GENTEXT/REMARKS/1. Headquarters Marine Corps recently developed and beta-tested Marine Corps Total Force System (MCTFS) programming to streamline the junior enlisted remedial promotion process. These changes will allow MCTFS to automatically screen records to determine Marines who are entitled to a remedial promotion due to the untimely posting of training or professional military education (PME) entries.
2. System logic changes. The WILL NOT PROMOTE entry has been sunset and its function combined with the NOT RECOMMENDED entry. To prevent a Marine from being promoted, the NOT RECOMMENDED entry can be reported either before or after the GRADE SELECT cycle, however, it must be completed before the 1st of the month. If a command is unable to report the NOT RECOMMENDED entries in the promotion’s module prior to the 1st of the month, the reporting unit/IPAC will need to report via unit diary. All NOT RECOMMENDED entries will continue to require a Page 11 entry in accordance with reference (a).
3. Update to junior enlisted remedial promotions. Effective immediately, MCTFS will automatically screen junior enlisted records to determine if the Marine had late training data or PME reported. If their new JEPES score exceeds the cutoff from a previous month and meets the promotion eligibility requirements, Marines will be automatically promoted in MCTFS. To ensure commands are fully informed, MMPB-11 will email monthly rosters to each command when a Marine is automatically promoted in MCTFS so the command can prepare the appropriate promotion warrant.
4. Unit actions. Due to these programming changes, units are encouraged to screen all Marines monthly and ensure NOT RECOMMENDED entries are reported or removed. Units should continue to avoid running late training data to minimize remedial promotions and to ensure JEPES scores are accurate. If a unit believes they have a Marine who should be considered for promotion under the previous process and prior to 1 November 2023, they should contact MMPB-11.
5. MMPB-11 actions
5.a. Though these system changes will significantly automate junior enlisted promotions, some exceptions may still require actioning by MMPB-11 as listed below. In these cases, a formal request via naval correspondence from the CO with promotion authority to MMPB-11 detailing the circumstances and including a specific date of rank (DOR) recommendation is required.
5.a.1. Requests to correct entry level grades associated with a contracted private first class.
5.a.2. Requests for non-competitive military occupational specialties promotions.
5.a.3. Requests associated with Marine Corps Embassy Security Group PME waivers.
5.a.4. Requests associated with the Musician Enlistment Option Program.
5.a.5. Request for reservists who changed components after their requested remedial promotion date.
5.a.6. Requests to correct a previous DOR for a Marine that has already been promoted.
6. This MARADMIN is applicable to the Marine Corps Total Force.
