GENTEXT/REMARKS/1. Purpose. To solicit requests for printed copies of the 2024 Manual for Courts-Martial.
2. Background
2.a. Reference (a) prescribed amendments and additions to the Manual for Courts-Martial (MCM). These amendments and additions implement significant military justice reforms from the FY22 and FY23 National Defense Authorization Acts.
2.b. The MCM (2024 Edition) is scheduled for printing. Since the last printing of the MCM, the Marine Corps transitioned to an on-demand system of providing printed publications across the fleet. Accordingly, action must be taken as directed in paragraph 3 for units to receive printed copies of the MCM (2024 Edition).
2.c. Due to the significant changes in the military justice system, the MCM (2024 Edition) is an essential publication for personnel with military justice-related responsibilities. This includes commanders with NJP authority, executive officers, senior enlisted advisors, adjutants, legal officers, and unit legal clerks.
3. Action
3.a. Marine Corps units may request MCMs (2024 Edition) at https:(slant)(slant)www.marines.mil/News/Publications/MCPEL/Print-Publications/. Units will submit requests for personnel with military justice-related responsibilities. Units must provide a valid mailing address, input “MCM (2024 edition)” into the Publication Short Title field, and provide a justification for the number of copies requested. The justification should include the number and type of personnel for which copies are requested (e.g., XX commanders, YY senior enlisted advisors, ZZ legal officers, etc.).
3.b. Units may internally coordinate to consolidate MCM (2024 Edition) requests into a single request for subsequent distribution by the requesting unit. For example, a parent unit may request copies of the MCM (2024 Edition) for its own personnel with military justice-related responsibilities and those of a subordinate unit. If units are consolidating MCM (2024 Edition) requests, indicate in the Justification data field the subordinate units included in the request.
3.c. Offices of the Staff Judge Advocate (OSJA) aboard an installation with a Regional or Installation Law Center will receive copies of the MCM (2024 Edition) from that Law Center and should not submit a request on the Marine Corps publication website. Those OSJAs should coordinate with the applicable Law Center Legal Administrative Officer to ensure that the OSJA receives the appropriate number of MCMs (2024 Edition). For OSJAs not aboard the same installation as a Law Center, requests for the appropriate number of MCMs (2024 Edition) should be submitted in accordance with this MARADMIN.
3.d. Personnel with military justice-related responsibilities attached to a Law Center will receive the MCM (2024 Edition) from that Law Center. Personnel with military justice-related responsibilities assigned to Headquarters Marine Corps will receive the MCM (2024 Edition) from Judge Advocate Division (JAD). Those personnel should not submit requests on the Marine Corps publication website.
3.e. Requests from individuals are authorized only when an individual has official military justice-related responsibilities and cannot otherwise obtain a MCM (2024 Edition) from their unit. An explanation of the requirement must be provided in the Justification data field on the Marine Corps publications website.
