GENTEXT/REMARKS/1.  Purpose.  “Stay Marine, Continue our Legacy.” This is more than just a slogan for Fiscal Year 2025 (FY25), it is a shift in the fabric of our Service retention culture and drive towards Total Force retention. FY25 will continue building on the hard work and progress seen in previous years; further developing a retention culture, incorporating lessons learned, and creating an environment where a Marine with proven performance and skills is offered the opportunity to reenlist when they are ready. This MARADMIN announces the FY25 Enlisted Retention Campaign and outlines corresponding timelines and guidance in accordance with reference (a).
2.  Situation.  The FY25 Enlisted Retention Campaign begins 1 January 2024. Marines with an end of current contract (ECC) in FY25 can utilize the following avenues to execute a reenlistment during this campaign: Commandant’s Retention Program (CRP); Commanding General’s Retention Program (CGRP); Direct Affiliation Program (DAP); lateral moves (LATMOVs); as well as the standard reenlistments that form the backbone of the Command Retention Mission (CRM). All FY25 Marines who reenlist in 2024 are eligible for incentives listed in reference (b).
3.  Concept of Operations
3.a.  Phase I.  Phase I begins 1 January 2024 with the execution of the FY25 CRP. During this phase the most highly qualified First Term Alignment Plan (FTAP) Marines in each Primary Military Occupational Specialty (PMOS) will be offered conditional approval for reenlistment.
3.a.1.  The CRP will select up to 20 percent of a PMOS population based on historical retention performance and needs of the Service. Selectees will be chosen based on their JEPES retention scores.
3.a.2.  Selectees will be announced via MARADMIN before the start of Phase I.
3.a.3.  Selectees will be granted an Enhanced Duty Station Incentive that allows them to select an assignment to a billet ahead of their peers.
3.a.4.  CRP absorbs the Early Reenlistment Authority program established under reference (c), merging elements of both programs into one flagship effort.
3.a.5.  Phase I will also open LATMOVs into targeted PMOSs for FTAP Marines. Marines do not have to be selected for CRP to apply for LATMOV during this phase. Reference paragraph 6 below.
3.a.6.  Phase I ends 31 March 2024.
3.b.  Phase II.  Phase II begins 1 April 2024.
3.b.1.  The standard FTAP submission window is 1 April 2024 to 31 July 2024.
3.b.2.  First term, high performing Marines that enlisted in FY20 or later on 5- and 6-year contracts may reenlist during the FY25 FTAP Campaign if they meet certain conditions. Reference paragraph 11 below.
3.b.3.  The standard Subsequent Term Alignment Plan (STAP) submission window is 1 June 2024 to 31 October 2024.
3.b.4.  Senior Enlisted Alignment Plan (SEAP) submissions may be submitted beginning on 1 June 2024.
3.b.5.  On 1 April 2024, STAP and SEAP Marines who meet one of the following criteria may submit for retention: have been issued Permanent Change of Station orders with a detach date prior to 31 December 2024; are stabilized for deployment; or are submitting for Special Duty Assignment (SDA).
3.b.6.  Phase II ends 31 October 2024.
3.c.  Phase III begins 1 November 2024 and ends 30 September 2025. The purpose of Phase III is to assess the progress of the FY25 retention effort and continue processing retention requests submitted after established deadlines. Retention determinations for requests submitted during this phase are based on the needs of the Marine Corps. During this phase, MMEA will gauge the progress of the FY25 CRM, make required adjustments, refine guidance, and continue processing retention requests.
4.  CRM.  Retention goals will be assigned to each Major Subordinate Command (MSC) before the start of Phase I. All retention actions executed in Phase I will be credited to the MSCs’ FY25 retention goals.
5.  CGRP.  CGRP is designed to give commanding generals a venue to reenlist deserving FTAP and STAP Marines beyond established boatspace caps. CGRP will open on a PMOS-specific basis as boatspace caps are reached. Career planners will be informed via the Total Force Retention System (TFRS) as to which PMOSs are open and subsequently closed to CGRP.
6.  LATMOV.  LATMOVs align individual talent and goals with the needs of the Marine Corps. If you are interested in LATMOV opportunities, you are encouraged to coordinate an interview with your Career Planner to determine what PMOS aligns to your talents and qualifications.
6.a.  Marines may begin submitting for LATMOV into certain PMOSs during Phase I. The list of available PMOSs will be announced via TFRS.
6.b.  LATMOVs for PMOSs not offered during Phase I will open to the FTAP and STAP populations at the start of their respective submission windows and stay open for the entirety of FY25 as conditions warrant. Marines are strongly encouraged to submit for LATMOV as their PMOSs close upon reaching boatspace caps.
7.  In all PMOSs, but especially in fast-filling MOSs, a comprehensive review of Marines competing for boatspaces is conducted to select the most qualified. As such, the value of comments from commanders and senior enlisted leaders cannot be overstated.
8.  DAP.  DAP affords qualified Active Component (AC) Marines the opportunity to seamlessly transition to the Reserve Component (RC) via direct affiliation with either a Selected Marine Corps Reserve (SMCR) unit or Individual Mobilization Augmentee (IMA) detachment following their expiration of active service (EAS) with no break in service. The DAP also provides numerous benefits not offered to traditional reserve accessions from the Individual Ready Reserve (IRR) to include bonuses of up to $25,000 for a 3-year commitment per reference (d). DAP is open for submission year-round, with applicants basing their submission timelines on EAS in accordance with reference (e).
9.  Prior Service Enlistment Program (PSEP).  On 1 October 2024, Marines may begin submitting for PSEP until the end of FY25. PSEP affords former active duty and reserve Marines the opportunity to resume active service and meet published manpower requirements.  Marines interested in PSEP are encouraged to visit their local Recruiting Station and review reference (f).
10.  Return on Investment.  Contracts executed under the FY25 Enlisted Retention Campaign will include all remaining contract obligation at the time of reenlistment. For example, a Marine with 3 months remaining on current contract at the time of reenlistment who subsequently executes a 48-month reenlistment will execute a reenlistment contract of 51 months total.
11.  Reenlistment for 5- and 6-Year Contracts.  First term, high performing Marines that enlisted in FY20 or later on 5- and 6-year contracts may reenlist during the FY25 FTAP Campaign given the following conditions: Command endorsement via regular RELM submission process; possess 30 months Time in Service (TIS) upon submitting for reenlistment; and possess an MOS listed in paragraph 11.a.

11.b.  Marines that meet the above criteria that reenlist are eligible for associated Selective Retention Bonuses (SRB) under reference (b). To rate eligible SRB kickers, the Marine must reenlist for 48 months.
11.c.  This is a limited availability pilot program and will be assessed monthly to ensure it does not exceed established guidelines set by Manpower Plans and Policy. Interested Marines are encouraged to submit RELMs early.
12.  Additional submission guidelines for CRP, FTAP, STAP, SEAP, CGRP, DAP, PSEP, and LATMOV will be released via TFRS and on the Manpower & Reserve Affairs website at https:(slash)(slash)www.manpower.usmc.mil/webcenter/portal/ER/MMEA-1. Guidelines will be released NLT 1 January 2024.
13.  From 1 August 2024 to 28 February 2025, MSCs may request monitor visits to conduct in-person monitor interviews and energize retention actions in targeted PMOSs. MSCs may request monitor visits by completing the CMC (MMEA) Assist Visit Request on the Manpower and Reserve Affairs website. To access the form, go to https:(slash)(slash)www.manpower.usmc.mil/webcenter/portal/MMEA_New and click on the "MMEA ASSIST VISIT REQUEST" box at the bottom the page.  Requests for monitor visits should be requested NLT 90 days prior to the first day of the requested visit. CMC (MMEA) will support monitor visits as scheduling and budgetary environments allow.
14.  Installations/units will coordinate with their respective Communication Strategy (COMMSTRAT) organization to maximize communication efforts and enhance awareness in support of the FY25 Enlisted Retention Campaign. CMC (MMEA) will distribute additional advertisement products in support.
