GENTEXT/REMARKS/1. Purpose. This message solicits inputs for the Marine Corps' submission to the President's Intelligence Advisory Board's (PIAB) call for nominations for the Fiscal Year (FY) 2023 Killian Award. The Killian Award recognizes military or civilian individuals and teams within the United States Intelligence Community (IC) for exceptional achievements in analysis, collection, science and technology, mission support, and intelligence oversight.
2. Background. The award is named in honor of Dr. James R. Killian, the first chair of the President's Foreign Intelligence Advisory Board (PFIAB), the predecessor to the PIAB. Dr. Killian was also the first Presidential Assistant for Science and Technology, an architect of the National Aeronautics and Space Administration, and a Massachusetts Institute of Technology President.
3. Nomination Categories and Requirement. The PIAB accepts nominations from each of the 18 intelligence community (IC) members; Deputy Commandant for Information (DC I) will select the Marine Corps submission to the PIAB. The Marine Corps may submit up to five nominations, one per category, for the following: Analysis, Collection, Science and Technology, Mission Support, and Intelligence Oversight. All nominations must be for actions worked or completed during the period from 1 October 2022 through 30 September 2023. 4. Nomination Procedure and Submission Deadlines.
4.a. Nomination packages must be received by the DC I Front Office no later than 5 January 2024. Units shall route nominations through the appropriate MARFOR for unit endorsement. Units not aligned to a MARFOR submitting packages may submit nominations directly to DC I via the first General Officer in their administrative chain of command.
4.b. Submission. Packages must be submitted by e-mail. The e-mail subject line and submission file name should read: "FY23_(Killian Award)_ICO (Rank/Name)". Refer to the selection criteria page for directions to submit nominations.
4.c. A board convened by Headquarters Marine Corps (HQMC) DC I between 8-12 January 2024 will select the service's nominees to the PIAB.
4.d. Service nomination packages are due to the PIAB no later than 31 January 2024. DC I will submit nomination packages to the PIAB on behalf of the service.
4.e. In February 2024 the PIAB staff will review nominations to the Board. In March 2024, the Board will convene to review packages, and the Board Chair will approve winners. A PIAB memo will announce winners in late March 2024.
4.f. Announcement of the service's selectees and the PIAB's selection of nominees will be provided in future correspondence.
5. Nomination Package Requirements. All nomination packages submitted to DC I for review and selection must include the following:
5.a. An endorsed cover letter in naval letter format.
5.b. Enclosure (1): Justification narrative of no more than one page (MS Word or PDF format, 12-point Times New Roman font) for each nomination that addresses the selection criteria and clearly highlights the individual's or team's challenge, action taken, significant impact, and results/outcomes. Narratives that exceed one page will not be considered.
5.c. Enclosure (2): Draft unclassified citation for each nomination. Draft citations must be 120 words or fewer (MS Word or PDF format, 12-point Times New Roman font)
5.d. All nomination packages must have proper classifications and portion markings.
5.e. If nominating a team, please include a list of members and identify the primary and alternate points of contact, including classified and unclassified phone numbers and e-mail addresses.
5.f. Department of Defense and Intelligence Community Contractors are not eligible to receive the Killian award in accordance with DODINST 1400.25-V2008 and ICD 655.
5.g. Suitability checks are mandatory for all nominees. All packages submitted must ensure all nominees are void of disciplinary action, adverse inquiries under review, or administrative action pending against them at the time of nomination, for the period of nomination, and up to and including the date of the presentation of the award. Nominees must also model the values espoused by the Intelligence Community: excellence, courage, respect, and integrity.
6. Recognition. A formal recognition ceremony will be held at the White House on 16 April 2024 recognizing all the first, second, and third place winners. Details will be sent at a later date and are subject to current White House hosting guidelines and restrictions. First place individual and team recipients will be recognized with one framed medallion; each recipient will receive an award certificate. Individual and team recipients finishing in second and third places will receive certificates.

7.a. This MARADMIN is applicable to the Marine Corps Total Force.
