GENTEXT/REMARKS/1. The Marine Corps is leading the audit effort for the Department of Defense in several metrics. Substantial progress has been made toward remediating material weaknesses, financial modernization, and resource allocations that has accelerated the path to an unmodified audit opinion. This effort requires significant contributions from individuals within the Financial Management community that are deserving of recognition. This MARADMIN solicits nominations for the annual Marine Corps Financial Management Awards Program (MCFMAP) for the period of 1 January 2023 to 31 December 2023. The MCFMAP was established in 2023 and is sponsored by the Marine Corps Association and Foundation to recognize the outstanding achievement and innovation of individual Marines and Civilian Marines who made significant contributions to the financial management community and exemplified superior excellence and dedication to the mission and audit readiness. The MCFMAP recognizes the following:
1.a. Financial Management Officer of the Year: Company grade officer
1.b. Financial Management Resource Analyst of the Year: (1) NCO and below, (1) SNCO
1.c. Financial Management Resource Officer of the Year: WO-CWO3
1.d. Financial Technician of the Year: (1) NCO and below, (1) SNCO
1.e. Finance Officer of the Year: WO-CWO3
1.f. Civilian Financial Manager of the Year: (1) GS-09 and below,
1.f.1. GS-11 and above (any civilian serving in a FM capacity).
2. Selection of award recipients will be made by a non-statutory awards board convened by the Programs and Resources Department, Resources Occupational Field Sponsors from each 34XX community, and senior Financial Management leaders. Phase 1 will comprise of Occupational Field Sponsors and senior Financial Management leaders reviewing all submissions and providing the top three packages for each award to the Phase 2 board members. Phase 2 will comprise of selected Financial Management Colonels who will review the top three packages for each award and provide the final recommendations to the Deputy Commandant for Programs and Resources (DC P&R) for approval.
3. Action
3.a. Commands with Financial Management Marines and Civilians who meet the criteria for the MCFMAP are encouraged to submit nominations via the operational chain of command with a final endorsement by the first General Officer or Senior Executive Service (SES) in the chain of command.
3.b. Nomination packages will be submitted no later than 15 December 2023 via SharePoint. The awards criteria, submission application, and awards nomination package template can be found at https:(slash)(slash)usmc.sharepoint-mil.us/sites/DCPR_MCFM_Awards.
3.c. Nominees submitted for the MCFMAP are highly encouraged for submissions to the Under Secretary Defense Comptroller (USD (C)) Awards Program, Department of the Navy Financial Management Awards Program, and American Society of Military Comptrollers Awards Program. 4. Award recipients will be announced via MARADMIN scheduled for release in February 2024. A tentative awards ceremony and presentation of trophies will be announced via MARADMIN at later date.
5. This MARADMIN is applicable to the Marine Corps Total Force.
