services Cyber Workforce Module to track and report workforce qualification and readiness.  
3.A.5.B.6. Marine Forces Cyber Command is authorized to maintain the use of the Joint Cyber Command and Control Readiness.

3.A.5.B.8.A. Foundational Qualification matrices are being updated by DoD, tentative to be completed by 31 December 2023. 
3.A.5.B.8.B. For personnel whose Foundational Qualification requirements are awaiting the updated matrices, maintain their current requirement and then designate to 8140 requirements when matrices are complete. 
3.B. This MARADMIN is applicable to Marine Corps Commands with authorized coded cyberspace workforce personnel on the Table of Organization.
