GENTEXT/REMARKS/1.  The FY24 Gunnery Sergeant (GySgt) Promotion Selection Board (PSB) will convene on Wednesday, 17 January 2024 at Harry Lee Hall, Marine Corps Base, Quantico, VA, for a period of about 7 weeks to consider all staff sergeants (SSgt) for selection to GySgt.
2.  In accordance with reference (a), all correspondence submitted to the president of the board must be received prior to 2359, Eastern Daylight Time (EDT), on 6 January 2024.  Communications received after this time will not be submitted to the board.
3.  Professional Military Education (PME)
3.a.  Per reference (b), the PME requirements for promotion to GySgt are as follows:  SSgts eligible for consideration to GySgt must have completed 1) the MarineNet EPME6000 Course and 2) either the Resident Career School, the Career School Seminar Distance Education Program, or Resident Two Week Reserve Career School if previously attached to the Selected Marine Corps Reserve (SMCR) to be considered fully qualified.  This MARADMIN supersedes any other information previously released regarding MCI requirement completion.
3.b.  It is critical that eligible Marines ensure their record includes evidence of PME completion.  Marines that are PME incomplete or missing evidence of PME completion in their record will be ineligible for selection.  Evidence of PME completion within a Marine's record is defined as the applicable school code in the Marine Corps Total Force System (MCTFS) and course completion certificate in the Official Military Personnel File (OMPF).
4.  PME Waivers
4.a.  Per references (c) and (d), all Marines who are serving or have served in a Special Duty Assignment (SDA) billet Military Occupational Specialty (MOS) of 0911, 8411, 8421, 8156, 0913, 8152,and 8154 will be exempt from completing either the Resident Career School, the Career School Seminar Distance Education Program, or Resident Two Week Reserve Career School PME courses for a period not to exceed 365 days upon re-assignment from the SDA tour.  This includes Marines serving at Officer Candidate School (OCS) Quantico, VA and Officer Training Command Newport (OTCN), specifically in a 0911 billet, in a permanent personnel capacity.
4.b.  Marines serving in an SDA billet MOS of 0911, 8411, 8421, 8156, 0913, 8152 and 8154 are still required to complete the MarineNet EPME6000 Course.  In accordance with references (c) and (d).
4.c.  The PME waiver applies to Marines who have been relieved, i.e., Relief For Cause (RFC) or Good Of Service (GOS).
4.d.  Marines serving as Assistant Marine Officer Instructor (AMOI) or 8412 Career Recruiter do not rate the PME wavier.
5.  All SSgts who have been properly recommended for Accelerated Promotion on fitness reports with periods ending between 26 April 2023 through 16 January 2024 will be considered in the below zone with the Marines in their MOS/OccFld who met the established time in grade and time in service cutoff for promotion consideration.  Identification and eligibility of these Marines are contingent upon compliance with reporting procedures outlined in reference (h) and the timely receipt of the fitness reports by the CMC (MMPB-23), Records and Performance, Performance Evaluation Unit, within 30 days after the end of the reporting period.
6.  Commanders Responsibilities.  Paragraph 3102.2 of reference (e) outlines commander responsibilities related to assisting Marines prior to the board convening however, significant items to concentrate on are:
6.a.  Promotion selection boards will honor a Marine's request not to be selected and the Marine will incur a failure of selection.  This request does not make a Marine ineligible for subsequent PSBs.  Ensure those eligible Marines who are voluntarily requesting not to be selected are counseled and that they submit their requests via naval letter correspondence to the board president by NLT 6 January 2024.
6.b.  Ensure all reporting officials comply with the fitness report timelines and assist Marines in correcting incomplete fitness reports and/or corrections to fitness reports in accordance with the procedures outlined in reference (h).
6.c.  Promptly report, via naval correspondence, to CMC (MMPB-11), Enlisted Promotions Unit, any approved MOS changes that occur during the board, this includes reporting failures of MOS producing schools.
6.d.  Promptly report, via naval correspondence, to CMC (MMPB-11) any Marine who is the subject of completed disciplinary action (by military or civilian authorities) not previously reported on earlier fitness reports.  Disciplinary action is considered "complete" when convening authority action is adjudicated and reported by unit diary, court-martial results of trial are released by military justice officer, a Marine is found guilty at Non-Judicial Punishment (NJP) and punishment is reported on unit diary, or civilian court proceeding or counseling documentation is placed in Marine's OMPF.  Naval correspondence must give detailed account of the matter, whether the action occurred prior to the convening of the board, during the board, or while the Marine was a member of a previous command as well as regarding any Marine who is administratively reduced, discharged, or assigned to the Body Composition Program (BCP).
7.  Marine Responsibilities
7.a.  Ensure the accuracy of data elements in MCTFS regardless of zone.  Specific data elements include, but are not limited to DOR, AFADBD, PME, service schools, billet description, PMOS, IMOS, training scores, personal awards, assignment to and removal from the BCP.
7.b.  Confirm the accuracy and completeness of OMPF and Master Brief Sheet (MBS) by immediately conducting a self-audit.
7.b.1.  It is imperative that documents submitted for inclusion in the OMPF after the publishing of this MARADMIN be received by CMC (MMPB-22), Records Management Unit, NLT 6 January 2024 in order to allow processing time to the OMPF and be conspicuously marked "Documents for FY24 GySgt PSB".
7.b.2.  Additional information is available on the CMC (MMPB-22) home page or for OMPF inquiries and document submission points of contact are located in paragraph 14.
7.c.  Marines concerned with specific aspects of their record may contact a career counselor.  Additional information is available on the CMC (MMPB-24), Active Component Officer and Enlisted Career Counseling Unit, home page or inquiries can be directed to the points of contact located in paragraph 14.
7.d.  Marines may submit any information or material they deem important for consideration to the president of the board.
7.d.1.  Personal correspondence to the board must be submitted under cover letter with the update material as enclosures.  The cover letter must be addressed to President, FY24 GySgt PSB, be from the eligible Marine, and be personally signed by the Marine.  Correspondence submitted without a cover letter, unsigned, or received after the deadline will not be submitted to the board.
7.d.2.  Personal communication to the board must be received NLT 2359, 6 January 2024 in accordance with reference (a).  See paragraph 14 for physical and e-mail address.
7.d.3.  The preferred delivery method is to scan documents and submit via e-mail directly to the organizational mailbox for CMC (MMPB-11).  Ensure the e-mail subject line reads "Update Material for FY24 GySgt PSB".  Properly label file attachments as (Name_EDIPI_ltrtoboard).  If more than one file attachment is applicable, label additional files using arabic numerals enclosed in parenthesis, i.e. Name_EDIPI_ltrtoboard (2).
7.d.4.  Communications sent via priority or next day U.S. Mail, are not delivered directly to Harry Lee Hall.  Therefore, anticipate a 2-3 day lag time for further delivery.  Commercial next day carriers deliver directly to Harry Lee Hall, excluding weekends and holidays.
7.d.5.  Be advised that material sent to the president of the board does not become part of a Marine's OMPF.  Personal correspondence sent to the board is destroyed upon final approval of the board.
7.d.6.  Marines are personally responsible for ensuring CMC (MMPB-11) has physically or electronically received their update material by the deadline.  Marines can contact CMC (MMPB-11) if they have not received receipt confirmation within one week of the convening date of the board.
8.  Prior Service Consideration.  Commanders of Marines who are considered eligible by virtue of prior service per paragraph 3202 of reference (e), must submit a request for prior service consideration to CMC (MMPB-11) no later than 6 January 2024.  Late submission of requests for consideration based on prior service will be returned without action.
9.  Feeder MOS chart.  The table below lists the SSgt to GySgt MOS's that "feed into" the Intended MOS (IMOS) at the next higher grade indicated.  Marines serving in a basic MOS will be considered in their IMOS.  Marines who have a Primary MOS (PMOS) listed in column (A) as a feeder MOS will compete for promotion to the IMOS listed in column (B), provided they meet the eligibility requirements listed in paragraph 12 below.  For proper order read left to right, i.e. column A to column B.

10.  Allocation and zone chart.  The tentative allocations, zones, and AFADBD cutoffs are identified below.  Marines who have a DOR that is earlier than the DOR identified for a zone are eligible for consideration in that zone for that IMOS.  When an AFADBD is specified, it pertains only to those Marines with the listed DOR.  The AFADBD is not applicable for determining eligibility of those Marines whose DOR is earlier than the DOR listed, refer to paragraph 3102.3 of reference (e). 10.a.  An above zone DOR/AFADBD cutoff for a specific MOS with no DOR/AFADBD cutoff in the promotion zone indicates no allocations for promotion exist in that MOS for this board.  As such THE FOLLOWING IMOS(S) ARE CLOSED: 2131, 2874, 5523, 5951, 5954, 6222, and 6256.
10.b.  The above zone contains Marines who have previously received consideration in the promotion zone and failed selection.
10.c.  As zones and allocations are subject to change prior to or during the board there has been an increase in Marines being pulled for consideration from the below zone.  All Marines are reminded of their responsibility for the completeness and accuracy of their records prior to the convene date of the board.
10.d.  Lateral Moves.  Marines who have received an adjusted DOR or made a lateral move and believe they will be considered in the wrong zone (because of the adjusted DOR or lateral move) must notify CMC, (MMPB-11) in writing, before 6 January 2024.
10.d.1.  Marines who made a lateral move and whose DOR and AFADBD place them in the above zone, but who have not been previously considered for selection in the promotion zone, will be considered in the promotion zone.
10.d.2.  Marines who have lateral move requests approved MUST accept and sign their lateral move approval in order to properly reflect in MCTFS and be eligible for promotion.  If the lateral move is approved prior to the convening date of the selection board, the Marine will be considered in the MOS/IMOS for which the lateral move was approved.
10.d.3.  Marines with lateral move requests that are approved after the board has convened will not be eligible for consideration in their newly acquired MOS/IMOS and will be deleted from the board population.  These Marines will compete on the following year's board, if eligible.
10.e.  All Marines who meet the requirements set forth in this MARADMIN will compete for promotion in the MOS assigned on the day prior to the convening date of the board.  MOS changes will not be made after the date of this MARADMIN without the prior approval of CMC, (MPP-20), Manpower Plans Programs and Budget Branch.
10.f.  Marines who are selected in the incorrect IMOS will be administratively deleted from the selection list and may rate remedial consideration for promotion in their correct MOS.

11.  Alternate Selection List.  In order to minimize shortfalls, an alternate select list may be created during this board.  An alternate list will only be provided if the full allocation for PMOS cohort has been fulfilled.  Detailed information in regards to the alternate selection list will be provided via the selection MARADMIN upon conclusion of the board.
12.  Eligibility
12.a.  Marines who have previously been selected for promotion and refused to accept the appointment will not be considered.
12.b.  Enlisted Active Duty Service Limits.  Reference (f), supersedes the enlisted active duty service limits and high year tenure and provides information regarding enlisted career force controls (ECFC).
12.c.  Consideration in conjunction with request to transfer to the Fleet Marine Corps Reserve (FMCR).
12.c.1.  Per references (f) and (g), Marines who requested transfer to the FMCR due to ECFC may request special promotion consideration via correspondence to CMC (MMSR-2), Manpower Management Division, Separation and Retirement. 
12.c.2.  In order to qualify for special promotion consideration the transfer to FMCR date must be requested and approved prior to 6 January 2023 and the effective date of transfer must be after the adjournment date of the board.
12.c.3.  Special promotion consideration will not authorize a Marine to go beyond service limits.
12.c.4.  Marines who submit a voluntary request to transfer to the FMCR, but are not required to transfer to the FMCR, are not eligible for promotion consideration.
12.c.5.  Marines who are required to transfer to the FMCR due to declining Permanent Change of Station (PCS) orders, or who have declined to reenlist/extend to carry out PCS or Unit Deployment Program (UDP) orders, are not eligible for promotion consideration.
12.c.6.  Marines authorized early approval of transfer FMCR requests (greater than 14 months prior to their transfer date) will not be eligible for promotion consideration.
12.d.  Enlisted to Officer Programs.  Warrant officer selects who have not been appointed, Marines in the Marine Enlisted Commissioning Education Program (MECEP) upon graduation of Officer Candidate School, Marines accepted in the Enlisted Commissioning Program (ECP), and Marines in the Navy Medical Enlisted Commissioning Program (NMECP) are eligible for noncompetitive consideration for promotion provided they meet all other eligibility requirements.  Identification of noncompetitive eligibility of Marines will be provided by Marine Corps Recruiting Command (MCRC) ON/E or the Separation and Retirement Branch (Nurse Program only) to CMC (MMPB-11) who will then ensure the records of all eligible Marines are forwarded to the board.
12.e.  Marines must be in compliance with the height/weight standards prescribed in reference (i).  Fitness reports submitted under reference (h) must contain a directed comment in Section I of the fitness report if the Marine exceeds height/weight standards and is not in compliance with percentage body fat limits.  Marines who exceed the height/weight standards, and whose fitness reports do not include body fat information, must provide most recent official documentation reflecting body fat percentage to the president of the board.
13.  In accordance with reference (j), any Marine selected for promotion by the FY24 GySgt PSB must have at least 24-months of obligated service remaining on contract beginning on the date of their promotion.
