GENTEXT/REMARKS/1. 12th Marine Littoral Regiment (MLR) is the next MLR, and will be permanently stationed in Okinawa, Japan. In an effort to staff this recently developed OCONUS unit, Manpower Management (MM) is looking to identify volunteers from across the force. Manpower Management Officer and Enlisted assignments are prioritizing the identification of Marines who desire to volunteer for assignment to 12th MLR between the release of this message and 1 March 2024.
2.  Eligibility requirements:
2.a.  Time on Station (TOS). Marines who will complete their prescribed tour, on their current set of orders, NLT 30 September 2024 are eligible.
2.b.  Tour Control Factor (TCF). To normalize the future turnover within 12th MLR, MM will look to identify specific Marines to take assignments outside of parameters set by the Joint Travel Regulations. MM will look to maximize local PCA solutions and issue designated Marines 12 month dependent restricted, 24 month accompanied, and 36 month accompanied orders.
3.  Process:
3.a.  Volunteers must contact their monitor to determine eligibility.
3.b.  Non-volunteers will be identified based on the needs of the Marine Corps. PMOS monitors will identify Marines for these assignments.
3.c.  The window for volunteers to notify their PMOS monitor is from the release of this message through 1 January 2024 for Officers, and 1 March 2024 for Enlisted Marines.
3.d.  Exceptions to policy (ETP). Marines requesting an exception to policy must have a command endorsed AA form to be considered if they do not meet the outlined requirements.  Examples of ETP’s could include but aren’t limited to tour extensions, tour curtailments, In Place Consecutive Overseas Tours (IPCOT’s), Overseas Tour Extensions In Place (OTEIP’s), and tour conversions. Individual Marines requesting tour extensions and curtailments must provide their monitor a command endorsed AA form with command recommendations. Commands are required to provide recommendations to all AA forms and forward them to MM for final decision.  MM will provide the final documentation and approval or disapproval messages for all ETP’s.
