GENTEXT/REMARKS/1.  Purpose. To announce submission criteria for the Fiscal Year 2024 (FY24) Commanding General’s Retention Program (CGRP).
2.  Background.  The FY24 Enlisted Retention Campaign began on 1 June 2023 and continues through 30 September 2024. During this period, Primary Military Occupational Specialties (PMOS) will close upon reaching their authorized boatspace caps and pending requests are typically returned with no action taken. However, CGRP provides commanding generals the ability to retain a limited number of First Term Alignment Plan (FTAP) and Subsequent Term Alignment Plan (STAP) Marines who did not receive a boatspace.
3.  CGRP Submission Requirements for FTAP and STAP
3.a.  PMOS execution must have reached its authorized boatspace cap. MMEA will announce which occupational specialties are open to CGRP via the Total Force Retention System (TFRS) as these boatspace caps are reached.
3.b.  Recommended for approval by the commanding officer.
3.c.  Recommended for approval by the first general officer in the chain of command.
4.  CGRP Allocations
4.a.  The FY24 CGRP authorizes 100 spaces for FTAP and 52 for STAP. This total may not be exceeded.
4.b.  CGRP spaces are limited to a maximum of 10 per FTAP PMOS and four per STAP PMOS.
4.c.  Each commanding general is authorized to submit up to two FTAP and two STAP CGRP requests per PMOS via TFRS. Any additional requests will be returned with no action taken.
4.d.  CMC (MMEA) maintains the authority to close a PMOS for CGRP submissions at any time based on the number of submissions. Suspension of CGRP submissions will be announced via TFRS.
5.  This MARADMIN is not applicable to the Marine Corps Reserve.
